The Australian government recognises that a strong Australian Apprenticeship system is essential to sustain a strong economy. Accordingly, an Expert Panel was appointed to provide recommendations to the government on possible ways to reform the system to ensure that it can meet Australia's skills needs into the 21st century. The panel examined apprenticeship training arrangements, including current incentives, and suggested principles and evidence to improve outcomes for both apprentices and industry. The work of the panel was underpinned by a study on related economic costs and benefits, including research undertaken by the National Centre for Vocational Education Research (NCVER). This report is the first of four prepared by NCVER for the panel and it is intended to provide a background to the other reports which focus on specific aspects of the apprenticeship and traineeship system. The report is structured around four individual papers. The first is a history of apprenticeship and traineeship in Australia. This is followed by a characterisation of apprentices and trainees - apprentices and trainees of today cover a much broader span of individuals than the common perception of an apprentice being a young man in blue overalls. While not strictly part of an apprenticeship or traineeship, prevocational training exists as a pathway into an apprenticeship or traineeship rather than for its own sake. It thus makes sense to consider them alongside the apprenticeship and traineeship system, which is what is done in the third paper. The Survey of Employer Use and Views of the Vocational Education and Training (VET) System is currently being reviewed by the National Centre for Vocational Education Research (NCVER). This discussion paper is the first step in the review. It provides a framework for feedback and identifies key issues for consideration. NCVER is seeking input from users to identify their information requirements and how the survey may be modified to better meet their needs. A feedback form has been provided for this purpose. NCVER will consolidate this feedback and report on the outcomes from the discussion paper. A public meeting will be held in mid-2011 to discuss the responses received and our recommendations for future surveys. Show less

This publication is a preliminary release of data on the number of students, full-year training equivalents, hours of delivery and subject enrolments relating to Australia’s public vocational education and training (VET) system for 2010. As these figures are preliminary, they may be subject to change as further processing of data is undertaken. Final data with more detail and a wider range of variables are expected to be released in July. Highlights include: there were 1.8 million students enrolled in the public VET system in 2010, an increase of 5.4 per cent since 2009; student numbers increased in all states and territories in 2010; the largest increases in student numbers, in percentage terms, occurred in Tasmania (14.6 per cent) and the Australian Capital Territory (10.8 per cent); in numerical terms, the greatest increases in student numbers occurred in New South Wales (33,300 additional students) and Victoria (25,700 additional students); and nationally, there was a 7.6 per cent increase for both hours of delivery and full-year training equivalents in 2010. The National Centre for Vocational Education Research (NCVER) is a not-for-profit company owned by the federal, state and territory ministers responsible for tertiary education in Australia. NCVER’s vision is to contribute to improvement in Australia’s education and training system by ensuring that policy and practice are based on sound evidence. In 2010-11, NCVER continued to focus strongly on statistics and research which informs policy and practice in Australia’s tertiary education sector, and on the dissemination of this information. Main activities included managing the national vocational education and training (VET) collections and the competitive research grants program on behalf of the Department of Education, Employment and Workplace Relations (DEEWR), undertaking research on tertiary education, developing the VOCEDplus research database, and disseminating research and statistics. NCVER also continued managing the analytical program of the Longitudinal Surveys of Australian Youth (LSAY). Show less

This annual publication provides a summary of training activity in apprenticeships and traineeships in Australia, from the period 2000 to 2010. It includes information on training rates, attrition rates, completion rates and duration of training. Highlights for 2010 include: 3.8 per cent of Australian workers were employed as an apprentice or trainee as at December 2010, compared with 3.1 per cent in 2000; within the trades, 12.1 per cent of workers were employed as an apprentice or trainee as at December 2010, compared with 9.5 per cent in 2000; overall commencements increased from 2009 to 2010 by 15.7 per cent, with trade commencements up 21.9 per cent; the completion rate for contracts of training commenced in 2005 was 46.2 per cent for trade apprentices and trainees and 52.2 per cent for non-trade apprentices and trainees; attrition rates from contracts within the first 12 months for apprentices and trainees have remained steady between 2003 and 2009, ranging from 30.5 per cent to 32.9 per cent; and 30.1 per cent of trade apprentices and trainees completing at certificate III and above in 2010 finished their training in two years or less, compared with 20.8 per cent in 2000.
