As part of its function of managing knowledge and sharing information in technical and vocational education and training (TVET), the UNESCO-UNEVOC International Centre is currently in the process of preparing a series of annotated bibliographies. These bibliographies will help researchers, policy makers, and practitioners working in TVET to keep up-to-date with the latest developments in the field, including current innovations and best practices. The bibliographies cover literature published within the last six years. What role can education play in the reconstruction process as communities recover and rebuild? How, specifically, can skills training, vocational education and technical learning contribute to this process? What role can [technical and vocational education and training] TVET play in building civic participation as well as building economic livelihoods? [These] are the key questions explored in the most recent issue published in the UNEVOC Discussion Papers Series. This discussion paper is the outcome of the first phase of a research project commissioned by UNESCO-UNEVOC, in partnership with the University of Oxford. The paper conceptualizes a holistic approach to TVET programming and planning in selected post-conflict countries in sub-Saharan Africa. It provides a review of relevant literature and elaborates the principal theoretical and practical issues shaping the current delivery of TVET in post-conflict countries. The second half of the paper introduces literature-based case studies of education and training arrangements in Liberia, Uganda and southern Sudan.

The UNESCO-UNEVOC Global Forum 'Skills for Work and Life Post-2015' engaged over 200 stakeholders from 71 UNESCO Member States, including 80 participants from 62 UNEVOC Centres from across the UNEVOC Network in identifying concrete and coherent directions and interventions in the areas of youth employability, skills development and greening skills through [technical and vocational education and training] TVET. The forum aimed to: contribute to and inform the global debate on the vital topics of youth, skills and greening TVET in the context of the post-2015 development agenda; engage multiple stakeholders in identifying concrete and coherent global directions, policy measures and programmatic interventions in the areas of youth employability, skills development, and greening skills and competencies through TVET; share cross-regional, multi-stakeholder, multi-level perspectives and draw on an analysis of the results to map a global TVET outlook beyond 2015; and elaborate concrete future interventions through Network and partnership platforms, in particular the UNEVOC Network.

[This] document outlines the strategic plan of the UNESCO-UNEVOC International Centre for Technical and Vocational Education and Training (TVET) for the period from 2018 to 2020. The strategy supports the overarching vision of UNESCO for TVET contained in the UNESCO Strategy for TVET (2016-2021). It sets out the strategic direction that assists UNESCO-UNEVOC to meet UNESCO's targets for TVET development in the Member States. The document is aligned with UNESCO's Medium-Term Strategy (MTS) 2014-2021 and UNESCO's Programme 39/C5 that articulates how UNESCO will deliver on its mandate in the final period of implementation of UNESCO's MTS. The strategy takes into account recent developments including the adoption of global frameworks and calls to action to fulfil the Education 2030 Framework for Action and to ensure a better response from education and training to combating climate change and ensuring adaptation to its impacts.

The purpose of this project is to draw attention to case studies on improving the participation of female students in technical and vocational education and training (TVET) programs formerly dominated by males in selected colleges and training institutions in the Visayas (Region VI) and other regions of the Philippines. The results of the study will throw light on the promotion of equal access for women to TVET programs in selected institutions. The study will elucidate various practices and approaches to gender mainstreaming, especially support systems, such as the legal framework of TVET in the Philippines, information taken from the database of the Technical Education and Skills Development Authority’s (TESDA’s) certification in Region VI, laws and legislation concerning women, and the outcomes of related research and other surveys conducted in the past. Specifically, the project desired to identify the lessons learned, which could be employed for: (a) future development and enhancement of TVET curricular programs; (b) improving infrastructure programs; (c) initiating educational reforms in TVET teacher-training and guidance programs; (d) enhancing the role of the family and the community in support of career choices; (e) revisiting the legal framework and policies affecting women’s equal access to education and labour; and (f) examining the intricacies of social and human capital build-up.
