Georgia has made great progress in economic reform in recent years and it wants to be seen as an attractive business location. Macroeconomic reforms have led to higher economic growth, increased levels of foreign investment and a reduction in corruption. This country report examines the situation in Georgia in respect of human capital, economic transition, the labour market and employment patterns, labour migration and employment policy. Georgia's population is both decreasing and aging and this has implications for the labour market and policy development. Government spending on education is low and unemployment amongst workers with higher education qualifications is high, and many skilled and educated Georgians have sought work outside Georgia. Vocational education and training (VET) is seen as an integral part of the government's commitment to poverty reduction, but this will take both time and money. Show less

This report focuses on how 27 countries neighbouring the European Union (EU) are coping with [Coronavirus Disease 2019] COVID-19 in the field of education and training, as part of the #learningconnects campaign. The report includes information about countries from South Eastern Europe and Turkey, the Eastern Partnership and Russia, the Southern and Eastern Mediterranean, and Central Asia on: (1) support for teachers and trainers through multiple channels; (2) access to internet and outreach measures considering equality, opportunities and digital literacy; (3) decisions regarding examinations, certification and validation; (4) school autonomy in organising digital and online learning; and (5) addressing vocational education and training beyond general education subjects.
Some good practice examples include the continued development of teachers and trainers virtually in Ukraine and Egypt and the focus on vocational education and training (VET) through training and online support in Armenia, Azerbaijan and Georgia. In addition, civil society is spearheading initiatives in Palestine, television channels are broadening access for learners in Kazakhstan and Kyrgyzstan, and emotional support is offered to students through dedicated channels in Israel.

How far is the world progressing towards comprehensive qualifications frameworks? The 2015 global inventory of regional and national qualifications frameworks was launched on 25 April in Riga, Latvia. The inventory showcases 86 countries and examines how learning outcomes of all types of learning - formal, non-formal and informal - are being integrated into regional and national qualifications frameworks. Volume two provides an inventory of 85 NQFs and seven regional frameworks. The global inventory charts progress toward NQF goals, drawing on extensive research in the field of qualifications.

The European Training Foundation (ETF) has a long-standing interest in the relationship between international migration and human capital in the European Union's neighbourhood region. This key relationship is central to any consideration of migration and economic development and is of vital importance to labour markets, particularly in countries with high rates of emigration or immigration. This report provides an initial comparative overview of the data from Armenia and Georgia. It analyses the results of two countrywide surveys implemented between October 2011 and January 2012 involving interviews with 8,000 respondents (both potential migrants and returned migrants). The ETF surveys focused particularly on the connection between qualifications and labour migration. They provide data on the qualifications of both potential and returned migrants, whether these qualifications were used while working abroad, whether new qualifications were added during the stay abroad, and to what extent the qualifications of returned migrants are being used in the domestic economy and labour market. This data is used to assess the extent of brain gain, brain drain and brain circulation, three key factors in the evaluation of the overall cost and benefits of migration.

Since independence in 1991, Georgia has faced a series of crises which have had a huge impact on the economy and migration patterns. Estimates put the unemployment rate at around one third of the population. Youth unemployment is also high and tends to be even higher among urban and better educated young people. Migration offers a solution to unemployment and underemployment. Around five per cent of households depend on remittances supplied by migrants. This survey examined both potential and returned migrants. It found that almost one third of the adult population of Georgia are potential migrants and nearly half of returned migrants expect to migrate again. A positive outcome of migration is that nearly 10 per cent of returned migrants received training whilst abroad, thus increasing the skill level. Show less

This report looks at the demand for career guidance services in [European Union] EU neighbouring countries and provides a comparative analysis as well as policy and practical examples of career guidance in Montenegro, the former Yugoslav Republic of Macedonia, Turkey, Albania, Ukraine, Georgia, Russia, Egypt and Jordan. The issue of demand for career guidance services and provision has been somewhat neglected or underrepresented in similar and previous studies on less developed countries. However, this dimension is of crucial importance, in particular for transition economies and low- and middle-income countries, for which whether career guidance should be a policy priority or an issue at all may be questioned. The report therefore analyses factors that influence demand for career guidance in the labour market and the economy, in education systems and in the policy climate. It examines the empirical evidence for career guidance demand and then analyses some of the factors that act as barriers to this demand being realised. The report also describes and analyses existing provision and models of career guidance in EU neighbouring countries, and introduces examples of innovative policies and interesting practices that are being adopted in order to respond to demand. It concludes with an analysis of the ways in which response to demand can be improved by strategic leadership, and discusses opportunities and constraints in responding to demand for services in the future. Finally, the report closes with some key policy messages for EU neighbouring countries and the European Commission.

This paper presents a cross-country overview of the trends and challenges of labour markets and human capital employability in the six Eastern partners of the European Union (EU) - Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova [hereafter Moldova] and Ukraine - over two decades of turbulent transition. It is based on a more extensive publication [forthcoming] and provides readers with a shorter version primarily focused on employment, education and training policies. Both publications are the outcome of the [European Training Foundation] ETF Black Sea Labour Market Reviews project implemented between 2008 and 2010. This project included six country background papers followed by a comparative regional study analysing the major developments of two decades of transition. The project aimed at improving labour market analysis and forecasting in the Eastern partners and at supporting evidence-based policy making processes in employment, education and training in the light of the New Skills for New Jobs perspective (European Commission, 2008a).

The Torino Process was launched by the European Training Foundation (ETF) in 2010 and is a biannual participatory analytical review of the status and progress of vocational education and training (VET) in the ETF partner countries. The aims are to acquire current knowledge about policies and their outcomes in a country, and to strengthen ownership, participation and the evidence base of policy formation.
Democratic political change took place in early October 2012 in Georgia, resulting in a new parliamentary majority and coalition government that took office ready to implement a program featuring education and training development and employment promotion as important priorities. The Georgian program of economic reform from 2004 has resulted in impressive economic growth and an improved business climate but, despite a decade of robust economic growth, the country continues to face the important challenges of low job creation and persisting high unemployment combined with low productivity self-employment in agriculture, underemployment and high poverty incidence, especially in rural Georgia. Labour market indicators have not improved during the decade of high economic growth either. The unemployment rate increased by six percentage points between 2000 and 2010; from 10.3 per cent in 2000 to 16.3 per cent in 2010 (with a small drop to 15.1 in 2011). Oddly, the increase has been highest among the population with higher education (above 20 per cent), youth (nearly 37 per cent) and the urban population (more than 27 per cent).

Vocational education and training (VET) reforms in Eastern Europe have gained momentum since they started almost a decade ago. In the last two to three years, the countries of this region have formalised or initiated comprehensive VET sector strategies. This is one positive consequence of the focus on human capital as a key asset in the respective National Development Strategies and the prioritisation of improving education and training in government policy. While VET reform is primarily driven by economic and labour market demands, the importance of responsiveness to social need is gradually working its way up the reform agenda.
