This research informs the Learning and Skills Council's understanding of large national employers' attitudes and practices in terms of recruitment and training. Specifically, the research explores: whether employers prefer to recruit 'ready-made' staff externally or to train 'in-house', and whom they believe has the main responsibility for providing a skilled workforce; recruitment practices, and especially the relative roles of qualifications and skills in the sifting process; the role of head or national offices in developing training plans and how far these are developed nationally or devolved to local sites; the training 'ethos' of companies, including what levels of employee typically receive training and whether the company's views on particular skills are filtered through to its suppliers; the different methods companies use to retain staff and what role training plays in this; and the perceived benefits of training.

This report provides evidence gathered from a large-scale survey-based evaluation of the impact of publicly funded information, advice and guidance (IAG) services on adults over the age of 20 with qualifications of no more than level two or equivalent. The research aims to track individuals over time to identify changes to the baseline position of service users in relation to their work and learning situation and to highlight the extent to which the provision of IAG services have influenced these changes. The results have therefore been compared for different groups of service users, that is, those receiving just information and those receiving more in-depth advice and/or guidance. The main research aims for this current and potentially baseline phase are to: precisely define the population to which the results apply and will apply; to identify any changes to work, learning, confidence and opportunity awareness outcomes at this intermediate stage; and to decide if any observed changes can be attributed to the IAG intervention itself. The majority of the report is concerned with describing the similarities and differences between the two groups of interest: those receiving information only and those receiving advice and/or guidance. This paper looks at some aspects of the potential role of self-employment in transitional labour markets (TLM), building on previous work by the author (Meager and Bates, 2002) [see chapter in report indexed at TD/TNC 81.51]. The question we are concerned with is whether self-employment transitions operate as positive or negative contributions to labour market dynamics. Do they, on the positive side, help to keep people attached to the labour market who might otherwise fall out; or offer entry routes to people who might otherwise not get into the labour market; or improve the career trajectories of people who might otherwise end up in social exclusion or low wage traps? Or, on the negative side, are they associated with worse outcomes than other kinds of transitions, or with low wages, social exclusion etc? This paper reviews and adds to the evidence on these for the case of the UK.

[This report contains] findings from a study that explores the attitudes and intentions towards higher education (HE) amongst working adults in England. It focuses on adults, a group that is often overlooked in participation research, on those who could potentially enter HE rather than those already in the system, and on HE rather than learning in general. The research shows who would consider going to university, for what reasons and in what circumstances, what barriers would need to be tackled to raise interest in HE and then to move interest on to real action, and what HE for working adults might look like.

The Partners Outreach for Ethnic Minorities (POEM) programme began in February 2007 and ran for two years. It supported people of working age who were not in contact with Jobcentre Plus services, who were neither working nor claiming benefits. POEM was primarily targeted at the Bangladeshi, Pakistani and Somali communities, but was open to all ethnic minority groups, and focused on outreach as the most effective way of engaging clients. The ultimate aim of POEM was to help clients into work, however, it was recognised that some of the target clients would be a considerable distance from the labour market on entering POEM, and that some may not have entered employment by the end of the programme. The programme operated in Birmingham, Bradford and Leeds, Leicester, London and Manchester, and support was provided through 10 provider contracts, six of which were in London. The evaluation of POEM was conducted over two years and included three rounds of case study work with providers, 101 face-to-face interviews with clients and analysis of POEM Management Information (MI). This report presents the findings of the evaluation, including the ways in which providers engaged with clients and recruited them onto POEM, how providers worked with clients on the programme, and how clients were helped to move towards or into work. The report also presents the hard and soft outcomes of POEM and considers the impact of POEM on clients, providers and the wider community. Finally, the evaluation conclusions and implications for future ethnic minority outreach programmes are outlined.

Responsive interaction between further education (FE) colleges and employers, learners and the wider community, is manifest in enhanced student learning and the ongoing provision of the skilled workforce required by employers. Successful interaction is vital if FE colleges are to play a key role in the economic and social development of the United Kingdom (UK). This document reports on the outcomes of a study to explore the level and nature of interaction between FE colleges and employers, and factors affecting the success of partnerships. The research builds on an earlier project which summarised good practice in the development and management of college-employer interaction. The present study sought to further develop the classification of interactions and criteria for their evaluation, to identify college and employer policies that facilitate effective relationships and factors that hinder success, and to propose strategies to increase interaction and minimise barriers. This report outlines the methodology and the classification of college-employer interaction, describes the changing context of such interactions, details interactions in practice, and concludes with a summary of the main findings and recommendations for improving the responsiveness of interactions. An appendix contains detailed case studies and evidence in support of the report. Show less

The program of research explored the changing nature of skill requirements within occupations, training and recruitment, and other issues relevant to each occupation. This report outlines the findings of the study of process operative occupations, specifically within the two processing industries of chemicals, and food and drink. Process operatives are involved in the running of processing equipment, either manually or through the use of computerised process controls. The report outlines the aims, objectives and methodology of the study and provides a discussion of the role and structure of process operative occupations and the pressures for change, the skills that managers say are required for these occupations and how these skills are changing, indicators and measures of skill, recruitment sources and criteria, training and development issues, and the issues and implications arising from the research. This report offers a definition of the concept of employability and builds upon it a framework for action by employers. The research explored the involvement and motivation of employers in developing the employability of their staff, the strategies adopted, their practical application, and the extent of their impact. The report contains sections covering the research objectives and methodology, the definition of employability, employer strategies and a framework describing their common features, the factors motivating employers to enhance staff employability and their impact on policy and practice, and a model for putting employability policy into practice.
