How far is the world progressing towards comprehensive qualifications frameworks? The 2015 global inventory of regional and national qualifications frameworks was launched on 25 April in Riga, Latvia. The inventory showcases 86 countries and examines how learning outcomes of all types of learning - formal, non-formal and informal - are being integrated into regional and national qualifications frameworks. Volume two provides an inventory of 85 NQFs and seven regional frameworks. The global inventory charts progress toward NQF goals, drawing on extensive research in the field of qualifications.

This regional report summarises the main findings in monitoring progress of the 2014 Torino Process in the Southern and Eastern Mediterranean (SEMED) partner countries (including both the Arab Mediterranean Countries (AMCs) and Israel). The report is based on the Torino Process reports prepared with [European Training Foundation] ETF support by six countries (Egypt, Jordan, Lebanon, Libya, Morocco and Palestine), together with the two Torino Process self-assessment reports prepared by Israel and Tunisia. It also draws on intelligence, evidence and information on Algeria that is available within the ETF. It is possible to conclude that, in general terms, there has been progress across all areas, hampered in some cases by the difficult conditions in the region, such as political instability, insecurity, conflicts and economic crises, among others. Moreover, progress has been more marked in relation to some specific topics than others, and also varies according to country specificities.

In 2012 the European Commission asked the [European Training Foundation] ETF to design a project to improve governance of vocational education and training (VET) systems in nine countries of the region. The ETF responded with its proposal for the project Governance for Employability in the Mediterranean (GEMM). The project ran from January 2013 to August 2016. The project was designed around three axes: (1) mapping and analysis of current VET governance systems; (2) capacity building for national and local stakeholders involved in multi-level governance; and (3) country-specific small action-oriented pilot projects addressing the quality and relevance of VET at the sub-national level. This publication looks primarily at the lessons learned from the pilot projects.

This issue contains the following vocational education and training (VET) related articles: ‘Croatia takes qualifications framework to the highest level: developing a future-proof qualifications system’ by Ard Jongsma (p. 4-5), Croatian education has a history of public disobedience. Its institutions are strong and individual and have in the past repeatedly and successfully defied legal decisions that were thrust upon them from above. It is no easy country for decision makers to regulate centrally. But is this a drawback of an advantage in the development of a national qualifications framework, something which requires broad consultation throughout the process of definition and implementation?; ‘World Bank and European Commission speak with single voice on Ukrainian VET’ by Rebecca Warden (p. 7), a World Bank-European Commission joint initiative is working with the Ukrainian government and employers on how to make the education system more responsive to the needs of the labour market; ‘Why employers are the ones pushing for change in Ukrainian VET: getting involved in improving the quality of training reform’ by Rebecca Warden (p. 8-9), employers are the driving force pushing for change in the Ukrainian VET system. In some countries, the ETF finds it hard to get employers involved in the process of VET reform, but in Ukraine it is the employers rather than the authorities who are taking the lead in moves to improve the quality of training. Shortages of qualified labour and a lack of political will to take action have brought them to the forefront; ‘ETF expertise highly valued in Egypt: policy statement provides basis for TVET reform’ by Outi Karkkainen (p. 12), the ETF’s work in Egypt has been given high marks by a recent evaluation, which concluded that its work there ‘has been highly relevant’ with respect to the Egyptian Technical Vocational Education and Training (TVET) reform process, national priorities and European Union (EU) policies; ‘ETF contributes to development of apprenticeship in Morocco: increasing opportunities offered by apprenticeship by Armand Chauvel (p. 13-15), apprenticeship is a key issue in Morocco. In one of its major economic areas, agriculture, 23,000 apprentices completed training between 2000 and 2008 and the goal is to increase this figure to 60,000 between 2008 and 2012 and to 180,000 between 2008 and 2020; ‘Armenia demonstrates policy leaning in action: Armenian VET has come a long way since independence’ by Ard Jonsgma (p. 16-17), Levon Mkrtchyan, until recently Armenia’s veteran minister of education, supplies the inside story of the country’s drive to reform its VET system in an interview with the ETF: Armenia’s VET system has come a long way since the dramatic days following the break-up of the Soviet Union; ‘How to involve social partners in your TVET system: EU and Moroccan study visit to the Czech Republic’ by Abdelaziz Jaouani (p. 18-19), bringing social partners onboard is one of the best ways of making sure VET students will find work when they graduate; ‘The ETF in the Balkans: helping boost human capital on the road to the EU: ETF and Italian government conference in Rome discusses importance of education reform in the Balkans’ by Fernando Heller (p. 20-21), the importance of strengthening human capital in the Balkans to enable their societies to take on future challenges with a view to joining the EU was underlined in October, in Rome by representatives of the Italian government and the Balkan countries in the conference ‘Human capital to develop the Balkans’, sponsored by the European Training Foundation; and ‘The EQF: a tool for greater transparency in education’ by Fernando Heller (p. 22), the European Qualifications Framework (EQF) acts as a translation device to make national qualifications more readable across Europe. It is a common instrument which links national qualifications systems together, promoting workers’ and learners’ mobility between countries and thus facilitating lifelong learning. Q4M [Qualifications for the Mediterranean] began in 2010 as the [European Training Foundation] ETF project 'The regional dimension of qualifications in the Euro-Mediterranean area'. Its approach to the qualifications field was innovative, and brought together project partners from seven countries: Morocco and Tunisia (Maghreb), Jordan and Egypt (Mashreq) and France, Spain and Italy (Europe). In November 2014, Algeria joined the project. The ETF led and facilitated the Q4M project from 2010 until the end of 2015. In late 2015 the ETF transferred the leadership of the project to the Q4M network. This publication gives an overview of the Q4M project during the time of ETF's leadership.
The overall objective of the project was to boost the quality of qualifications and qualifications systems and make them more responsive to labour market needs. Through closer regional cooperation in the field of qualifications, the participating partner countries sought to achieve transparency and mutual understanding of each other's qualifications and qualifications systems. This process was also intended to support the reform of national [vocational education and training] VET and qualifications systems in the region. Q4M took a sectoral approach, with a focus on tourism and construction. These two sectors were chosen because they are both characterised by high levels of geographical mobility and internationalisation. Furthermore, they are both facing recruitment difficulties, impacted by migratory flows.
Part one [of the report] describes the objectives, project partners, steering committee, phases and products, followed by some observations about the transfer from an ETF-led Q4M project to a sustainable Q4M regional network. Parts two and three contain the main methodologies that were developed. The publication has two appendices and a glossary. Appendix one contains the names of the members of the Q4M technical teams and the [EuroMed Strategic Committee] EMSC as well as the affiliated institutes. Appendix two provides links to Q4M documents.

This report focuses on how 27 countries neighbouring the European Union (EU) are coping with [Coronavirus Disease 2019] COVID-19 in the field of education and training, as part of the #learningconnects campaign. The report includes information about countries from South Eastern Europe and Turkey, the Eastern Partnership and Russia, the Southern and Eastern Mediterranean, and Central Asia on: (1) support for teachers and trainers through multiple channels; (2) access to internet and outreach measures considering equality, opportunities and digital literacy; (3) decisions regarding examinations, certification and validation; (4) school autonomy in organising digital and online learning; and (5) addressing vocational education and training beyond general education subjects.
Some good practice examples include the continued development of teachers and trainers virtually in Ukraine and Egypt and the focus on vocational education and training (VET) through training and online support in Armenia, Azerbaijan and Georgia. In addition, civil society is spearheading initiatives in Palestine, television channels are broadening access for learners in Kazakhstan and Kyrgyzstan, and emotional support is offered to students through dedicated channels in Israel.

This report presents the outcomes of two evaluation projects implemented in Russia and Morocco with a common aim: to assess public training policies. In the Russian case a qualitative, interpretative approach was applied to evaluate the impact of management training, whereas in the Moroccan case a quantitative approach was applied to evaluate the impact of in-service training. The difficulties encountered whilst carrying out these impact evaluations are described as well as the merits and limitations of the different evaluation models applied.
