Evidence-based policy making is widely discussed in many countries as a way of ensuring more transparent and robust policies, and making policy-makers more accountable for meeting the needs and expectations of the constituencies they serve. In 2010, the [European Training Foundation] ETF launched the Torino Process with a view to offering interested partner countries a framework and technical support aimed at supporting progress in the [vocational education and training] VET area. The exercise, which will be repeated every two years, is ultimately intended to respond to the interest in robust assessment and in resources for VET policy making. This report presents the main findings of the Torino Process 2010, consolidating the findings of the individual country reports along the different dimensions deemed relevant to assessing VET systems and measuring VET policy progress.

This report, commissioned by the [European Training Foundation] ETF, aims to identify the main trends in [human capital development] HCD in the Republic of Moldova over the last two decades using both quantitative and qualitative indicators. It was also designed to identify inequity within and between population groups in terms of access to education, choices of learning opportunities and the quality of education and training. The study also looked at adult training, its role and contribution to the human capital in the country. Lifelong learning is an increasingly important element of HCD that has become inevitable in some sectors due to the rapid rate of technological and procedural change that is also related to economic restructuring. The report closes with the main conclusions on HCD trends and equity in education in the Republic of Moldova, in terms of access, choice and quality of education during the transition period.

While several initiatives have indicated that social partners [defined as organisations representing employers or employees] in the southern Mediterranean region are expected to play an increasing role in vocational education and training (VET), little is known of the processes currently in place to implement social partnership in these countries or the capacity of the social partners to deal with their new role. A review was therefore needed to examine the issues at stake, and in 2009 the European Training Foundation (ETF) commissioned a study to analyse the situation. This study aims to describe the existing mechanisms involving social partners and to explore policy options in the different national contexts concerned, specifically with a view to improving the participation of the social partners in the field of human capital development (HCD) from the perspective of lifelong learning. Country reports were produced for eight countries in order to build a picture of the existing social partnership practices in VET at country level. The study recommends: the development of institutional settings and a legislative basis for the involvement of all social partners in VET decision making, and the inclusion of VET as part of the formal bargaining process between governments and social partners; the reinforcement of a structured social dialogue between social partners, leading to the drafting of a common strategy platform for social partnership in VET; the reinforcement of social partners' capacities in VET governance and decision making. This may take the form of peer learning activities and may also involve government services; paying special attention to trade unions, which in this sector lag behind employers' organisations in both capacity and resources; and a stronger commitment from donors as well as from international and European institutions dealing with social partnership to supporting the capacities of southern Mediterranean social partners to negotiate VET-related issues.

This report has been prepared according to the structure and the list of topics recommended by the European Training Foundation (ETF) for the countries participating in the Torino Process. The report consists of five main chapters. Chapter B describes key priorities, challenges and specific actions undertaken for implementation of [vocational education and training] VET policy. Chapters C, D, and E cover in more detail issues regarding the interaction of the labour market and VET, ease of access to vocational education for various groups of population and the quality of education. The Annex to Chapter C provides additional information on the National Qualifications Framework (NQF). The final chapter (F) presents the main directions for modernising the VET system and for its further development (including development of social partnerships and a lifelong education system).

This report focuses on recommendations and suggestions on vocational education and training and lifelong learning strategies related to the Azerbaijan political, social and economic environment: without more attention to the reform of education, diversification in the economy will not happen. It requires that many more students specialise for the labour market than today. Initial training and college education need to become more attractive and higher education needs to become relevant for the labour market.

This country report aims to outline the current state of human capital development (HCD) in Tajikistan, the differences in acquisition of [human capital] HC in rural and urban areas and inequity factors affecting returns on education. The report describes HC in Tajikistan and evaluates the current state of HC in the context of the country's socio-economic situation over the past 20 years. The report concentrates on the formation and development of HC through formal education and non-formal and informal learning. It also explores the role of various public, private and international actors that influence the HCD and education systems before going on to define possible future trends for HCD. The report also covers the critical socio-economic processes that impact on the state and contribute to development of the labour market and HC in Tajikistan. These processes are: (1) privatisation and the transition to a market economy; (2) extremely high levels of labour migration; and (3) the shifting economic structure of the post-independence period. Efforts will be made to define the current level of HC and the direction of HC development in the context of economy-wide processes in Tajikistan such as: labour migration; growing income inequity; poverty incidence; and the dwindling role and funding of state and public institutions. The differences in the level of HC in urban and rural areas will also be explored in order to provide the clearest possible picture. Finally, the report draws conclusions that support the need for new policies on the funding and reform of the education and training system in Tajikistan in order to expand HC on a basis of equity and long-term sustainability. The report also provides methodological recommendations for future lines of study.
