This report focuses on how 27 countries neighbouring the European Union (EU) are coping with [Coronavirus Disease 2019] COVID-19 in the field of education and training, as part of the #learningconnects campaign. The report includes information about countries from South Eastern Europe and Turkey, the Eastern Partnership and Russia, the Southern and Eastern Mediterranean, and Central Asia on: (1) support for teachers and trainers through multiple channels; (2) access to internet and outreach measures considering equality, opportunities and digital literacy; (3) decisions regarding examinations, certification and validation; (4) school autonomy in organising digital and online learning; and (5) addressing vocational education and training beyond general education subjects.
Some good practice examples include the continued development of teachers and trainers virtually in Ukraine and Egypt and the focus on vocational education and training (VET) through training and online support in Armenia, Azerbaijan and Georgia. In addition, civil society is spearheading initiatives in Palestine, television channels are broadening access for learners in Kazakhstan and Kyrgyzstan, and emotional support is offered to students through dedicated channels in Israel.

This regional report draws together and analyses research findings from a study commissioned by the European Training Foundation (ETF) in seven countries in the Western Balkan region, namely Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Kosovo, Montenegro and Serbia. The overall objectives of this study were as follows: to identify and map issues, challenges and opportunities in teacher preparation for inclusive education in the Western Balkans and to analyse these against relevant European and international trends; and to provide evidence for improving policies and practices in pre-service and in-service teacher development for inclusive education in the Western Balkans. Inclusive education is broadly conceptualised in this study as the process by which a school attempts to respond to all pupils as individuals by reconsidering and restructuring curricular organisation and provision and by allocating resources to enhance equality of opportunity. This process enables schools to increase their capacity to accept all the pupils from the local community who wish to attend and, in so doing, reduces all forms of exclusion and degradation of students on the basis of disability, ethnicity or anything that could render the school life of some children unnecessarily difficult.

This paper provides an outline of the strategic framework for vocational training of the unemployed and job-seekers within an employment strategy established by the Transitional Department of Labour and Social Welfare in Kosovo. This training strategy, covering the period 2002-2003, has the core aim of 'capacity building' of vocational training services whilst ensuring training provision to meet the immediate needs of the unemployed. The strategy involves six core areas: (1) establishing a network of adult training centres; (2) building partnerships with non-statutory training providers; (3) providing staff development for vocational services employees; (4) introducing a vocational guidance service; (5) promoting equity in skills development; and (6) including social partners in vocational training developments. The Ministry of Education, Science and Technology (MEST), in collaboration with the various donors working in Kosovo, is working towards a modernised education system at all levels under a [sector-wide approach] SWAp. Given the relatively short span of time and the available resources, much has been achieved so far. The importance of education-business cooperation is evident to all stakeholders and several initiatives are being organised to strengthen this link. Policies for further improvement of the education-business relationship need to create a win-win situation for all parties involved and need probably also to include the creation of appropriate incentive systems for companies. Quality assurance could be an important tool for continuous improvement in this area and systematic impact monitoring is needed to evaluate the results of the various initiatives. Finally, the high level of informal employment is also impeding human and social development in addition to reducing the fiscal revenues of Kosovo and appropriate policies are needed is this area.

This report presents an assessment of the quality and the level of implementation of small and medium-sized enterprise (SME) policy in the Western Balkans, comparing results with a previous assessment conducted in 2006 and published in 2007.The report covers Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo. The assessment framework is based on the European Charter for Small Enterprises (the Charter), a set of policy guidelines endorsed by the European Union Member States and a key component of the European Union Lisbon Agenda. The report covers the 10 policy dimensions included in the Charter. It applies a methodology known as the SME Policy Index, which makes it possible to quantify and compare qualitative policy features. The first part of the report reviews progress by policy dimension. The second part focuses on policies supporting high-growth SMEs. The intention is to provide a comprehensive review of good practices, introduce country assessment methods through two case studies (the former Yugoslav Republic of Macedonia and Serbia) and open a debate on what is likely to be a key component of the SME agenda for the next few years. The third part of the report includes stocktaking and progress reviews for each of the seven Western Balkan economies. The key finding is that over the last two years there has been good progress in elaborating and implementing policies supporting small enterprises all across the Western Balkans and there is clear convergence towards the adoption of the policy guidelines set in the Charter. However, progress has been uneven across the 10 dimensions and the seven economies covered by the report.

In January 2002, the Kosovo Ministry of Labour and Social Welfare established a working group of key adult training providers and Ministry officials, to review existing practice and identify options for assessment and certification of training provided by the centres within the Ministry's vocational training services. The Group undertook three major activities: information collection about existing practices within the adult training network; the development of viable proposals; and the implementation of a pilot project to determine how certification could be established by way of interim certification institutions. This paper outlines the issues raised in the discussions which focused on the following key concerns: who should be assessed; why assessment should occur; who should undertake the assessments; what should be assessed; when should assessment be carried out; and how should it be undertaken. The main recommendations of the workshop were: (a) that a central policy framework for assessment and certification be established with interim supporting institutions which could eventually become permanent structures; (b) that policy and operational guidelines for assessment and certification of vocational training for trainees, instructors, vocational training courses, and training providers be elaborated; and (c) that a more global skills certification and qualifications structure be developed for Kosovo, possibly based on experiences of the pilot adult training services. These reports are part of the European inventory of national qualifications frameworks (NQFs). Since 2009, Cedefop has been carrying out a systematic mapping and analysis of NQF developments in countries participating in the European qualifications framework (EQF) process. These reviews, done in close cooperation with the EQF Advisory Group, the European Commission and the European Training Foundation (ETF), have directly supported the development of operational and sustainable NQFs. The reports offer a detailed description of the structure and scope of the NQFs, objectives, functions and institutional arrangements, along with data on the implementation and impact on broader policy areas of the frameworks.

In many of the new member states and candidate countries, governments tend to give greater priority to financing general and tertiary education than to VET [vocational education and training]. If it continues, this trend could have serious consequences for the economic efficiency of these countries as well as their social cohesion and equity. This is just one of the conclusions of a new ETF report called Financing vocational education and training in the new EU member states and candidate countries. Written by the ETF's Jean-Raymond Masson, the report made its first public appearance at a workshop on VET financing organised by the European Commission and CEDEFOP in Budapest on 20 - 21 March 2006.
The report provides an overview of how VET is financed in seven new members of the EU - Cyprus, Estonia, Latvia, Lithuania, Poland, Slovakia and Slovenia - and four candidate countries - Bulgaria, Romania, Turkey and, to a lesser extent, Croatia. It highlights the generally low level of funding allocated to VET compared to other types of education; 'none of the new member states or candidate countries is anywhere near the EU benchmark of 1.5 - 2 per cent of GDP proposed by CEDEFOP', it states.
The report describes how significant changes are underway in VET although some of these appear to be moving in a risky direction. 'At secondary level, vocational education is becoming more and more technical and pre-vocational, preparing students for further studies after graduation, and less and less vocational, preparing them for entering the labour market after graduation,' it says. Lack of interest from businesses makes for a difficult context for the development of adult education in most of the countries surveyed. However governments are aware of the need to involve businesses in this activity and are carrying out numerous initiatives to this end. In general, most of the countries surveyed are attempting to boost the resources available to their VET systems, but many of these initiatives are still too recent to be able to gauge their impact.
