This conference, organised by the Southeast Asian Ministers of Education Organisation Regional Centre for Vocational and Technical Education and Training (SEAMEO VOCTECH) and the Colombo Plan Staff College for Technical Education (CPSC) and partly sponsored by Japan Foundation Asia Centre, was held in Brunei Darussalam in March 2002. The purpose of the conference was to engender discussion about the need for integration and unification of policies and arrangements in vocational and technical education and training (TVET) systems across the Asia Pacific Region. The SEAMEO VOCTECH Centre was established in 1990 to improve and strengthen the quality of vocational and technical education and training through human resource development in the Southeast Asia region. This collection of papers was presented at the SEAMEO VOCTECH’s Expert’s Meeting held in Brunei Darussalam between April 7-9, 2003. The aim of the meeting was to formulate SEAMEO VOCTECH’s third five-year development plan (2004-2009) which guides the Centre in its activities and programs.
