This qualitative study uses in-depth case studies within six occupational sectors to explore the outcomes of Modern Apprenticeships (MAs) and National Traineeships (NTs). The occupational sectors were construction, motor vehicle service and repair, information technology, business administration, retail and hospitality. The study aims to provide an understanding of the utilisation and enhancement of skills developed on MA and NT programs. It aims to give a clearer view of further training, career development and the progression into further or higher education undertaken by the young people participating in these programs. Show less

Issues associated with national and local work are explored. The case studies suggested that attempts to integrate local and national policies did face some difficulties. The benefits, impacts and problems are discussed. The final section looks at the implications this raises for national policy development. Show less

The aim of this project was to demonstrate that through the use of carefully defined, carefully planned and well managed teaching and learning styles it would be possible to: (1) improve students' examination results; (2) positively aid the development of specified student skills and competencies; (3) clarify and improve progression to further education, training and work; and, (4) better prepare students for adult life, including the world of work. Following the background and methodology is a chapter that focuses on the interviews that were carried out at the six project schools. It describes how individual schools managed the project, which initiatives were the particular focus of which schools and the schools' views on the benefits of being involved in the project. This is followed by an examination of the part played by the schools in providing students with opportunities for learning, and how these opportunities are linked to specific student outcomes. Comparisons are made between project and control schools and, when appropriate, between matched pairs of schools. The report concludes by assessing the impact of the project on learning opportunities and student outcomes. The conclusions include the schools' ability to establish a baseline of practice, general trends in creating learning opportunities, the effectiveness of individual schools, successes in meeting the objectives of the project and additional benefits to schools and students. The Task Force provided evidence on the nature, extent and pattern of skill needs and shortages in the UK and possible directions for their future development. This evidence was summarised in 'Skills for all: research report from the National Skills Task Force', published in June 2000 (indexed at TD/TNC 62.657). A series of pre-vocational pilots (PVPs) were introduced in the United Kingdom (UK) by the Department for Education and Employment (DfEE) in April 1996. The pilots tested a number of models of pre-vocational training in order to identify whether there are training methods which can help prepare unemployed people, who have learning needs not being effectively met through mainstream training, to take up vocational training or to gain employment. This document is a summary of a report on the findings from a case study evaluation of nine PVPs. A key aim of the report is to identify examples of good practice and factors which are associated with success in order to facilitate the delivery of effective pre-vocational training. The case studies: (a) assessed the appropriateness of the provision of training to participants; (b) described the operation of the pilots in practice; (c) provided early feedback on the outcomes and achievements of participants; and (d) assessed the relative effectiveness of different approaches and models. Factors contributing to the success of the pilots are: the demand for this type of supported program; the provision of ongoing assessment, vocational training and work experience, advice and guidance, and personal support; flexibility within the model to respond to individual client needs; and the support of effective partnerships and networking between all organisations involved. This report sets out the findings of a study on the form and nature of the work-based training provided for young people in employment. The main aim was to contribute to the understanding of the sorts of activities that constitute work-based training for young people in employment. The study was undertaken in two parts. The first was a literature review and the second was a fieldwork stage, revolving around a series of employer-based case studies. The report is divided into three sections. One chapter looks at where the young people are employed and establishes the link between recruitment and training, which underpins the employers' recruitment strategies. The next chapter examines the approaches to training young people that were adopted by the case study employers, the form and nature of the training they provided and their practices for recording and accrediting training. The skills that young people develop as a result of their learning experiences and the reason why employers provide the training that they do are also covered. The key findings are summarised with the conclusion that the training that is provided for young people tends to reflect the employer's overall resourcing strategy. Show less

The British Government's Green Paper 'The learning age' (indexed at TD/IRD 88.177) emphasises both the economic and social benefits of increasing participation in learning and outlines a vision of how this goal can be achieved. Increasing employers', especially small and medium sized enterprises' (SMEs) participation in learning has been identified as a major challenge. In 1999, the Department of Education and Employment (DfEE) commissioned Segal Quince Wicksteed (SQW) to undertake research to assess employers' use and awareness of various approaches to learning and to examine the different methods of learning that enterprises are implementing, with the focus being on information learning technology (ILT). In its introductory chapter, the report outlines the background and methodology of the research. The remaining chapters are: Training systems and resources; Training activity; ILT based training; Views of provision and methods; Future use of ILT; SME extended survey; UfI sectors; Conclusion and recommendation. The aim of this study was to provide a detailed assessment of the economic costs and benefits to employers of training to National Vocational Qualification (NVQ) level 2, or an equivalent standard, for young people aged 16 to 24 in selected occupations. Forty case studies from selected occupations in five industrial sectors were chosen. Four areas have been assessed. They are: (1) the total gross and net costs of training for the full training period; (2) the contribution of Youth Training (YT) to the costs of training; (3) the effect of YT funding on the volumes of young people being trained by employers; and (4) the structure of training offered by employers. Chapters one to three of this report provide detailed information about the methods and definitions employed in the study, measuring the costs and benefits of training and assessing the employers' net costs of training. Details of the costs and benefits from the electronics sector, the construction sector, the food retail sector, the hotel and catering sector and the financial services sector are provided in chapters 4 to 8. It aimed: (1) to bring together and simplify access to Department of Education and Employment (DfEE) and Department of Trade and Industry (DTI) funding streams for employer support; and (2) to facilitate increased flexibility in service design and delivery to meet local needs. This report presents the outcomes of a comprehensive review of the national policy context and the local practice within twelve case study areas. The review aimed to evaluate the Training and Enterprise Councils (TECs) early uses of the DfEE element of LCB funding and its outcomes, effectiveness and value for money in meeting DfEE's objectives.
