The purpose of this project is to draw attention to case studies on improving the participation of female students in technical and vocational education and training (TVET) programs formerly dominated by males in selected colleges and training institutions in the Visayas (Region VI) and other regions of the Philippines. The results of the study will throw light on the promotion of equal access for women to TVET programs in selected institutions. The study will elucidate various practices and approaches to gender mainstreaming, especially support systems, such as the legal framework of TVET in the Philippines, information taken from the database of the Technical Education and Skills Development Authority’s (TESDA’s) certification in Region VI, laws and legislation concerning women, and the outcomes of related research and other surveys conducted in the past. Specifically, the project desired to identify the lessons learned, which could be employed for: (a) future development and enhancement of TVET curricular programs; (b) improving infrastructure programs; (c) initiating educational reforms in TVET teacher-training and guidance programs; (d) enhancing the role of the family and the community in support of career choices; (e) revisiting the legal framework and policies affecting women’s equal access to education and labour; and (f) examining the intricacies of social and human capital build-up.

This report provides a comprehensive overview of the UNESCO-UNEVOC International Centre’s activities in [technical and vocational education and training] TVET in 2008-2009. It indicates how the Centre has helped to improve TVET in UNESCO Member States and serves as an information document for those who are interested in the work of the Centre. It particularly aims to inform individuals who do not have access to or are not familiar with the format of reports submitted within the mechanisms of UNESCO. During the biennium 2008-2009, the UNESCO-UNEVOC International Centre focused its work on three key result areas: (1) fostering innovation and best practice in TVET through active and effective UNEVOC Networks; (2) strengthening TVET in UNESCO Member States to meet the goals of the Education for All (EFA) campaign; and (3) assisting UNESCO Member States in the alignment of TVET with the tenets of sustainable development. In all three result areas, the Centre undertook a broad range of activities that covered the various world regions.

Technical and vocational education and training (TVET) is very expensive and governments are obliged to explore different sources of funding. If funding is in short supply, it is likely to create a mismatch between the training that the students receive and the needs of industry. Quality TVET is particularly expensive as it needs a relatively low trainee/trainer ratio, workshops of reputable standards, regular investment in new equipment, and the maintenance and repair of existing equipment. Without the necessary funding, it is impossible to sustain quality training, invest in new projects in order to better respond to the needs of industry and to pay competitive salaries to attract suitably qualified teaching staff. So the fundamental question is: who must pay for this?

The project Entrepreneurship Education in the Arab States is implemented jointly by the UNESCO-UNEVOC International Centre for Technical and Vocational Education and Training, Bonn and the UNESCO Regional Bureau for Education in the Arab States, Beirut. It is funded by the StratREAL Foundation, United Kingdom. Entrepreneurship education (EPE) in the Arab States includes two main components: (1) the collection and dissemination of innovative and successful experiences of EPE from different countries of the region (2009-2010); and (2) providing technical support for the development of strategic plans to facilitate the incorporation of the concept of EPE in education systems (2010-2012). The National Centre for Human Resources Development (a UNEVOC Centre in Jordan) had been commissioned for the implementation of component one. Educational experts from four countries (Egypt, Jordan, Oman and Tunisia) prepared case studies on the current situation of entrepreneurship education. Based on the four country case studies, a regional synthesis report was prepared, which highlights the national and regional contexts and expectations of EPE in the Arab region. In recent years, flexibility, adaptability and lifelong learning have become major objectives of best practice, in addition to employability. The notion of ‘best practice’ was introduced in [technical and vocational education and training] TVET institutions in Kenya in 1994 and continued to this day because there is a pool of qualified personnel to sustain the programme. Many TVET graduates become self-employed and apply the entrepreneurial skills they have acquired in technical training institutions in their businesses. The response of TVET institutions in Kenya to the continued training needs of business aligns training closer to the demands of the labour market. Kenya has a well-established system of involving enterprises in establishing the content of training, which makes it possible to train young people more effectively for the workplace.
