The East Asia and Pacific (EAP) region is very diverse and there is a wide range in the extent to which firms across these countries identify the education level of their work force as being a major constraint. However, developing skills, including vocational and technical skills, and enhancing employability are clear strategic objectives in the EAP region. Countries in the region face strong pressures to expand their technical and vocational education and training (TVET) systems and enhance their quality, while also facing spending pressures on basic and higher education. As this demand increases, the need for sustainable financing for TVET becomes more urgent; this is not only about ensuring that sufficient and predictable revenue streams exist to fund training programs, but perhaps just as importantly about how financing mechanisms themselves can be strongly linked to achieving policy objectives of making TVET systems more accessible, equitable, efficient, demand-driven, responsive and relevant.

The Survey of [Association of Southeast Asian Nations] ASEAN employers on skills and competitiveness has collected insights from business leaders regarding current labour force trends and anticipated effects associated with the 2015 integration of the ten ASEAN countries. The primary areas assessed by the Survey include regional integration effects on human resources, labour mobility, commercial enterprise development, and competitiveness. This survey shows that, on the whole, employers in the region tend to remain uneducated about the potential opportunities and challenges presented by ASEAN integration. Uncertainty prevails regarding the universal impact stemming from the ASEAN Economic Community 2015 undertaking. Nonetheless, employers express optimism, and agree that increased workforce mobility, lower trade barriers and liberalized investment flows will prove positive for their businesses. Most employers believe that regional integration will boost their competitiveness, particularly if coupled with investments in training and educational programmes. Encouragingly, employers report that, rather than apply cost-cutting measures to enhance productivity, they are more likely to invest in programmes to build capacity around management and leadership skills.

This chapter discussed [technical and vocational education and training] TVET teacher education in Myanmar on the threshold of the 21st century; a qualitative analysis of the present state of the art. Recent status of Myanmar's TVET system was highlighted and the chapter strongly maintained that qualified and motivated teachers and instructors are key for effective learning and are as well at the heart of TVET quality. The chapter provided a comprehensive problem scenario with regard to TVET teacher training; to mention a few, that there is a low awareness for the relevance of TVET in general and with respect to its potential to develop a country's skilled and semi-skilled workers. In comparison to university degrees, graduating from training courses at vocational institutions is not perceived as a valuable career option. Lastly, this chapter attempts to add to the collection of vocational education and training research by consulting a case in Myanmar – a country which currently possesses only a sparse amount of data in this field.

Asylum seekers and displaced persons have long been targets for migrant smugglers and human traffickers, especially in the Asia-Pacific region. Finding safe and legal pathways for the movement of asylum seekers and displaced persons has, therefore, become increasingly urgent. For labour migration to be used as an alternative pathway for refugees, the skills of those refugees will need to be in demand in the host country. This working paper looks at current legal labour migration schemes in the Asia-Pacific region and examines if any can be opened to humanitarian migrants who may otherwise become targets for migrant smugglers and/or human traffickers. It collects and analyses multiple sources of migration and asylum data from the United Nations, the International Labour Organization, and the member states of the Bali Process to demonstrate the current status of labour migration. It also reviews national legislation, various visa schemes, and bilateral agreements in order to understand how states have regulated labour migration in the region.
Six countries are selected to highlight some of the distinctive characteristics and challenges in using labour migration as an alternative pathway for asylum seekers. The countries are the Philippines and Myanmar as migrant-sending countries; Indonesia, Thailand and Malaysia as sending and receiving countries; and New Zealand as a migrant-hosting country. The paper concludes that labour migration in its current form is not adequate as a complementary pathway for refugees unless further protective measures are in place. However, a hybrid humanitarian and economic migration stream could be developed with the aim of protecting vulnerable humanitarian migrants before facilitating their labour. Australia is in a good position to lead the discussion through the Bali Process and the Global Compacts on refugees and migrants.

Like all workplaces, National Statistics Offices (NSOs) need to build the capacity necessary for their staff and particular circumstances within the overall global requirements for NSOs. International organisations which offer training in official statistics may advise on courses, but NSOs organise ongoing training programmes and frameworks appropriate for their staff and needs. In addition, programmes or training units developed by or with NSOs often provide training for other government entities in their countries. In some regions of the world, regional training centres support NSOs in training their staff, mainly by helping to identify needs and supply training.
This report describes an investigation into how training is organised at NSOs and, where appropriate, how they are supported by regional training centres to build the capacity they need. Training offered by NSO's in countries where the NSO is not well established often lack systematization. It is often ad hoc and focused on what is available rather than the specific skill needs of the staff. Training also suffers from lack of prioritization. In countries where funding is tight, training is often deprioritized at the expense of competing needs. In these contexts, staff must rely on their own motivation and initiative to obtain training because they do not often have comprehensive training at their fingertips.

Technical and vocational education and training (TVET) teacher training and the quality of TVET teachers' work are linked to relevant economic sectors. The availability of qualified personnel is highly dependent on a TVET system that takes into account the innovations, developments and qualification requirements of these sectors. For economic sectors as well as for employment, classification systems are normally used to structure and mark the main focus, strength and weakness of relevant areas. For employment systems, a corresponding qualification system with occupational standards and possibilities for education and career pathways are necessary components for future-oriented developments. Vocational disciplines help to align TVET with the relevant economic and employment sectors.
The definition of Regional TVET Teacher Standard for ASEAN (RTTS) based on vocational disciplines which are relevant to ASEAN Member States (AMS) describes a quality standard for TVET teachers. The guidelines help to reflect and understand the meaning of vocational disciplines for TVET teacher's competence profiles, for TVET teacher training, for the shaping of study programmes and for the orientation of TVET systems on economically relevant sectors. The second version of the RTTS in 2019 focusses on vocational disciplines as a bridge between relevant vocational sciences and pedagogical fields of actions for TVET teachers. It also achieves an actualization of the standards through a closer link to the changes in the world of work. At the same time, these instruments are adjusted to the internationally approved orientations.

This book deals with teacher training for vocational education and training.
