This report contains, for Denmark, a survey of the main barriers to employment for young people, an assessment of the adequacy and effectiveness of existing measures to improve the transition from school-to-work, and a set of policy recommendations for further action by the public authorities and social partners. The report is based on the proceedings of a seminar and is published in English only. However, a French translation of the summary and main recommendations has been included in this volume.

This joint OECD-ILO report provides a comparative analysis of case studies focusing on improving skills use in the workplace across eight countries. The examples provide insights into the practical ways in which employers interact with government services and policies at the local level. They highlight the need to build policy coherence across employment, skills, economic development and innovation policies, and underline the importance of ensuring that skills utilisation is built into policy development thinking and implementation.
Skills utilisation concerns the extent to which skills are effectively applied in the workplace to maximise workplace and individual performance. It involves a mix of policies including work organisation, job design, technology adaptation, innovation, employee-employer relations, human resource development practices and business-product market strategies. It is often at the local level that the interface of these factors can best be addressed.

This report presents a secondary analysis and an enlarged interpretation of the results on teachers' professional development from the OECD's Teaching and Learning International Survey (TALIS). TALIS is the first international survey to focus on the working conditions of teachers and the learning environment in schools. Its aim is to help countries to review and develop policies that foster the conditions for effective schooling. The chapters are: European political context; Conceptualizing teacher professional development as a means to enhancing educational effectiveness; State of affairs with respect to teacher professional development in Europe; results from earlier studies; Professional development of teachers: a snapshot from TALIS of lower secondary education; Explaining teachers' perceived impact of professional development; Teachers professional development in countries which did not take part in TALIS; Executive summary and main conclusions.

With the rising economic importance of human resources and skills, employment and training agencies are now often expected to play a more important role in local strategies to support new job creation, facilitate restructuring and increase productivity. This report on Turkey is part of a series that aims to examine the contribution of local labour market policy to boosting quality employment and enhancing productivity. The report takes a case study approach, analysing the management and implementation of policies in the provinces of Kocaeli and Trabzon. It provides a comparative framework to understand the role of the local labour market policy in matching people to jobs, engaging employers in skills development activities, as well as fostering new growth and economic development opportunities. It includes practical policy examples of actions taken in Turkey to help workers find better quality jobs, while also stimulating productivity and inclusion.

The report discusses the details of these policy measures across Nordic countries and draws out the main lessons learned from their response to the crisis. Finally, the report provides a set of key recommendations in each policy area to enable Nordic countries to build more inclusive and resilient labour markets in the post-pandemic period.

With the rising economic importance of human resources and skills, employment and training agencies are now often expected to play a more important role in local strategies to support new job creation, facilitate restructuring and increase productivity. This report is part of a series that aims to examine the contribution of local labour market policy to boosting quality employment and enhancing productivity. Skills represent a key driver of development and growth in the Philippines. Educational attainment of the Filipino population has steadily increased in recent decades, but while the country is regionally successful within Southeast Asia, it has yet to reach the standards of more developed countries.
This report looks at the implementation of employment and skills development programmes in a sample of cities in the Philippines: Taguig City, Cebu City, and Davao City. Local governments in the Philippines have an active role in the management of employment and skills programmes through Public Employment Service Offices (PESOs). These offices are responsible for the implementation of a number of nationally regulated policies and programmes. All three cities are making a number of investments to better link people to jobs, develop a skilled workforce and attract new investment.

OECD’s Teaching and Learning International Survey (TALIS) provides the first internationally comparative perspective on the conditions of teaching and learning, based on data from over 70,000 teachers and school principals who represent lower secondary teachers in the 23 participating countries. TALIS examines important aspects of professional development; teacher beliefs, attitudes and practices; teacher appraisal and feedback; and school leadership. TALIS looks at these factors through the eyes of teachers and school principals. This innovative approach was chosen in order to examine how the intended school and teacher policies of education systems are actually perceived and implemented in schools and classrooms, recognising that the best intentions will only yield results if effectively and consistently implemented in the frontline. The objective aim is to identify barriers to effective instruction. This report focuses on teachers appraisal and feedback, their professional development, the teaching practices and beliefs and school leadership. The report presents quantitative information for policymakers. Countries participating include: Australia, Austria, Belgium (Flemish Community), Brazil, Bulgaria, Denmark, Estonia, Hungary, Iceland, Ireland, Italy, Korea, Lithuania, Malaysia, Malta, Mexico, Norway, Poland, Portugal, Slovak Republic, Slovenia, Spain and Turkey.
