This report, commissioned by the [European Training Foundation] ETF, aims to identify the main trends in [human capital development] HCD in the Republic of Moldova over the last two decades using both quantitative and qualitative indicators. It was also designed to identify inequity within and between population groups in terms of access to education, choices of learning opportunities and the quality of education and training. The study also looked at adult training, its role and contribution to the human capital in the country. Lifelong learning is an increasingly important element of HCD that has become inevitable in some sectors due to the rapid rate of technological and procedural change that is also related to economic restructuring. The report closes with the main conclusions on HCD trends and equity in education in the Republic of Moldova, in terms of access, choice and quality of education during the transition period.

The Torino Process is a review of vocational education and training (VET) policies and systems launched by the European Training Foundation (ETF) in all its partner countries in 2010. The aim of the exercise is to analyse the internal efficiency of VET systems and the contribution of VET policies and systems to broader policy objectives relating to sustainable economic and social development. The aim of this report is to make a contribution to the ongoing debate within the Egyptian [technical and vocational education and training] TVET community (national authorities, private sector and civil society together with international donors) on the current situation regarding the reform process and the future directions that must be taken if the TVET system is to fulfil the ambitious objectives and aspirations of Egyptian society.

Such action requires improvements in the quality, relevance and efficiency of VET provision and enhanced cooperation between educational service providers and the labour market. This paper calls for better balance between supply and demands in the labour market, principally through effective cooperation between educational institutions and employers.

The Torino Process was launched by the European Training Foundation (ETF) in 2010 and is a biannual participatory analytical review of the status and progress of vocational education and training (VET) in the ETF partner countries. The aims are to acquire current knowledge about policies and their outcomes in a country, and to strengthen ownership, participation and the evidence base of policy formation.
The Torino Process analysis in Kosovo (under United Nations Security Council resolution 1244) has been a participatory process, engaging all the key Kosovo institutions and stakeholders including the development partners active in the VET sector in Kosovo. The aim of this report is to provide a concise, documented analysis of VET reform in Kosovo, including the identification of key policy trends, challenges, constraints, good practices and opportunities. The analysis of the report builds on a range of complementary quantitative and qualitative evidence, such as statistical data and indicators, good practices, qualitative assessments and existing studies and reports, drawn from different stakeholders in Kosovo and the donor community.

This report focuses on recommendations and suggestions on vocational education and training and lifelong learning strategies related to the Azerbaijan political, social and economic environment: without more attention to the reform of education, diversification in the economy will not happen. It requires that many more students specialise for the labour market than today. Initial training and college education need to become more attractive and higher education needs to become relevant for the labour market.

The majority of the population complete only basic education, while a small number complete [higher education] HE. The qualifications acquired in school go only part of the way toward satisfying employer requirements but in most cases personal networking is more important than qualifications in securing a job. The government has achieved major success in expanding access to education and producing workers for the public sector. Recent socio-economic developments make reform to the [vocational education and training] VET sector essential in order to make it attractive for young people and the business sector. The major challenges lie in strengthening weak links between education and work and in improving the current social perception of VET as unattractive. The entire reform process is hampered by complex governance structures involving lengthy decision-making procedures and restrictive financing models. There are plans to establish an Independent VET Authority in the near future to take the lead role. This report proposes a number of measures to further develop and improve the system on the basis of available evidence on the key challenges of VET system in a lifelong learning context (both quantitative data and qualitative information collected from the Syrian partners).

This report examines the labour market situation in Armenia, a country that suffered during its transition to a market-oriented economy with periods of hyperinflation and large budgetary deficits. However, between 1994 and 2008 Armenia has averaged an annual growth rate of 8.8 per cent. Armenia still has a high unemployment rate, with the highest rate among the 16-24 age group. The education sector is one of the priorities of the government and participation in education has increased. Access to basic education in Armenia is relatively equitable, but access to higher education is limited for people from a low socio-economic background. Reform is taking place in the areas of labour market policy, focussing on enhancement of employment, reduction of unemployment through active labour market programmes, stabilisation of the tax burden and poverty reduction through a minimum wage policy. A study on barriers to labour market participation in the former Yugoslav Republic of Macedonia has been jointly undertaken by the World Bank and the European Training Foundation (ETF). The study highlights the specific problems faced by inactive females from various ethnic backgrounds among whom inactivity is widespread. This ETF contribution to the study is to analyse in particular the legal and institutional framework and related implementing mechanisms that form obstacles to labour market participation. It also puts forward the respective policy conclusions and recommendations. Barriers to labour market participation for women include: low levels of education and skills; lack of care facilities for disabled or elderly people; and lack of jobs and the use of discriminatory practices. There are no measures in place to assist inactive people and raise labour market participation and a complex response from many actors and policy areas is required to redress the situation. This regional report draws together and analyses research findings from a study commissioned by the European Training Foundation (ETF) in seven countries in the Western Balkan region, namely Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Kosovo, Montenegro and Serbia. The overall objectives of this study were as follows: to identify and map issues, challenges and opportunities in teacher preparation for inclusive education in the Western Balkans and to analyse these against relevant European and international trends; and to provide evidence for improving policies and practices in pre-service and in-service teacher development for inclusive education in the Western Balkans. Inclusive education is broadly conceptualised in this study as the process by which a school attempts to respond to all pupils as individuals by reconsidering and restructuring curricular organisation and provision and by allocating resources to enhance equality of opportunity. This process enables schools to increase their capacity to accept all the pupils from the local community who wish to attend and, in so doing, reduces all forms of exclusion and degradation of students on the basis of disability, ethnicity or anything that could render the school life of some children unnecessarily difficult.
