This paper is an initial response to the proposal for an Adult Advancement and Careers Service as outlined in 'Opportunity, employment and progression: making skills work' (indexed at TD/TNC 92.738). It outlines what are considered the key issues and some possible questions to inform the government's thinking on service design. Trials for the Adult Advancement and Careers service are planned for the next two years, with the service fully operational from 2010-11. The existing Learndirect Advice and Nextstep services will be brought together within a new organisation, which will work in close partnership with Jobcentre Plus and a range of statutory and voluntary advice services. A policy framework for the development of the new service will be available early in 2008. Show less

The Learning and Skills Council (LSC) National Office commissioned [the National Institute of Adult Continuing Education] NIACE to identify the possible impact of the new qualification, registration and [continuing professional development] CPD requirements for teachers, trainers and tutors in the learning and skills sector (referred to here as the ‘QTLS reforms’) on Third Sector (TS) providers and practitioners. TS organisations are: non-governmental; ‘value driven’ (primarily motivated by the desire to further social, environmental or cultural objectives rather than to make a profit per se); and principally reinvest their surpluses to further social, environmental or cultural objectives. The LSC also sought an indication of the possible costs of compliance for TS organisations, and how these providers might be supported most effectively. Third Sector organisations in scope included those delivering LSC-funded programmes under direct contract to the LSC and those in partnership arrangements with lead providers, such as colleges, local authorities, and TS consortia, along with some prospective TS providers. The project addressed four key areas. These were: current teacher qualification levels amongst TS organisations; the TS teacher role, its distinguishing features (if any) and how these intersect with the QTLS reforms; the likely cost implications for TS providers of implementing the QTLS reforms, both in terms of meeting the new requirements and establishing/sustaining a supporting infrastructure; and issues or barriers that could affect TS engagement with the reforms, and any examples of practice to show how these could be addressed.

The Inquiry into the Future for Lifelong Learning (IFLL) was established in September 2007 and will produce its main report in mid-2009. It is sponsored by the National Institute of Adult and Continuing Education (NIACE), with an independent Board of Commissioners under the chairmanship of Sir David Watson. The overall goal of the Inquiry is to offer an authoritative and coherent strategic framework for lifelong learning in the UK. This will involve: articulating a broad rationale for public and private investment in lifelong learning; a re-appraisal of the social and cultural value attached to it by policy-makers and the public; and developing new perspectives on policy and practice. The paper highlights the requirement for a rethinking on what constitutes computer and information literacy, and questions the appropriateness of the term 'literacy'. This in turn relates to reconceptualising 'digital exclusion'. This requires more sophisticated modelling, beyond simple correlation with socio-economic, generational and geographical determinates. This publication is the final report from the technical and vocational education and training (TVET) planning meeting held at the Imperial Impala Hotel in Bangkok. The meeting brought together key stakeholders from the Asia region to discuss major issues and concerns for the TVET sector, in order to share challenges and benefit from a collaborative approach. The meeting highlighted six key issues for TVET: (1) access; (2) teachers and other TVET staff; (3) resources; (4) industry linkages; (5) quality; and (6) policy issues. A number of recommendations are listed and possible projects are outlined. This document reports on four studies into the cooperation between technical and vocational education (TVE) institutions and the world of work. These studies were part of a series of studies on existing approaches to such cooperation initiated by UNESCO within its UNEVOC Project. The studies took place in Hungary, Romania, Sweden and the Russian Federation. They were undertaken by experts from the countries themselves on the basis of guidelines provided by Dr. R. Barry Hobart, Consultant to UNESCO. A synthesis is provided by Dr. Hobart to identify and describe the common variables that are operating with respect to education for the world of work in each of the case studies included. The report is divided into two sections. The first section contains the studies from Hungary, Romania and Sweden that examined the policies and legislation in TVE designed to enhance cooperation with the world of work. The second section reports on the study from the Russian Federation that investigated aspects of cooperation between the training institution and the individual enterprise in the implementation of such policies. The project Entrepreneurship Education in the Arab States is implemented jointly by the UNESCO-UNEVOC International Centre for Technical and Vocational Education and Training, Bonn and the UNESCO Regional Bureau for Education in the Arab States, Beirut. It is funded by the StratREAL Foundation, United Kingdom. Entrepreneurship education (EPE) in the Arab States includes two main components: (1) the collection and dissemination of innovative and successful experiences of EPE from different countries of the region (2009-2010); and (2) providing technical support for the development of strategic plans to facilitate the incorporation of the concept of EPE in education systems (2010-2012). The National Centre for Human Resources Development (a UNEVOC Centre in Jordan) had been commissioned for the implementation of component one. Educational experts from four countries (Egypt, Jordan, Oman and Tunisia) prepared case studies on the current situation of entrepreneurship education. Based on the four country case studies, a regional synthesis report was prepared, which highlights the national and regional contexts and expectations of EPE in the Arab region. This report concentrates on the needs of adults in the workforce, and in particular on the 70 per cent (in Britain) who have had no recent training or education opportunities, at work or elsewhere. NIACE argues that while the full costs of expansion of learning cannot be borne by government, it has a particular responsibility to build on employers' support in meeting the learning needs of the groups identified in this report. The report reviews current barriers to participation and evidence of what is being done now to meet the needs of the bulk of adult learners in the workforce, and makes a number of recommendations to government, employers, TECs and educational institutions.
