This chapter provides an outline of recent developments in health care, policy and practice in the United Kingdom (UK) and their implications for nursing. Definitions of competence and performance are discussed with the author arguing that both competence and performance comprise knowledge, skills and attitudes, but while competence focuses on what one knows and does under ideal circumstances, performance refers to actual situated practice. Assessment of nursing practice is then discussed and the chapter concludes with implications for education, practice and policy.

The Tourism, Travel and Hospitality industry, including Events and Exhibitions and Accommodation (such as hotels, holidays parks and resorts) is one of the key contributors and drivers of economic growth in Australia. It is estimated that collectively the workforce size is over one million workers with role types including kitchenhands, chefs, tourism and travel advisors, conference and event organisers, and hotel managers. The vocational education and training (VET) sector is the primary supplier of workers to these sectors and therefore the Training Package plays a critical role in supporting the achievement of employment and growth forecasts. The sectors supported by the Tourism, Travel and Hospitality training package cover significant people-facing industry areas in Australia, including: Tourism; Travel; Events and exhibitions; Accommodation - hotels, holiday parks and resorts; and Hospitality. Each sector comprises a diverse range of activities and service offerings to domestic and international markets, as well as different types of business entities, workforce profiles and consequently workforce skills needs. The sectors, however, are also very much interconnected and therefore incidences and/or fluctuations experienced in one sector will have, to varying degrees, an impact on the other sectors. The wholesale and retail landscape is broad, with Training Package Products catering to three main sectors: Retail; Wholesale; and Community pharmacy. The Retail Trade industry, as defined by Australian and New Zealand Standard Industrial Classification (ANZSIC), consists of enterprises engaged in the buying and on-selling of goods to the public. Wholesalers also engage in buying and selling goods, but they generally operate from warehouses and transact only with other businesses. Community pharmacies play a critical role in the healthcare system, providing disease monitoring and preventative health advice, which eases the burden on other parts of the health care system. They are particularly important in regional communities, where there is often a shortage of healthcare providers.

There are three levels of government in Australia - federal, state and local. Local government is administered through local councils. The Australian Local Government Association has identified the following general functions of councils: Infrastructure and property services, including local roads, bridges, footpaths, drainage, waste collection and management; The provision of recreation facilities, such as parks, sports fields and stadiums, golf courses, swimming pools, sport centres, halls, camping grounds and caravan parks; Health services such as water and food inspection, immunisation services, toilet facilities, noise control, meat inspection and animal control; Community services, such as child care, aged care and accommodation, community care and welfare services; Building services, including inspections, licensing, certification and enforcement; Planning and development approval; Administration of facilities, such as airports and aerodromes, ports and marinas, cemeteries, parking facilities and street parking; Cultural facilities and services, such as libraries, art galleries and museums; Water and sewerage services in some states; Other services, such as abattoirs, sale-yards and group purchasing schemes. The LGA04 Local Government Training Package includes the qualifications required to support the wide range of skills needed to run local government, including qualifications for: Outdoor work; Specialist operational work; Administrative staff; and Specialists in: Planning, Regulatory services, and Environmental matters.

In 2019, the Technicians Support Services Industry Reference Committee (IRC) submitted a detailed and comprehensive Industry Skills Forecast (ISF) to the Australian Industry and Skills Committee (AISC) [available in VOCEDplus at TD/TNC 137.857]. Detailed ISFs are required once every three years, and annual updates covering key research questions instead are prepared in the intervening years. The information and evidence provided in this 2020 annual update is based on: consultation with the Technicians Support Services IRC members, and their wider networks; desktop research (drawing on key government, industry and education publications and statistics); insights gathered during scoping activities conducted for the training package review project; and insights gathered via SkillsIQ's 2020 Future Skills Survey (conducted during February and March 2020). The preparation of this document commenced prior to the [Coronavirus Disease 2019] COVID-19 pandemic and therefore many of the trends and sources shown will not reflect the true impact of COVID-19 on the Australian job market and the vocational education and training (VET) sector. Whilst the economic and social impact of COVID-19 is currently unprecedented and unknown, all industries across Australia are being affected.

The annual update includes industry, workforce and training developments, ongoing consultation and proposed new work. The Technicians Support Services Training Package Products support workers in a wide range of health care and social assistance roles, and these roles may be operational (i.e. technician), supervisory, supportive or administrative. COVID-19 has impacted this sector, as well as the respective job roles in different ways. The businesses supported by the Technicians Support Services Training Package are in the health sector where infection control, sterilisation and hygiene are a prominent concern due to the nature of the work. As such policies and procedures were predominantly already in place to address these issues prior to COVID-19. Emerging protocols and procedures for conducting health practices and/or supporting health care recipients is currently being considered as part of the Technicians Support Services Training Package review projects underway. The other main challenges faced by the technicians support services workforce continue to be advances in technology, access to a skilled workforce with practical experience, and the lack of career progression.

First Aid training is applicable across all industries and is accordingly used across almost all Training Packages in the vocational education and training (VET) system. Hundreds of thousands of people take First Aid training every year. Most First Aiders are trained in the unit of competency HLTAID003 Provide first aid. Every jurisdiction has its own work health and safety (WHS) act and regulations to ensure adequate First Aid services in the workplace - including elements like First Aid kits, procedures, facilities and training for First Aiders. This will also specify refresher training (usually every three years). First Aid training requirements differ across industries as well as jurisdictions. Some industries require specific competencies. There are no VET qualifications in this sector. The Personal Services sector represents a range of subsectors: hairdressing, beauty services, floristry and funeral services. Within each sub-sector, jobs roles supported by the Training Package can involve undertaking operational, service-based and/or supervisory and management activities.
