York Consulting were commissioned by the Department for Education and Skills (DfES) to evaluate the impact of the Learning Partnerships established across the United Kingdom (UK) in early 1999. The partnerships were designed to promote a new culture of provider collaboration across the educational sectors (schools, further education, work-based learning, and adult and community learning) and to rationalise the range of existing local partnerships arrangements covering post-16 learning. This interim report provides an analysis of interim progress and early impact of Learning Partnerships as at May 2001. The report is based on a review of management information, Learning Plan Executive Summaries, national case studies and regional evaluations. The final evaluation report which will be published early in 2003. The first part of the report outlines the key findings and issues from national data and the national Learning Partnerships database developed by the research team and based on Learning Plan Executive Summaries. The second part analyses the key findings from the 20 national case studies and regional evaluation reports and the final section draws together the research findings to present conclusions and key recommendations. The findings demonstrate that although progress and impact in relation to partnership is being achieved, Learning Partnerships continue to face a number of potential constraints.

The UK government has introduced a number of initiatives designed to improve the availability, quality and accessibility of services for young children within its National Childcare Strategy. The childcare workforce is a key ingredient in the success of this goal and must be supported by the recruitment and retention of sufficient, appropriately trained workers. This report covers three studies of the childcare workforce in training and at work in the UK: a national survey of childcare students in further education colleges; a national survey of day nursery workers; and a focus group study of childcare workers and playworkers in training. The main aim of the studies was to investigate issues of entry, retention and loss in the childcare workforce. In particular, the research sought to describe the characteristics of those individuals who train and work in the childcare field, to identify their views and experiences of training and employment in childcare, and to examine how workers combined their commitment to childcare employment and other commitments in their lives. The report provides policy background, a broad description of the childcare workforce, an overview of findings organised in relation to the three key issues of entry, retention and loss, and some conclusions about the future of the childcare workforce along with a detailed account of each study. Two key themes emerge from the research: (1) the high level of value placed on childcare as an occupation and as a service by workers and students in the field; and (2) combining childcare work with parenting and the associated possibilities and difficulties.

The Modern Apprenticeship Advisory Committee was appointed by the Secretary of State for Education and Employment in March 2001 to provide advice to the Secretary and the Learning and Skills Council on a three year action plan for the development, promotion and delivery of Modern Apprenticeships in the United Kingdom (UK). The initial sections of the report provide a rationale for the development of an apprenticeship system, and an outline of the current situation after recent reforms. Recommendations are made in relation to the essential aspects of a national framework for apprenticeships, development in the content and certification of apprenticeships, the delivery of apprenticeships, and pre-employment and 'other training'. The report also provides projections of targets for the eventual place of apprenticeships within the education and training system, suggests basic entitlements to apprenticeship places, and looks at aspects of the task of promoting apprenticeships. The report concludes with a suggested timetable for the implementation of the action plan and a summary of recommendations. Annexes contain the terms of reference and committee membership, representations from various organisations, market research outcomes, participation statistics for apprenticeships by sector and gender, and the timetable for implementation. This report summarises the findings of a literature review (ranging from academic studies to unpublished accounts of local practice) on adult and community learning (ACL) based on a study undertaken between December 2000 and March 2001. Its aim is to inform policy and provide the Learning and Skills Council (LSC) and the Department for Education and Skills (DfES) with information on what works in ACL. Some key findings are: (1) excellence in ACL involves an approach that engages creatively with groups and individuals and meets them on their own terms and their own territory, involves the voluntary and community sectors in staff development, focuses on improving the retention of learners on the early stages of the learning experience, and helps individuals progress using accreditation where it motivates rather than deters the learner; (2) local authorities are the main players, but ACL takes place in a variety of settings; (3) the learning often has a significant impact on the skills and employability of individuals; (4) there are numerous social benefits; and (5) ACL is particularly suitable for outreach to disadvantaged people. This report provides the results of an econometric analysis of the Skills Task Force (STF) Employers Skill Survey undertaken in 1999 (ESS 1999) in the United Kingdom (UK). It forms part of a broader investigation into the extent, causes, and implications of skill deficiencies, supported by the Department for Education and Skills (DfES). The ESS 1999 is the largest investigation into England's skill needs to date and was undertaken in 1999 to provide information for the Skills Task Force (STF). This report investigates the causes and consequences of skill deficiencies and focuses on why they arise and what the implications are for economic performance. Two types of observed skill deficiencies are examined: external skill-related recruitment difficulties; and internal skill gaps amongst existing employees. The report also investigates unobserved, 'latent' skill gaps or those skill deficiencies not recognised by employers but which restrict the organisation's potential for economic success. The analysis is based on ESS 1999 and builds on the earlier 'Employer Skills Survey statistical report' which is indexed at TD/TNC 65.232. The focus of the analysis is on the smaller sub-set of around 4000 establishments within the total survey, where participants were involved in face-to-face interviews.

The focus of this report, based on case studies of 14 Training and Enterprise Councils (TECs) and interviews with employers, is the support provided by TECS to organisations participating in the Investors in People (IiP) process. The aim of the study was, as part of the transition of IiP to the Learning and Skill Council (LSC) and Department of Trade and Industry (DTI) Small Business Service (SBS), to analyse the range of costs associated with obtaining IiP recognitions and related development activities that support this process. The structure of this report is as follows: the first section provides the background of the study, its aims and the methodology; section two gives an overview of the cost data, unit cost calculations and deadweight and displacement estimates; section three describes the generic model used for recording the cost information and the basis on which unit cost calculations have been made; the fourth section provides an overview of the range of IiP support models developed by case study TECs; section five reports on the employer consultations and assesses deadweight and displacement; section six reports on the key drivers that impact on unit costs; and the final section sets out the conclusions and issues for consideration from the analysis of unit costs, delivery models and performance. This report examines the impact of a series of development projects funded by the European Social Fund-sponsored ADAPT initiative on the development of the University for Industry (Ufi) concept in the UK. Ufi was established to stimulate demand for lifelong learning and to improve access to higher quality and innovative learning opportunities, particularly through the use of information and communication technologies (ICTs). The report presents the main findings of final case studies of 10 successful projects, selected to present a variety of different kinds of project funded under this initiative. It tracks the development of the projects and examines their policy contribution in terms of project outcomes, factors affecting their achievements, implications for Ufi/learndirect and the processes in place to disseminate lessons learned.

This report provides an update of earlier projections published in July 2000 and commissioned for the National Skills Task Force. Economic models developed at the Institute for Employment Research are used to project the numbers of people employed in sectors and occupations across the United Kingdom (UK), the demand for levels of qualifications in the workforce, and the supply of, and demand for, highly qualified people in the workforce. The report presents detailed projections for 2005 and 2010 based on 1999 data. The report is published in two volumes. Volume one presents the results for the whole of the UK and volume two presents the results for the Regional Development Agency (RDA) regions of England, Wales, Scotland, and Northern Ireland. The key features of the projections are that: between 1999 and 2010 there are expected to be over two million additional jobs; around two-thirds of these jobs are expected to be taken by women; the working age population and the labour force are expected to undergo significant growth; the level of unemployment is expected to remain stable at relatively low levels but for most people, unemployment will be transitory.

This document provides a report on a longitudinal study of young people with special educational needs (SEN). The study is part of an investigation into the post-16 routes and experiences of young people undertaken by the Centre for Formative Assessment Studies (CFAS) of the School of Education, University of Manchester on behalf of the Department for Education and Employment (now known as the Department for Education and Skills). Overall, the investigation aims to: (1) provide a comprehensive overview of the experiences, achievements and attitudes of young people with SEN during transition from secondary education to early adult life; and (2) identify strengths and weaknesses in this transition process and highlight barriers to further education, higher education, training, employment and independent living. Specifically, this study collected baseline data about the aspirations and needs of the young people and analysed the existing quality of transition arrangements, i.e. the type and level of Key Stage 4 transition support received from schools, Local Education Authorities (LEAs), community services and other support agencies, and equality of opportunity through school provision. Changes in attitudes, circumstances and provision throughout the transition period were monitored. Show less

A two part research project investigating the administration of 17 funds for communities was carried out with the aims of: reporting on the range of methods that exist for allocating government funding to communities; assessing the impact of the different methods of allocation in terms of who they reach and what they support; assessing the delivery of the Community Champions and the Community Development Learning Fund (CDLF) initiatives and their supporting activities; assessing the outcomes of Community Champions and CDLF funding; making recommendations for improving the operation of Community Champions and CDLF; and developing relevant outcomes for linking community activity to education, training and employment activities. This report contains the findings from the first part of the project. It covers the range of methods used for allocating government funding to communities and provides an assessment of the different allocation methods in terms of who they reach and what they support.
