The SEAMEO VOCTECH Centre was established in 1990 to improve and strengthen the quality of vocational and technical education and training through human resource development in the Southeast Asia region. This collection of papers was presented at the SEAMEO VOCTECH’s Expert’s Meeting held in Brunei Darussalam between April 7-9, 2003. The aim of the meeting was to formulate SEAMEO VOCTECH’s third five-year development plan (2004-2009) which guides the Centre in its activities and programs.
