This paper provides an overview of the proceedings of the fifth Entrepreneurship Education High Level Reflection Panel. In following the chronology of the two-day agenda, it captures the key issues and concerns raised by the delegations from the 11 participating countries. A final section of the paper draws on the more salient issues raised by the panelists over the two-day programme and concludes with a number of next-step recommendations for entrepreneurship education in the [European Union] EU partner countries.

This methodological note was produced in the framework of the MEDA-ETE regional project's component regarding the 'Euromed Observatory Function'. It aims at promoting the development of indicators for vocational training systems in the Mediterranean region. It focuses particularly on the governance of vocational training systems and proposes a set of criteria to measure their development on the basis of relevant indicators. It concentrates initially on the benefits of introducing governance criteria to improve the results and the effectiveness of vocational training systems. It also covers ways of structuring indicators to measure the development and progress of governance in vocational training. A series of examples are given of possible indicators suited to the Mediterranean region.

In recent years, governments around the world have started to prioritise skills development as a strategy for competitiveness and growth. Today, an investment in human capital is widely recognised as an investment in the success of policies that aim at boosting the economic and social progress of nations. The level of training and education of learners and workers largely determines their level of skills and, consequently, their potential contribution to economic competitiveness and social cohesion. It also determines their chances of well-being through employment. Through their contribution to the development of skills and competences, vocational training institutions are a source of comparative advantage for first-time students and lifelong learners alike. Vocational education and training (VET) providers do not stand alone, but are players in a broader continuum of skills delivery in which a multitude of actors is expected to contribute to a common goal - prosperity through forming, maintaining and using human capital. This cross country report has been prepared on the basis of information from the regional and country reports of the Torino Process. It also draws on evidence from the Torino Process database and on the European Training Foundation's (ETF) strategic projects for its thematic orientation.

This report belongs to a series of country analyses developed by the European Training Foundation (ETF). It covers: Socioeconomic background; Key policy issues and strategies in human resource development (HRD); EU (European Union) and other donor policies and interventions; Mid-term perspective ETF intervention strategies contributing to added value in national, EU and donor reform-support policies; Objectives and indicators for the Work Programme 2007. The ETF country objective for 2007 is: Enhanced networking with experts and policymakers, country intelligence and inputs to EU services and country stakeholders in HR (Human Resources) sector policy development, in particular a national qualifications framework for better-integrated employment and education and training policies. In 2007 regional cooperation with the neighbouring Caucasus states will be enhanced, through the sharing of knowledge and experience on the issues of the ongoing projects. The cross-country study on VET (Vocational Education and Training) and labour market policies will be a basis for cross-fertilisation and debate, and will contribute to the reinforcement of interstate cooperation in the Caucasus on HRD policies.

Since the last review carried out with the Torino Process in 2010, the situation in the economy registered a modest growth after the global crisis. However, the economic structure is still dominated by low productivity. Most of the workforce in Armenia is employed in labour-intensive sectors of the economy where low skills are required. Beyond the considerable waves of migration from the country in the past, Armenia is currently confronted with demographic challenges which influence the education and training policies within its lifelong learning perspective. There are few indications that the vocational education system managed to come closer to the labour market needs but reforms continued in the country aiming at increasing relevance and quality of [vocational education and training] VET.

These reports are part of the European inventory of national qualifications frameworks (NQFs). Since 2009, Cedefop has been carrying out a systematic mapping and analysis of NQF developments in countries participating in the European qualifications framework (EQF) process. These reviews, done in close cooperation with the EQF Advisory Group, the European Commission and the European Training Foundation (ETF), have directly supported the development of operational and sustainable NQFs. The reports offer a detailed description of the structure and scope of the NQFs, objectives, functions and institutional arrangements, along with data on the implementation and impact on broader policy areas of the frameworks.

This publication has been prepared by the interagency technical vocational education and training (TVET) group on skill mismatch in digitised labour markets, to support experts and policy-makers who wish to engage in discussion on the potential of web-based big data for skills policy. It outlines how such data can be used to mitigate labour market challenges, reduce skills mismatches and strengthen the links between the labour market and education and training.
The focus is on overcoming conceptual and practical challenges and limitations, system development and using big data for skills policy in practice. Examples of big data initiatives from around the globe illustrate its potential and provide insight into how big data are already supporting policy-makers in shaping the futures of work and education.

This report outlines the three-year program of the European Training Foundation (ETF). The ETF's mission is to assist its partner countries in reforming and modernising their vocational education and training and employment systems within the framework of the EU's external relations policies. The ETF operates in four regions: EU candidate countries; the Western Balkans; the non-EU Mediterranean partners; and the New Independent States and Mongolia. The services of the ETF include project management and design, analysis and articulation of training needs, contributing to policy development, information provision, and technical assistance to the European Commission (EC) for the Tempus program which supports transformation processes through targeted assistance to higher education systems in partner countries. In addition to its services, the ETF maintains a number of networks: the National Observatories, the Advisory Forum, the National Training Institutes, the Distance Learning Centre Network, and a business schools and management training network.
The first section of the report outlines the ETF's foundation activities in relation to its obligatory, or ongoing, activities, support for EC projects, information provision and analysis, and development activities. The second section outlines in tabular form the proposed activities for each of the four regions. The third section outlines the ETF's technical assistance to the EC for the Tempus program and the fourth section provides information on the use of the ETF's human and financial resources according to nine different key activities. Annexes provide information on the services and networks maintained by the ETF. Show less

The purpose of this study is to evaluate the Active Labour Market Project New Opportunities Programme (NOP) implemented by the Turkish Employment Organization (ISKUR). The evaluation study has been carried out on behalf of the European Training Foundation (ETF) by a team of five independent local experts and supported by an international consultant in the period July-December 2006. The Active Labour Market Project aimed at assisting the Turkish Government in the design, development and implementation of effective employment policy measures and services aligned with the European Employment Strategy. ISKUR was the main beneficiary of the project, which included three components. NOP, an active labour market intervention and the first of its kind by ISKUR, was designed to improve the job prospects of unemployed and currently employed people through vocational training and other measures based on locally determined needs. Funded by the European Commission and the Turkish government, it provided grants to 245 projects run by non-government organisations (NGOs) targeting unemployed young people, women, disabled people, former prisoners, the long term-unemployed, migrants from rural areas and working people in need of new skills in seven areas of Turkey. NOP was found to be extremely relevant to Turkish needs and was praised for enabling non-government bodies to tackle economic and social problems locally. In terms of efficiency, the modest amount of average grants allowed a large number of projects to be funded. However, inexperience in handling finance and information in line with [European Union] EU rules were identified as problems. The evaluation appears to indicate the program has targeted the right groups of people - the unemployed and those in work who need new skills, but more should be done to involve women. Other recommendations include providing advice to project participants wishing to start their own businesses, taking the needs of local employers into account when selecting which projects to fund and using local ISKUR offices instead of regional ones for the purposes of monitoring.
