Youth employability and green skills are at the core of UNESCO-UNEVOC's activities. This is why UNESCO-UNEVOC has been collecting 'promising practices' in technical and vocational education and training (TVET) from UNEVOC Network members. These promising practices illustrate how UNEVOC Network members from around the world are using technical and vocational skills to address two major global challenges that are affecting every country in the world, and are therefore high up on the post-2015 development agenda: making youth employable and achieving sustainable development. All UNEVOC Network members were invited to showcase how TVET is being oriented to the demands of greening the economy and addressing youth unemployment at the level of their school or institution, their region or their country. The aim of this exercise was to share knowledge of established innovative practices – 'success stories' – that have proven to be effective and that promote TVET in some profound way, either within a particular TVET sub-sector or at local, regional or national level. The submissions were reviewed in terms of their impact, innovation and potential for replication using a conceptual framework specifically developed for identifying and analysing promising practices. Some of the most promising, interesting and inspiring practices on each of the two themes – green skills and youth employment – are published in this booklet.

The purpose of this project is to draw attention to case studies on improving the participation of female students in technical and vocational education and training (TVET) programs formerly dominated by males in selected colleges and training institutions in the Visayas (Region VI) and other regions of the Philippines. The results of the study will throw light on the promotion of equal access for women to TVET programs in selected institutions. The study will elucidate various practices and approaches to gender mainstreaming, especially support systems, such as the legal framework of TVET in the Philippines, information taken from the database of the Technical Education and Skills Development Authority’s (TESDA’s) certification in Region VI, laws and legislation concerning women, and the outcomes of related research and other surveys conducted in the past. Specifically, the project desired to identify the lessons learned, which could be employed for: (a) future development and enhancement of TVET curricular programs; (b) improving infrastructure programs; (c) initiating educational reforms in TVET teacher-training and guidance programs; (d) enhancing the role of the family and the community in support of career choices; (e) revisiting the legal framework and policies affecting women’s equal access to education and labour; and (f) examining the intricacies of social and human capital build-up.

The seminar on Technical and Vocational Education and Training ‘From School to Work: Contemporary Regional Experiences’ was convened by the National Institute for Educational Policy Research (NIER) of Japan from 23-30 January 2007 in Tokyo. This seminar was co-organised with the UNESCO-UNEVOC International Centre for Technical and Vocational Education and Training (UNESCO-UNEVOC), involving members of the Centre’s international network of [technical and vocational education and training] TVET institutions - the so-called UNEVOC Network. The meeting focussed primarily on TVET as a means [for] preparing school leavers for the world of work and on policies and strategies supporting young people through the actual transition process. In line with mandates of NIER and UNESCO-UNEVOC to provide platforms for an international exchange of information and good practice, the seminar served to increase the understanding of contemporary regional experiences of transition to work issues in the Asia-Pacific region. It was attended by 13 representatives of UNEVOC Network member institutions (UNEVOC Centres) from the Asia-Pacific region: Bangladesh, Cambodia, The People’s Republic of China, Indonesia, Japan, Lao PDR, Malaysia, Mongolia, Nepal, Republic of Korea, Sri Lanka, Thailand and Vietnam. In addition, NIER had invited two resource persons to give presentations on key issues related to school-to-work in Australia and in the Pacific Island States. Several country case studies on school-to-work transition were presented, different approaches and strategies were discussed, and common concerns and issues related to school-to-work transition were identified during the seminar. Based on these key issues and as an outcome of intensive group work, the participants formulated a set of recommendations for a regional strategy on the improvement of TVET.

This paper is part of a UNESCO-UNEVOC series that provides in-depth information on issues of specific importance in the technical and vocational education and training (TVET) systems of selected countries and regions. The purpose of this study was to investigate the factors that influenced the attractiveness of a TVET institution in Kenya. A number of TVET institutions were reviewed, out of which one was selected for the study on the basis of, among other reasons, accessibility. The instruments used to collect data were mainly questionnaires, interviews and observation schedules. Data collected were analysed both quantitatively and qualitatively.

Technology has altered many aspects of life, including education and training. As a result of technological developments, technical and vocational education and training (TVET) has become more accessible to students, and the quality of education and training has improved too. Teachers and trainers can use digital tools to manage their tasks effectively and engage learners in digitally-rich environments. Learners can also use technology to learn new skills and to collaborate and interact with teachers and trainers. The [Coronavirus Disease 2019] COVID-19 pandemic has however underlined the current difficulties in effectively integrating technologies in the delivery of education and training. This practical guide helps TVET institutions to understand the organizational plans needed to build up their capacity to stimulate digital learning. It also guides teachers that want to develop their competencies, improve their pedagogical strategies with use of technology, and learn from existing practice.

To help college students keep learning with classes suspended during the [Coronavirus Disease 2019] COVID-19 outbreak, the Chinese government recommended the implementation of web-based teaching and learning. This report aims to study the situation of web-based teaching and learning in [technical and vocational education and training] TVET institutions in China under COVID-19, and to find out the solutions, such as programs, platforms, methodology, evaluation and experiences, which can be shared with the international TVET community. Shenzhen Polytechnic (SZPT), one of the leading higher TVET institutions in China, was chosen as a case to explore how SZPT prepared, organized, operated and evaluated its web-based teaching and learning under COVID-19. In addition, the solutions, practices and experiences are analyzed from the case of SZPT.

What role can education play in the reconstruction process as communities recover and rebuild? How, specifically, can skills training, vocational education and technical learning contribute to this process? What role can [technical and vocational education and training] TVET play in building civic participation as well as building economic livelihoods? [These] are the key questions explored in the most recent issue published in the UNEVOC Discussion Papers Series. This discussion paper is the outcome of the first phase of a research project commissioned by UNESCO-UNEVOC, in partnership with the University of Oxford. The paper conceptualizes a holistic approach to TVET programming and planning in selected post-conflict countries in sub-Saharan Africa. It provides a review of relevant literature and elaborates the principal theoretical and practical issues shaping the current delivery of TVET in post-conflict countries. The second half of the paper introduces literature-based case studies of education and training arrangements in Liberia, Uganda and southern Sudan.
