The service industries encompass the following sectors: wholesale, retail and personal services (wholesale, retail, hairdressing, beauty, floristry, community pharmacy and funeral services); tourism, travel and hospitality (travel, tourism, meetings and events, accommodation, restaurants and catering, holiday parks and resorts); and sport, fitness and recreation (sport, fitness, community recreation and outdoor recreation).

This environmental scan (Escan) notes that the service industries employ nearly one in four working Australians and are forecast to grow by another 246,000 people over the next five years. Training that keeps pace with industry trends will be play a significant role in ensuring the industry’s workforce development needs are met. This scan identifies the major trends shaping the service industries, providing an analysis of how the training systems needs to respond and what the priority training needs are. Also included is a broader analysis of workforce development needs that reveals four priority action areas for the service industries’ workforce for the future: raise awareness and further develop career pathways across the service industries; develop innovative solutions to the workforce challenges brought on by seasonal demand; build the capacity of the service industries in business and management skills; and generate evidence-based solutions to address the enduring skill shortages in key occupations in the service industries. This environmental scan highlights an increasingly diverse population which demands equally diverse approaches to participation. This will require new products and workers with new skills. People are busier, which makes it harder for them to find the time to volunteer like they used to. At the same time the requirement that sport, fitness and recreation be delivered in an ever more professional way means even volunteers need greater professional development, and some roles that used to be filled by volunteers now need professionals.

This report provides an assessment of the qualifications requirements in service industries in Australia for the period 2010 to 2015. The three most important factors determining future qualifications requirements in the workforce are occupational growth, net replacement needs and changing skills profile over and above that due to occupational restructure. A large number of jobs in service industries are short-term and do not require high levels of skill as measured by qualifications. These jobs are typically held by young people to whom they often provide their first labour market experience. In this respect the jobs are critical for the development of employability skills in young people. Thus it is important to pay particular attention to the type of training that is provided in these jobs because it will help equip young people with skills to operate effectively in the labour market later on. The training does not necessarily have to be in terms of qualifications, it could be in terms of 'skill sets'.

This environmental scan highlights the importance of the sport, fitness and recreation industry. As a people we are getting older, less active and more overweight. The industry has long been recognised for the role it has to play in preventative health. It's not just physical health the industry promotes but also mental health and societal health; participation in the industry improves social cohesion and inclusion, especially among those who can feel the most excluded.

The Retail industry is one of Australia’s largest industries employing over 1.2 million workers across 140,000 businesses which generated 4.5 per cent of gross domestic product in 2011-12. It is an industry being transformed by a range of forces - including globalisation and new forms of competition; growth of online sales and changing consumer preferences. The industry provides many workers with their first employment opportunity, often on a flexible basis, and develops a skills base important for other industries. The workforce is facing increasing pressure to develop new skills to tackle transformational challenges, which in turn is creating exciting new career opportunities and a need for stronger industry leadership. [This report] was developed in consultation with industry, unions and education stakeholders. The report puts forward recommendations to build an adaptive, skilled and innovative retail industry workforce. The study finds that to ensure a capable and committed workforce into the future, the industry must shift its recruitment profile towards a larger share of recruits who see retail as a career. A more highly skilled workforce, together with strong industry leadership, will be critical to a successful transition for the industry.
