Unless stated otherwise, data is derived using the latest National Apprentice and Trainee Collection no.96, (June 2018 estimates), which is compiled under the Australian Vocational Education and Training Management Information Statistical Standard (AVETMISS) for Apprentice and Trainee Collection Specifications, Release 7.0, October 2015.

Due to lags in processing, the most recent figures are estimated (for training activity from September quarter 2016 to March quarter 2018). The estimation method involves weighting recently processed numbers, based on average reporting lags. As estimates are revised for up to seven quarters, figures for the last two years may differ from those published in earlier or in subsequent reports. Whereas non-estimated data reflects the actual data submitted by each jurisdiction which is also subject to change. More information including longer term trends, detailed data and explanatory notes are available. The states and territories are diverse in terms of economies, industry and VET policy and this need to be considered in any detailed analysis.

There were 272,440 apprentices and trainees in-training as at 31 March 2018, a decrease of 1.2 per cent from 31 March 2017. In the March quarter 2018, compared with the March quarter 2017: commencements increased by 1.5 per cent, to 56,015; completions decreased by 9.0 per cent, to 22,425; cancellations and withdrawals increased by 4.0 per cent, to 23,980. In the 12 months ending 31 March 2018, compared with the 12 months ending 31 March 2017: commencements decreased by 0.9 per cent, to 164,150; completions decreased by 4.6 per cent, to 92,130; cancellations and withdrawals increased by 0.4 per cent, to 92,765.

This report contains the results for Victoria from the 1998 Technical and Further Education (TAFE) Graduate Destination Survey (GDS), conducted by ACNielsen Research on behalf of the National Centre For Vocational Education Research (NCVER) and funded by the Australian National Training Authority (ANTA).

Nationally, the survey involved sending a questionnaire to all graduates (120,775) at publicly-funded TAFE institutes in Australia in 1997 who completed a Certificate, Advanced Certificate, Associate Diploma, Diploma or Advanced Diploma of at least 200 hours or one semester in duration and had an Australian address as their usual address. A total of 66,607 graduates responded, a national response rate of 55.2 per cent. Of the graduates sent a questionnaire, 24,156 were from Victoria and 13.305 responded, a response rate of 55.1 per cent.

The aim of the 1998 TAFE GDS was to measure vocational education and training (VET) graduates' employment outcomes, further study destinations and opinions of courses completed. It provides national, state and institute level data to support the National VET Strategy and information to assist in administration, planning and evaluation.

The objectives of this report are to bring together findings from the Victorian Employers’ Chamber of Commerce and Industry (VECCI) project conducted in 2003 into employer spending on training. The project was conducted to inform VECCI about the current levels of training activity in Australia, and specifically Victoria, and in the development of training and information strategies for the future. The project was conducted in three stages. The first stage was to summarise, from existing sources of information, as much as was known about the training provided by private sector employers to their employees, and to establish where there were gaps in the existing information. The second stage was a telephone survey conducted with a sample of VECCI members. It was designed to collect actual information on training provided to employees by their private sector employers. The final stage of the project was to conduct focus groups with VECCI members and a discussion group with representatives from the Victoria Department of Education and Training. Key findings include: Overall the picture is positive, many companies do invest in training and are committed to providing on-going staff training and development; results suggest that training is becoming increasingly important with training expenditure and proportion of company payroll committed to training increasing over time; The use of registered training organisations (RTOs) is common practice, though there is concern about the performance of these organisations, mainly in regards to their responsiveness; the recruitment of apprentices and trainees is a fairly common practice, not in great numbers, however, but there are indications that the number of apprentices needed in the future will increase; and most organisations see payment of training as a joint responsibility between the company and the government. There were 266,565 apprentices and trainees in-training as at 30 June 2020, a decrease of 3.9 per cent from 30 June 2019. In the June quarter 2020, compared with the June quarter 2019: commencements decreased by 35.8 per cent, to 21,115; completions decreased by 24.4 per cent, to 14,820; and cancellations and withdrawals decreased by 28.7 per cent, to 15,120. In the 12 months ending 30 June 2020, compared with the 12 months ending 30 June 2019: commencements decreased by 14.2 per cent, to 133,505; completions decreased by 5.7 per cent, to 83,965; and cancellations and withdrawals decreased by 9.4 per cent, to 77,835.

There were 259,385 apprentices and trainees in-training as at 31 December 2018, a decrease of 1.0 per cent from 31 December 2017. In the December quarter 2018, compared with the December quarter 2017: commencements decreased by 4.1 per cent, to 33,760; completions increased by 9.5 per cent, to 26,780; and cancellations and withdrawals decreased by 2.4 per cent, to 21,525. In the 12 months ending 31 December 2018, compared with the 12 months ending 31 December 2017: commencements decreased by 3.7 per cent, to 156,950; completions decreased by 5.5 per cent, to 88,865; and cancellations and withdrawals decreased by 0.3 per cent, to 89,485.

In Australia, there were 402,245 apprentices and trainees in-training as at 30 September 2022, an increase of 14.0 per cent from 30 September 2021. In the September quarter 2022, compared with the September quarter 2021: commencements decreased by 41.3 per cent, to 29,420; completions increased by 33.4 per cent, to 24,655; and cancellations and withdrawals increased by 28.1 per cent, to 32,950. In the 12 months ending 30 September 2022, compared with the 12 months ending 30 September 2021: commencements increased by 6.1 per cent, to 254,700; completions increased by 20.9 per cent, to 95,300; and cancellations and withdrawals increased by 34.3 per cent, to 127,510.

The Victorian Government Ministerial Statement, 'Knowledge and skills for the innovation economy', will reposition Victoria's vocational education and training (VET) system to support the achievement of the Victorian Government's goals and targets for education. The statement outlines the strategies for transforming the VET system from one that relates to an industrially based economy to one that helps firms to compete in the innovation economy, and communities and individuals to gain the skills they need for the future. Seven knowledge and skills projects were undertaken in the process of developing the Ministerial Statement and managed through the Office of Training and Tertiary Education (OTTE) within the Victorian Department of Education and Training (DE&T). Project two, 'Building skills to meet future needs' was undertaken by the National Centre for Vocational Education Research (NCVER) to analyse key trends in the supply of skills, the extent of current and emerging skill gaps, and strategies for raising the quality and flexibility of skill supply to meet future economic, industrial and social needs (reports of other projects are indexed from TD/VIC 70.03 to TD/VIC 70.07 and at TD/VIC 70.14). This paper examines the forces driving the need for innovation, such as the growth of the knowledge-based economy, technological advances and the opening up of international trade and investment, and evaluates how they have affected the supply of and demand for skills in the Australian context. It is concluded that, in terms of the requirements for skills in Victoria, the general trend is towards higher levels of skills in most occupations, with a marked increase in demand for generic skills that enhance the adaptability of the workforce and increase its ability to respond to change. The factors influencing this trend and reshaping the demand for skills in Victoria are technological advances, the transformation of the nature of work, demographic change, and industry and occupational restructuring.

In the 12 months ending 31 March 2021, compared with the 12 months ending 31 March 2020: commencements increased by 28.5 per cent, to 186,745; completions decreased by 16.8 per cent, to 73,780; and cancellations and withdrawals decreased by 12.4 per cent, to 73,255.
