How far is the world progressing towards comprehensive qualifications frameworks? The 2015 global inventory of regional and national qualifications frameworks was launched on 25 April in Riga, Latvia. The inventory showcases 86 countries and examines how learning outcomes of all types of learning - formal, non-formal and informal - are being integrated into regional and national qualifications frameworks. Volume two provides an inventory of 85 NQFs and seven regional frameworks. The global inventory charts progress toward NQF goals, drawing on extensive research in the field of qualifications.

This regional report summarises the main findings in monitoring progress of the 2014 Torino Process in the Southern and Eastern Mediterranean (SEMED) partner countries (including both the Arab Mediterranean Countries (AMCs) and Israel). The report is based on the Torino Process reports prepared with [European Training Foundation] ETF support by six countries (Egypt, Jordan, Lebanon, Libya, Morocco and Palestine), together with the two Torino Process self-assessment reports prepared by Israel and Tunisia. It also draws on intelligence, evidence and information on Algeria that is available within the ETF. It is possible to conclude that, in general terms, there has been progress across all areas, hampered in some cases by the difficult conditions in the region, such as political instability, insecurity, conflicts and economic crises, among others. Moreover, progress has been more marked in relation to some specific topics than others, and also varies according to country specificities.

This methodological note has been developed within the project 'Migrant Support Measures from an Employment and Skills Perspective' (MISMES). It is part of a series of reports presenting the main findings of the MISMES project - namely, a worldwide inventory of migrant support measures implemented in sending countries to facilitate labour mobility and increase the developmental effect of migration, and five in-depth studies in the countries which concluded mobility partnerships with the European Union (EU): Armenia, Georgia, Republic of Moldova, Morocco, and Tunisia. For the purpose of these reports, MISMES are defined as specific policy interventions - pre, during and post migration - aimed at improving the labour market integration of migrant workers or the matching of their skills. This methodological note aims to provide a common template and guidelines for the implementation of MISMES country case studies. The ultimate objective of these studies is to generate information not only to draw policy conclusions at national level, but also to allow for a systematic comparison of similar MISMES across countries.

This report presents the baseline analysis of the impact evaluation of the 100 Hours to Success' program implemented by Mennonite Economic Development Associates in Morocco (MEDA Maroc). The program provides Moroccan youth with 100 hours of training in basic life skills, entrepreneurship skills and financial management skills, with the aim of improving young peoples' chances to either enter wage employment or start their own business. The program helps to fill gaps between skills gained in school and the demands of the labour market. It aims to provide youth with a stronger foundation on which to make the transition from school to work or to establish their own businesses, in a country where youth unemployment rates are fairly high and where the effort to secure one's first job can take up to two years.
The research explores the impact of employability, finance and entrepreneurship training combined with job placement support to better understand young people's transitions from school to the labour market. The baseline report provides an overview of the methodological approach used in evaluating the impact of the programme and an initial assessment of the population of young people surveyed prior to the launch of the program. This article analyses the early career occupational mobility of people from a Turkish or Moroccan descent in Flanders (Belgium). Previous research showed that second-generation migrants are less successful than natives when entering the labour market. [The authors] compare the progress in socio-economic status (SES) that youngsters of native and non-native descent make from their first to later jobs at the start of their career. Both second-generation immigrants and native majority young adults experience upward occupational mobility during this crucial phase of their occupational career. The gap between native and ethnic minority youth, however, does not narrow over the course of the years. The first job offers less SES for non-natives compared to that of natives, and the minority-native gap in occupational attainment remains constant afterwards. The future career is largely determined by the characteristics of the start of the occupational career, and educational attainment even before. Promising, however, might be the finding that a first job with a relative low occupational status does offer better opportunities for Turkish and Moroccan second-generation migrants than for native majority youth to do some catching up later on. In combination with a long-term negative impact of initial unemployment, ethnic minority youth perhaps are best off with starting to work as soon as possible after school leaving.

The post-2015 development agenda sets 17 Sustainable Development Goals (SDGs) and 167 targets. People are at the centre of sustainable development. However, sustainable development cannot be realized without educated people. Education has long been understood to be the key to sustainable development. All the programmes featured in this publication provide encouraging examples of the role adult literacy and education can play in enabling sustainable development. They also point to an urgent need for future policy development on the achievement of the Sustainable Development Goals to incorporate adult literacy and learning, promoting a transformative and holistic approach to the empowerment of disadvantaged individuals, families and communities. The implementation of the post-2015 development agenda - in particular, the education-related targets - requires the mobilization of sufficient resources for adult literacy and education to make sustainable development a reality for millions of people who have, until now, missed out.
The literacy programmes featured in this publication are drawn from every region of the world and testify to the central role of literacy in responding to sustainable development challenges such as health, social equality, economic empowerment and environmental sustainability. Most literacy programmes set out to combine at least two of the three dimensions of sustainable development - social equality, economic empowerment and environmental sustainability - and many of them target women.

The two key constraints on employment in the [Arab Mediterranean countries] AMCs are (i) insufficient labour demand, i.e. a lack of job creation and (ii) skills mismatch as a result of failures in the education system, i.e. employability. This report focuses on the second issue and in particular on the potential of [active labour market programmes] ALMPs to increase youth employability. It provides an overview of ALMPs in eight AMCs and examines constraints and opportunities for their development and implementation. The report is divided into four sections. The first section presents an initial overview of AMCs' labour markets, providing a summary of the economic and demographic context and a brief analysis of the main labour market trends and challenges.
The second section describes ALMPs that are specifically targeted at young people. ALMPs are classified into five measures: intermediation services, training programmes, employment incentive programmes, public works programmes and support for entrepreneurship. A short general description of each measure is provided. This is followed by an analysis of ALMPs that are currently implemented in AMCs. Some initiatives that seem to have had positive results are highlighted. The third section analyses the main institutional and operational constraints that affect the quality of ALMPs. The fourth and final section suggests some policy recommendations to improve the effectiveness and delivery of ALMPs as a response to youth labour market challenges.
