This report examines five case studies of workplace literacy initiatives. Workplace literacy is defined in this study as several sets of skills and attitudes believed to be necessary in order to function competently in the current workplace environment. The aim of the study was to develop a clearer understanding of what takes place within workplace literacy programs in order to evaluate whether vocational institutions have a comparative advantage over other providers of workplace literacy programs. Based on a literature review, the authors developed a series of hypotheses that supported the premise that vocational institutions have a comparative advantage. Each case study was tested against these hypotheses. The case study data was collected through formal and informal interviews, document examination, and on-site observation. The case studies revealed features of vocational institutional provision of workplace literacy training that supported the hypotheses and concluded that to claim a comparative advantage over other workplace literacy program providers, vocational institutions should capitalise on their strengths. This research project was based on the premise that the study of institutions in which exemplary vocational education is found might provide insights regarding the nature and importance of this environment. Specifically, a study of exemplary institutions may provide better conceptions of quality instruction and learning environments, a sounder foundation from which to understand and support significant change and improvement, and an avenue of improvement by linking the research in vocational education with other efforts to understand and facilitate institutional improvement. This guidebook reveals critical elements of successful secondary-postsecondary occupational articulation efforts currently in place. It also reviews the kinds of problems encountered by these programs and provides some potential solutions. Finally, it examines some related kinds of arrangements that may help pave the way towards workable secondary-postsecondary curriculum coordination. Project staff investigated 18 programs already underway and the investigation revealed two major approaches to secondary-postsecondary occupational articulation training efforts: the time-shortened model and the advanced skills model. Time-shortened programs are the most common and take many forms. Advanced skills programs also eliminate duplication of training across the secondary-postsecondary levels, but their main purpose is to streamline occupational training for grades 11-14 in order to incorporate into the curriculum more advanced training than a traditional postsecondary occupational program would allow. The intention is to graduate students at a master technical level, mainly for industries and businesses adopting high technology.

The changing nature of work raises implications for those responsible for policy and practice in secondary education in relation to developing the secondary school curriculum to meet new skill demands. This exploratory study used three approaches to examine the relationships between academic and non-academic skills and work and identify issues for educators and policymakers. A literature review identified empirical research and issues related to academic skill needs and two data analyses viewed skills from the perspective of individuals in the workplace. The first examined academic skills in context through several case studies of sub-baccalaureate technical jobs in four industries. The emphasis was on the application of mathematics, science and technology in these occupations and illustrated how academic skill requirements are contextually bound. The second analysed existing longitudinal survey data on high school students and explored the relationships between academic skills, non-academic skills, and labour market performance. The idea that skills need to be viewed as multivariate is upheld in all three areas of research presented in this report. Show less

This document reports on a National Center for Research in Vocational Education (NCRVE) research study that was designed to investigate the educational restructuring initiatives that included vocational education as a key component, of a small group of comprehensive high schools in urban areas. Specifically, the research sought to identify how each school implemented these initiatives and how vocational education fitted into restructuring efforts. The report outlines the qualitative methodologies used and presents case study vignettes to illustrate the socio-environmental context of the schools that enabled restructuring to better meet student needs. In conclusion, a cross-site analysis highlights themes identified as key elements associated with educational restructuring initiatives. Show less

The authors conclude at the end of their study of five California comprehensive schools that vocational purposes and programs enjoy only marginal status. They explore two dimensions of school context that contribute to the peripheral nature of vocational education in comprehensive high schools. Firstly, the purposes and priorities of these comprehensive high schools tend to be ordered in ways that concentrate symbolic acclaim and material resources on academic courses or teachers; there is an institutional orientation towards the college bound. Secondly, the present configuration of staffing, course offerings and student placement results in a compressed curriculum that teachers frequently find difficult to defend in terms of preparation for work. The first three themes represent stages of development teachers experience as they implement the integration. The administrative practices and procedures theme provides examples of administrative actions that impact on the teacher efforts both positively and negatively. This report was prepared for the National Center for Research in Vocational Education and the University of California, Berkeley, and supported by the Office of Vocational and Adult Education, US Department of Education. This report documents the second of two studies on teaching and learning generic skills in high school. The initial exploratory study (Stasz et al., 1990) examined the teaching and learning of generic skills in vocational classrooms. The study reported here extends the earlier work by providing a model for designing classroom instruction in both academic and vocational classrooms where teaching generic skills is an instructional goal. The term 'generic skills' in this context means skills in problem solving, communication, teamwork and higher order reasoning, as well as occupational and academic training and education. Show less
