This report focuses on how 27 countries neighbouring the European Union (EU) are coping with [Coronavirus Disease 2019] COVID-19 in the field of education and training, as part of the #learningconnects campaign. The report includes information about countries from South Eastern Europe and Turkey, the Eastern Partnership and Russia, the Southern and Eastern Mediterranean, and Central Asia on: (1) support for teachers and trainers through multiple channels; (2) access to internet and outreach measures considering equality, opportunities and digital literacy; (3) decisions regarding examinations, certification and validation; (4) school autonomy in organising digital and online learning; and (5) addressing vocational education and training beyond general education subjects.
Some good practice examples include the continued development of teachers and trainers virtually in Ukraine and Egypt and the focus on vocational education and training (VET) through training and online support in Armenia, Azerbaijan and Georgia. In addition, civil society is spearheading initiatives in Palestine, television channels are broadening access for learners in Kazakhstan and Kyrgyzstan, and emotional support is offered to students through dedicated channels in Israel.

This report on curriculum reform in Central and Eastern Europe, is based on ten individual candidate country case studies derived from brief evaluation visits to each country, and the analysis of a detailed, standardised questionnaire distributed to the staff of local project management units (PMUs). The report sought to identify significant issues for a more extensive evaluation and recommendations for further reform action. The report contains a cross country analysis and individual summaries of the case studies. The summaries describe for each country the findings, the vocational education and training (VET) system, the new curriculum content and goals, the curriculum design process, and the challenges posed by the new curriculum. The analysis traces issues that form the evaluative framework for the outcomes of the Phare vocational training programs in the ten candidate countries. Two major perspectives provide the basis for the analysis and its conclusions; the policy and strategy perspective, and the individual and pedagogic perspective. The analysis begins with a brief overview of the change process undergone by VET training systems in Europe in recent years. The authors then examine issues of policy and strategy including diminishing resources, qualifications and youth unemployment, and lifelong learning and adult education. The analysis of the curriculum content and process involves issues such as the integration of general education and VET, teacher training, and translating labour market needs into curricula. Recommendations are discussed in relation to both major perspectives. Show less

This report presents the outcomes of two evaluation projects implemented in Russia and Morocco with a common aim: to assess public training policies. In the Russian case a qualitative, interpretative approach was applied to evaluate the impact of management training, whereas in the Moroccan case a quantitative approach was applied to evaluate the impact of in-service training. The difficulties encountered whilst carrying out these impact evaluations are described as well as the merits and limitations of the different evaluation models applied.

More than 150 countries worldwide are now developing and implementing qualifications frameworks. The global inventory 2017 further strengthens the knowledge base on developments in national and regional qualifications frameworks, as implemented by countries and regions, by end of 2016. The result of collaborative work between Cedefop, ETF, UNESCO and the UNESCO Institute for Lifelong Learning, the inventory acts as an observatory of progress in establishing NQFs, as well as the challenges and success factors in implementation.
This is volume II of the inventory and provides information on regional development. Section one provides an inventory of national qualifications frameworks for over 100 countries. For each country, the inventory outlines: the national context; policy objectives; levels and use of learning outcomes; stakeholder involvement and institutional arrangements; recognition and validation of non-formal and informal learning; referencing to regional frameworks; and important lessons and future plans. The countries of Central and Eastern Europe have begun restructuring their vocational, education and training (VET) systems from a difficult position. As in many Western countries, there have been problems in achieving a balance between the different components within the education system. The relationship between general and vocational education remains poorly developed. Education is largely subject based and the teaching methods used by specialised teachers are very traditional. This report provides a comparative analysis of the current situation in teacher and trainer education and trainer training in a variety of Central and Eastern European countries. It discusses teacher and trainer training, the quest for quality and relevance in vocational education and training, and theory and practice in modern vocational teacher training. It also provides an annex for each country study. Show less

The craft sector combines tradition, heritage, culture, skills and design. The term 'craft' encompass a wide range of disciplines that reflect a country's cultural identity, individual artistic and creative abilities. As part of the initiative on the Future of Skills, the European Training Foundation (ETF) has designed a methodology to gather evidence on how skills in the crafts and design sector are changing following technological and non-technological innovations. The ETF methodology adopts a mix of techniques, including human-based and data/algorithm-based tools. The research framework relies on three key elements: (1) Desk research to identify drivers of change; (2) A data science-based approach that uses text mining techniques to identify technologies relevant to the sector and the skills associated with those technologies; and (3) Field-work interviews in the selected countries, including surveys of innovative companies/organisations/artisans and focus groups.
Three good practices for supporting the development of new skills in the craft sector are identified and discussed: (1) Work-based learning to boost entrepreneurship, technology-based training and interpersonal skills development; (2) Collaboration between craft students and designers, to support creativity and interpersonal skills; and (3) The use of design to promote a sustainable environmental approach.

The European Training Foundation (ETF) has supported human resources development in countries in North Africa, the Near East, Eastern Europe and Central Asia for over a decade. In December 2008, the European Parliament approved the broadening of the ETF’s mandate to human capital development in the context of lifelong learning. Three new European support instruments provide the framework for ETF activity: (1) the Instrument for Pre-Accession Assistance (IPA); (2) the European Neighbourhood and Partnership Instrument (ENPI); and (3) the Development Cooperation Instrument (DCI). In this publication, the key activities of the ETF are grouped around six key themes included in the new mandate. These are: (1) providing information, advice and policy analysis; (2) supporting stakeholders; (3) exchanging information and experience among donors; (4) supporting European Union (EU) assistance; (5) networking and exchange of experience; and (6) analysing the overall effectiveness of training assistance. These themes are illustrated with a profile of a person whose professional life has been affected by the work of the ETF. Show less

This paper is part of a European Training Foundation (ETF) project that aims to increase the knowledge and awareness of obstacles and opportunities for women's employment in two potential growth sectors of the economy (information and communication technology (ICT), and tourism) and to provide recommendations and advice to both the national authorities and the European Commission for strengthening the role of women in the labour market. The research focuses on the labour force participation of young females (15-29 years old) in these two potential growth sectors in Egypt, Jordan and Tunisia. The paper analyses the general conditions for women in Egypt, with a primary focus on education and employment issues linked to the two sectors identified.
