In August 1992 the United Nations Educational, Scientific and Cultural Organisation (UNESCO) launched the International Project on Technical and Vocational Education (UNEVOC), an international project aimed at developing and improving technical and vocational education. This document reports on a workshop which was part of the UNEVOC workplan for 1993. The aims of the workshop were: to review and analyse the existing practices in the design, implementation and evaluation of curriculum particularly in the development of competency based curriculum; and to identify some common trends and successful practices based on the experiences of the workshop participants. The Department of Vocational Education and Training of the Ministry of Education of Botswana, and UNESCO’s International Centre for Technical and Vocational Education and Training in Bonn, jointly initiated a project to promote the implementation of recommendations from UNESCO’s Second International Congress on Technical and Vocational Education. The initiative, entitled ‘Learning for life, work and the future: stimulating reform in southern Africa through subregional cooperation’ was launched at a workshop held in Gaborone, Botswana, in December 2000.

This document is the final report of the workshop. It describes the background to the initiative, the structure and purpose of the workshop and the challenges and issues addressed. The main objective of the workshop was to stimulate regional cooperation in the reform of technical and vocational education and training (TVET) and to identify, prioritise and initiate subregional projects with emphasis on the following key issues: access to TVET; raising the quality of TVET; staff training and professional development; recognition and accreditation of qualifications within the TVET system; unemployment; training for the informal sector; the role of information and communications technologies in TVET; and the impact of HIV/AIDS within the TVET system. Papers presented by participants addressing these issues are included in the report.

This edition of the UNEVOC Forum provides a snapshot into countries emerging from conflict, examining some of the challenges faced, and vocational training issues to be addressed, when seeking to reintegrate ex-combatants into civilian life. Prolonged conflict damages not only educational structures but also educational relationships and economic livelihoods. Short-term actions by the international community after conflict or disaster often focus on rebuilding educational structures. This Forum provides an update on efforts to rebuild livelihoods and lives through effective educational relationships and reflects on how more learner-focussed processes could lead to improved outcomes.

This publication collects the Final Report of the UNEVOC International Expert Meeting on the Promotion of the Equal Access of Girls and Women to Technical and Vocational Education which was held in Seoul in July 1995, and the country discussion papers submitted by the participants of that event. This work reviews and summarises the factors which determine the orientation of girls and women towards technical and vocational education, and current measures and future strategies of the fourteen participating countries to promote equal access. In October 2004, five years after the Second International Conference on Technical and Vocational Education (TVET), UNESCO, in partnership with the German Federal Ministry of Education and Research (BMBF), hosted a meeting entitled ‘Learning for work, citizenship and sustainability’. The focus of the meeting was on assessing the extent to which, and ways in which, the recommendations on TVET from the 1999 conference were being implemented by UNESCO Member States, particularly with reference to the following three key themes: Learning for skills development; The transition to the world of work; and TVET for sustainable development.
