This document discusses the framework that the African Union Commission is spearheading for the development of a new strategy to revitalize technical and vocational education and training (TVET) in Africa. The objectives of the strategy are: to revitalize, modernize and harmonize TVET in Africa in order to transform it into a mainstream activity for African youth development, youth employment and human capacity building in Africa; to position TVET programs and TVET institutions in Africa as vehicles for regional cooperation and integration as well as socioeconomic development as it relates to improvements in infrastructure, technological progress, energy, trade, tourism, agriculture and good governance; and to mobilize all stakeholders in a concerted effort to create synergies and share responsibilities for the renewal and harmonization of TVET policies, programs and strategies in Africa.

The document is not prescriptive. It indicates that a credible TVET strategy must necessarily fit into an individual country's socioeconomic context. The intention, therefore, is to present a strategic policy framework and a set of practical recommendations to inform national policies and action plans aimed at promoting quality and relevant technical and vocational education and training.
