The European Training Foundation (ETF) transnational project ‘Entrepreneurship in education and training’ was implemented in Russia and the Ukraine in 2001-2003. Its overall objective was to develop the vocational education and training (VET) system so that it caters for both wage/salary employment and self-employment, enabling graduates to respond to market demands either as employees or as entrepreneurs. Implementation involved four tasks: (1) development of the entrepreneurial approach in VET; (2) implementation of an entrepreneurial approach in the content of VET and development of the entrepreneurial education process; (3) introduction of the entrepreneurial approach to teachers’ training and training and retraining of VET teaching staff; and (4) creation of conditions and opportunities that promote the entrepreneurial initiatives of students and graduates. This final report on the implementation of the project has been written by the Russian and Ukrainian National Project Groups in cooperation with the ETF project manager. It consists of four parts: brief information about the project; major project results and a summary of the key changes and innovations in pilot schools; analysis of the internal project evaluation undertaken by the National Project Groups; overall conclusions and recommendations. This report aims to contribute to the vocational education and training (VET) policy landscape by investigating the contribution that additional investment in VET can make to the Australian economy. The authors find that there are substantial economic returns available from increasing investment in VET. This is because VET plays an important role in providing skills to the Australian workforce that are in demand by industry. The key benefit takes the form of a boost to the employability of VET students, through higher labour force participation rates, lower unemployment and improved access to full-time jobs. This is true for students who complete part of VET qualifications, such as skill sets, as well as for students who undertake full VET qualifications.

This paper provides an outline of the strategic framework for vocational training of the unemployed and job-seekers within an employment strategy established by the Transitional Department of Labour and Social Welfare in Kosovo. This training strategy, covering the period 2002-2003, has the core aim of 'capacity building' of vocational training services whilst ensuring training provision to meet the immediate needs of the unemployed. The strategy involves six core areas: (1) establishing a network of adult training centres; (2) building partnerships with non-statutory training providers; (3) providing staff development for vocational services employees; (4) introducing a vocational guidance service; (5) promoting equity in skills development; and (6) including social partners in vocational training developments. Vocational and technical education (VTE) has traditionally received less attention and resources than general education, limiting its reform potential and ability to offer relevant and high quality skills for the labour market. A VTE action plan was approved in 2011, but the current socio-political instability and limited resources (both financial and human) have resulted in delayed execution. The persistent mismatch between education offer and labour market demand for skills has an even more negative effect on employability. The disconnect between the education and business sectors and the lack of regularly updated labour market information present key challenges to overcome in bridging this gap. The VTE system should consider measures encouraging resource use to enhance internal efficiency and, in particular, must set standards on quality of teaching and learning. Schools and school directors should be given greater autonomy, allowing them to more closely meet the local demands of their communities. Business sector involvement in VTE system governance should be encouraged, increasing shared responsibility for and engagement in skills development.

The purpose of this study is to evaluate the Active Labour Market Project New Opportunities Programme (NOP) implemented by the Turkish Employment Organization (ISKUR). The evaluation study has been carried out on behalf of the European Training Foundation (ETF) by a team of five independent local experts and supported by an international consultant in the period July-December 2006. The Active Labour Market Project aimed at assisting the Turkish Government in the design, development and implementation of effective employment policy measures and services aligned with the European Employment Strategy. ISKUR was the main beneficiary of the project, which included three components. NOP, an active labour market intervention and the first of its kind by ISKUR, was designed to improve the job prospects of unemployed and currently employed people through vocational training and other measures based on locally determined needs. Funded by the European Commission and the Turkish government, it provided grants to 245 projects run by non-government organisations (NGOs) targeting unemployed young people, women, disabled people, former prisoners, the long term-unemployed, migrants from rural areas and working people in need of new skills in seven areas of Turkey. NOP was found to be extremely relevant to Turkish needs and was praised for enabling non-government bodies to tackle economic and social problems locally. In terms of efficiency, the modest amount of average grants allowed a large number of projects to be funded. However, inexperience in handling finance and information in line with [European Union] EU rules were identified as problems. The evaluation appears to indicate the program has targeted the right groups of people - the unemployed and those in work who need new skills, but more should be done to involve women. Other recommendations include providing advice to project participants wishing to start their own businesses, taking the needs of local employers into account when selecting which projects to fund and using local ISKUR offices instead of regional ones for the purposes of monitoring.

The two key constraints on employment in the [Arab Mediterranean countries] AMCs are (i) insufficient labour demand, i.e. a lack of job creation and (ii) skills mismatch as a result of failures in the education system, i.e. employability. This report focuses on the second issue and in particular on the potential of [active labour market programmes] ALMPs to increase youth employability. It provides an overview of ALMPs in eight AMCs and examines constraints and opportunities for their development and implementation. The report is divided into four sections. The first section presents an initial overview of AMCs' labour markets, providing a summary of the economic and demographic context and a brief analysis of the main labour market trends and challenges.
The second section describes ALMPs that are specifically targeted at young people. ALMPs are classified into five measures: intermediation services, training programmes, employment incentive programmes, public works programmes and support for entrepreneurship. A short general description of each measure is provided. This is followed by an analysis of ALMPs that are currently implemented in AMCs. Some initiatives that seem to have had positive results are highlighted. The third section analyses the main institutional and operational constraints that affect the quality of ALMPs. The fourth and final section suggests some policy recommendations to improve the effectiveness and delivery of ALMPs as a response to youth labour market challenges.

This paper presents a cross-country overview of the trends and challenges of labour markets and human capital employability in the six Eastern partners of the European Union (EU) - Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova [hereafter Moldova] and Ukraine - over two decades of turbulent transition. It is based on a more extensive publication [forthcoming] and provides readers with a shorter version primarily focused on employment, education and training policies. Both publications are the outcome of the [European Training Foundation] ETF Black Sea Labour Market Reviews project implemented between 2008 and 2010. This project included six country background papers followed by a comparative regional study analysing the major developments of two decades of transition. The project aimed at improving labour market analysis and forecasting in the Eastern partners and at supporting evidence-based policy making processes in employment, education and training in the light of the New Skills for New Jobs perspective (European Commission, 2008a).

This is one in a series of analytical reports that have been based on discussions and debates among the key actors within the Advisory Forum. Subgroup A was given training against social exclusion as the theme for discussion and debate. A continuously changing economic and technological environment challenges the European Union. Adapting to change implies a need for new productive roles for individuals. Young people who are not prepared for these changes are particularly at risk of being excluded in the future. Hence, preventing and combating unemployment requires active measures both in the labour markets and in the institutions in charge of preparing the future work force. This paper sets out the first steps towards appropriate solutions that should be developed to ensure that vocational education and training can be used as an instrument to combat social exclusion.
