Skilled migration is one of the policy levers available to governments to address workforce shortages in the economy. This issue of Focus on explores how skilled migration is utilised by governments globally to address skill and labour shortages; how effective policies and procedures that recognise and validate qualifications and credentials gained overseas can facilitate the integration of skilled migrants and refugees in destination labour markets; and the impact the Coronavirus (COVID-19) pandemic has had on skilled migration around the world.

Through the experiences of refugees from Bosnia, Iraq and Sudan, this research sought to explore the role multicultural community organisations play in creating important informal networks and learning spaces that connect people from refugee backgrounds to the wider Australian community. In particular, the research sought to identify how such organisations assist refugees in their learning of English language and work skills. The research documented the critically important role of multicultural community organisations in Australia in the successful settlement of refugees from Bosnia, Iraq and Sudan. Through network analysis, it is concluded that multilingual, multicultural organisations provide both a bonding and bridging function. These organisations impart informal learning about the wider Australian context, while also providing links to formal education and employment. This informal learning, whether in their first language or in English, is vital to refugee engagement in the wider community, because it builds social capital by re-establishing the trust, reciprocity, shared norms and networks depleted during the refugee experience. The research identified the features of the most successful organisations and their practices and recommended a closer link between these community-based organisations and the various education sectors. The 27th National Vocational Education and Training Research Conference 'No Frills' was co-hosted by the National Centre for Vocational Education Research (NCVER) and New Zealand partners, the Industry Training Federation and Ako Aotearoa on 15-17 August 2018. 'No Frills' is a well-known annual national conference where researchers and practitioners in the vocational education and training (VET) sector come together to present, discuss and share information about key issues confronting the sector. By partnering with New Zealand, this year's conference provided an excellent opportunity to highlight international evidence for benchmarking policy best practice. The conference also provided valuable professional development opportunities to enhance research capacity and capability in the VET sector by incorporating activities on data and research analytics, and research practice. The 2018 conference program focused on Skills for a global future: working and learning together.

The UN Refugee Agency (UNHCR) defines refugees as people who have fled war, violence, conflict or persecution and have crossed an international border to find safety in another country. They often have had to flee with little more than the clothes on their back, leaving behind homes, possessions, jobs and loved ones. The UNHCR has estimated that more than 100 million individuals have been forcibly displaced worldwide as a result of persecution, conflict, violence or human rights violations. This is the highest level of displacement on record and includes 27.1 million refugees in the world - the highest number ever seen. This issue of Focus on... outlines the role vocational education and training (VET) plays in helping refugees and displaced persons integrate into their new communities. It also discusses the barriers and obstacles refugees face and the potential role of technology to improve access to VET and deliver innovative educational solutions.
