This report presents the outcomes of two evaluation projects implemented in Russia and Morocco with a common aim: to assess public training policies. In the Russian case a qualitative, interpretative approach was applied to evaluate the impact of management training, whereas in the Moroccan case a quantitative approach was applied to evaluate the impact of in-service training. The difficulties encountered whilst carrying out these impact evaluations are described as well as the merits and limitations of the different evaluation models applied.

This European Training Foundation (ETF) study of the Moldovan vocational education and training (VET) system outlines the political and economic situation in the country and describes various aspects of the VET system such as the legal framework, demographic changes and their implications for the sector, enrolments, types of vocational schools, human resources and teacher training, financing, curriculum, standards, certification and assessment, and research. The study then examines labour market issues and their implications for VET. These include labour force characteristics, employment and unemployment, the work of employment services, and social dialogue mechanisms and the role of social partners. The study reveals that the Moldovan VET system is undergoing radical change and that there is still no firm basis for a system that meets the needs of the current economic and social situation in the country. Three issues are considered vital to the restructuring of the VET system: policy development; a mechanism to involve social partners; and raising the status and visibility of VET schools and the occupations for which they prepare their students. Based on the findings, the study recommends: the need for analysis to underpin policy; involvement of social partners at all levels, particularly in labour market analysis and standards development; reform of the financial system; separation of VET and secondary education; and priority for rural schools. This brief paper stresses that education and training are essential for economic development and civil society and must be central to the reconstruction process in South-Eastern Europe. It outlines the social and economic benefits of a commitment to human resource development (HRD) and outlines the main principles underpinning the European Training Foundation's HRD priorities. It provides a brief and broad overview of the transition process within South-Eastern European countries such as Bulgaria and Romania and discusses some of the challenges facing the countries that have been directly affected by the recent conflicts in South-Eastern Europe. The author stresses that while, at the macro level, South-Eastern Europe suffers from economic collapse and ethnic tension, at the micro level there are also many examples of economic development and cooperation. Ten key points are addressed in this paper, including the need for: a detailed national development plan for HRD; increased institution-building and staff development; clarity and streamlining of the legal, financial and institutional environment for HRD; provision of adult education for the economy of the region; ensuring the quality and content of training for both economic development and civil society; and increased coordination of donor interventions.

The use of digital technologies is becoming increasingly relevant in vocational education and training (VET). Not only is it key to preparing learners for an increasingly digitalised workplace, but also, when successfully deployed, it can contribute to the quality and inclusiveness of learning in all environments, including the workplace. These facts were starkly outlined at the beginning of 2020, when the [Coronavirus Disease 2019] Covid-19 pandemic forced schools across the world to adopt digital methods of teaching and learning, ready or not. However, education and training systems need the right tools and processes to plan and develop their digital capacity. [Self-reflection on Effective Learning by Fostering the use of Innovative Educational technologies] SELFIE for work-based learning (SELFIE WBL) provides one such tool. A self-reflection tool for vocational schools that use WBL in their programmes, it is designed to assess digital readiness, to encourage a practice of collective reflection on the use of digital technologies for teaching and learning, and to use this reflection to make informed and collective decisions about strategy and practices at all levels. SELFIE WBL has the added dimension of including in-company trainers in the self-reflection process, and thus responds to the growth in dual-learning systems in VET. It aims to bring VET institutions and the private sector closer in order to embed digital technology that both benefits learners and narrows the skills gap. Using anonymised aggregated data, it also has a system-wide dimension, helping policymakers take action towards developing the digital capacity of education and training systems, taking into account the views and needs of school leaders, teachers, students and in-company trainers.
During 2020, SELFIE WBL was piloted in nine countries. The European Training Foundation (ETF) coordinated the pilots in the EU neighbourhood countries of Georgia, Montenegro, Serbia and Turkey. This report presents key data and user experiences from the pilots and summarises the findings from these four ETF partner countries and their recommendations for the scaling up of SELFIE WBL.

This report is one in a series that were prepared as part of an international research project on 'The assessment of management training needs at the achieved level of transition' in various Central and Eastern European countries. The project was implemented by the Central and East European Management Development Association (CEEMAN) and was sponsored by the European Training Foundation (ETF). This report presents the results of the cross-country analysis based on the five country reports from the first phase of the research. These country reports covered selected enterprises in Bulgaria, Romania, Poland, Slovenia, and Moscow and the Ural Region, and concentrated on the issue of management training needs in manufacturing and service sector industries. The research was based on questionnaires which were sent out to general, human resources and individual managers. The aim was to understand training processes, approaches and practice in order to evaluate how training had been used as a response to evolving business needs and how it could be further developed in the future. This comparative report aims to review the main issues related to management training needs in this region and to identify some general issues and recommendations.

This report is one in a series published by the European Training Foundation (ETF) on the current vocational education and training (VET) systems in countries of the MEDA (Southern Mediterranean) region. The report provides an overview of the national vocational training system in Algeria along with coverage of the key challenges facing the country in the development of vocational training systems. Algeria has been undergoing a transition from a state-controlled economy to a market based economy for a number of years. A number of reforms have therefore been undertaken. A program of macro-economic realignment begun in 1994 has yet to improve the employment situation. Vocational training has therefore given priority to dealing with educational failure at all levels of the education system and has not been aligned with the skill needs of the labour market. The system suffers from structural problems such as the low skill levels of teachers, a high school dropout rate, inadequate educational resources, and the inefficient nature of the system leading to poor management methods, response times and the time required for change. Suggested reforms include: a clearer specification of the roles of secondary schools and the VET system; better coordination and targeting of proactive policy mechanisms; management and advanced technician training provision; and greater involvement of social partners. In 1998, the European Centre for the Development of Vocational Training (CEDEFOP) launched a project to develop scenarios and strategies for vocational education and training (VET) in Europe. The project was coordinated by CEDEFOP, the European Training Foundation and the Max Goote Kenniscentrum at the University of Amsterdam. Research teams from 10 European Union (EU) Member States and Central and Eastern European countries (CEEs) took part using a variety of quantitative and qualitative methods. The scenario project aimed to apply and further develop methods, tools and instruments to improve the understanding and development of VET systems in their economic-technological, employment-labour and training-knowledge environments. Scenarios were developed for a time 10 years hence. They built in an analysis of trends and uncertainties as well as their importance and likelihood of occurrence. The first phase of the project consisted of a survey in each of the participating countries and an analysis of the results. The purpose was to establish provisional scenarios and identify strategies for further examination. The second phase involved further analysis of phase one results and a deeper qualitative exploration of the intersections between a range of scenarios and a set of strategies. This report sets out project findings in a broader context. It begins with a discussion of the potential and limitations of the scenario methodology and highlights the outcomes of other key attempts at European level to generate European scenarios. The main body of the report describes the methodology in more detail and the outcomes of the research across both phases of the project.
