Technological advancement, globalization, climate change and demographic shifts, against the backdrop of the [Coronavirus Disease 2019] COVID-19 pandemic and cost-of-living crisis, are impacting skill needs and exacerbating skill mismatches. Strengthening the evidence base to inform skills policies requires accurate labour market information and intelligence. However, observing and measuring the actual skills that workers possess or require is difficult and expensive, therefore proxy indicators are usually used. This paper proposes a set of basic and extended indicators to facilitate the collection and improve the quality and comparability of the data on skills and skills imbalances across G20 countries.

This edition is part of an annual series that analyses issues related to Latin America's economic and social development. Each edition includes a macroeconomic analysis and explores how the global context influences the region's economy. The report also includes chapters that analyse key public-policy areas identified by leaders gathered at the Ibero-American Summits, thus analysing and making recommendations about the region's challenges and priorities regarding economic development and structural policies. Since 2011, the report has been published in conjunction with the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) and has tied in with the economic theme of the annual Ibero-American Summit organised by the Ibero-American governments and Ibero-American General Secretariat (SEGIB). In 2013, the Corporacion Andina de Fomento (CAF) [the Development Bank of Latin America] joined the team of authors.
This eighth edition was released during the 24th Ibero-American Summit of Heads of State and Government, held in the Mexican city of Veracruz on 8-9 December 2014. It focuses on education, skills and innovation as key inputs for more inclusive growth in the region. It provides in-depth analysis of Latin America's education systems and the region's capacity to increase enrolment in good quality education, and looks at the development of skills training to improve economic competitiveness and labour market integration. These inputs are analysed in association with innovation policies in the production system.

The OECD Programme for International Student Assessment (PISA) was launched to develop indicators to assess the level of knowledge and skills essential for full participation in society acquired by students approaching the end of compulsory education. The first of a planned three-yearly cycle of assessments was undertaken in 32 countries (28 OECD member countries and four non-member countries that chose to participate) during the year 2000 in randomly selected samples of schools and students. PISA assesses the extent to which students near the end of compulsory education have acquired the knowledge and skills that are necessary for full participation in society. it presents evidence on student performance in reading, mathematical skills and scientific literacy, the extent to which students are able to motivate themselves to identify and pursue their own learning goals and it looks at factors that influence the development of knowledge and skills at school and at home.
This publication extends the information that PISA provides to additional countries that have recently joined the program: Albania, Argentina, Bulgaria, Chile, Hong Kong-China, Indonesia, Israel, the Former Yugoslav Republic of Macedonia, Peru, Romania and Thailand. It provides new insight into the individual characteristics and family backgrounds that students bring to the learning process and how these interact with the resources and practices that characterise the schools they attend. Considerable variation is shown in levels of skills and knowledge between students, schools and countries, though the report finds that not all of these differences are due to the social and economic conditions in which the students live. It is noted that those countries that have been most successful in mitigating the effect of social disadvantage are among those with the highest levels of student performance. Show less

This report is the third in a series that analyses the education indicators developed through the OECD/UNESCO World Education Indicators (WEI) Programme. It examines both the investments and returns to education and human capital. The report begins by examining the results of a specially commissioned study of the impact of human capital on economic growth in WEI countries that reveals new findings relative to those found in studies of OECD Member States. The report also outlines the context for trends in educational attainment as well as current levels of educational participation and expenditure in WEI countries. The report examines the financing of education systems by investigating the spending and investment strategies in WEI countries from both public and private perspectives. It examines the rationale for public spending, how public resources are distributed across levels of education and the role of the private sector both as a provider of educational services and a source of educational expenditure. To complement the analysis, the report provides a national statistical profile outlining selected contextual and financial indicators against both OECD and WEI benchmarks, along with a comprehensive statistical annex covering both WEI and OECD countries. This publication provides data on the structure, finances and performance of education systems in the 35 OECD countries and a number of partner countries. Including more than 100 charts and tables, and links to more information on OECD's educational database, the publication presents key information on the output of educational institutions; the impact of learning across countries; access, participation and progression in education; the financial resources invested in education; and teachers, the learning environment and the organisation of schools. The 2020 edition edition includes a focus on vocational education and training, investigating participation in vocational education and training at various levels of education, the labour market and social outcomes of vocational graduates as well as the human and financial resources invested in vocational institutions. Two new indicators on how vocational education and training systems differ around the world and on upper secondary completion rate complement this topic. A specific chapter is dedicated to the Sustainable Development Goal 4, and investigates the quality and participation in secondary education.

During the 1990s, the demand for individuals, economies and societies to raise their education levels has led to increased participation in a broadening range of learning activities by people of all ages. The challenge is to meet the growing demand for learning whilst ensuring that the learning opportunities respond effectively to the needs of learners. However, disparities in educational progress exist both between and within nations. Governments are increasingly using international comparative policy analysis to inform effective educational policy formation. As a result several countries along with OECD and UNESCO launched the World Education Indicators (WEI) pilot program in 1997 with financial support from the World Bank. This report presents an initial analysis of the data collected through this program. It synthesises data from WEI participating countries with that of OECD countries. The report demonstrates the comparative performance of education systems from a range of countries: Argentina, Brazil, Chile, China, Egypt, India, Indonesia, Jordan, Malaysia, Paraguay, the Philippines, Uruguay, the Russian Federation, Sri Lanka, Thailand, Zimbabwe and OECD countries. The analysis examines the financial and human resources invested in education, the operation and evolution of education and learning systems, and the returns to educational investment. Chapter 1 provides brief profiles of each country, highlighting educational policy, challenges faced by the education system, and reforms intended to address these challenges. Chapters 2 and 3 use an international comparative framework to analyse how countries have responded to educational demands and the effectiveness of these responses. The annex contains the indicators supporting the analysis, the classification of national education programs, and other relevant technical information. Show less
