In 2009, the Council endorsed the renewed framework for European cooperation in the youth field (2010-2018), known in short as the [European Union] EU Youth Strategy. Its objectives are to: (1) create more and equal opportunities for all young people in education and in the labour market, and (2) promote the active citizenship, social inclusion and solidarity of all young people. The period covered by the EU Youth Strategy is divided into three-year cycles, with the requirement to produce an EU youth report at the end of each cycle, the first of which will be drawn up in 2012. This Staff working document supports the Commission Communication which presents the draft EU youth report to the Council. It provides a comprehensive picture of the situation of young people in Europe based on the latest available data, statistics and research. It portrays trends and developments in young people's conditions in different areas, corresponding to the 'fields of action'. It builds on the dashboard of EU youth indicators, which is an overview of 41 indicators that measure the most crucial aspects of the lives of young people in Europe.

This paper is an overview of the main issues for discussion at the OECD LEED Conference held in 2004 in Copenhagen, Denmark. It contains an introduction, which states the purposes of the conference: to critically examine and compare local instruments and partnerships set up to upgrade the skills of the low qualified; to establish the role they play in broader area-based economic and employment development strategies; to discuss their relative success and limitations to date; and to propose possible ways to improve design and implementation strategies. The four sessions of the conference are outlined. They are: (1) the challenges of increasing workers' skills in the 21st century: a debate; (2) the instruments of public policy intervention; (3) the institutional arrangements of public intervention; and (4) to act now: what lessons?: a debate. In 2009, the Council endorsed the renewed framework for European cooperation in the youth field (2010-2018), known in short as the [European Union] EU Youth Strategy. Its objectives are to: (1) create more and equal opportunities for all young people in education and in the labour market; and (2) promote the active citizenship, social inclusion and solidarity of all young people. This Staff working document supports the Commission Communication which presents the draft joint report on the EU Youth Report to the Council. Summarising the results of the first cycle (2010-2012), it presents the actions taken at EU-level and in Member States, as well as initiatives taken by young people themselves. Separate chapters report on achievements in all eight 'fields of action' of the strategy, the general organisation and approach to youth policy, and the structured dialogue between young people and policy-makers. The references made to Member States' activities are based on national youth reports submitted by them. Young people are represented in the report by the European Youth Forum, which is an umbrella organisation of approximately 40 National Youth Councils and more than 60 international non-governmental youth organisations in Europe.

In its June 2012 communication on the implementation of the Services Directive, the European Commission stressed the importance in this context of ensuring that the regulatory framework for professional services remains fit for purpose. The revised Professional Qualification Directive, on which the Council, European Parliament and Commission reached a political agreement in June 2013, addresses these issues and calls for a new strategy that requires each member state to actively perform a review and to modernise their regulations on qualifications governing access to professions or professional titles. This communication presents a work plan for conducting such a review. Improving access to professions, in particular through a more flexible and transparent regulatory environment in member states, would facilitate the mobility of qualified professionals within the internal market and the cross-border provision of professional services. This should also have a positive impact on the employment situation and enhance economic growth, especially since professional services alone amount to around nine per cent of the [Gross Domestic Product] GDP in the European Union.

Following the publication of ‘A memorandum of lifelong learning’ (indexed at TD/IRD 88.400) in October 2000, the European Commission invited Member States to launch a consultation process to collect together all views on how best to make progress in implementing lifelong learning. Feedback from the Europe-wide consultation was then used to develop the analysis and proposals in the Communication on ‘Making a European area of lifelong learning a reality’ (indexed at TD/IRD 88.264). National reports were submitted by each Member State as well as by candidate countries and Iceland and Norway. This document is the national report from Romania. It is presented in three main sections. The first section outlines the research methodology; the second section contains the preliminary results of the investigation presented under the six key messages in the Memorandum; and the final section contains examples of good practices in view of the six key messages.

This conference paper evaluates the role of improved education and training provision in increasing the labour market activity rates and employment among older workers. The authors argue that the increase in human capital, or enhanced knowledge and skills, resulting from this provision needs to be economically productive if it is to improve the labour market position of recipients. The paper focuses on this and begins by providing a brief outline of the nature of labour market disadvantage suffered by older workers, who are defined as those over 54 years of age. The authors then discuss the causes of the disadvantage and consider whether better education and training might alleviate the problem. Some policy initiatives are evaluated and it is concluded that education and training have only a limited role to play unless there are accompanying policy measures.

This Communique, which follows the Copenhagen Declaration (2002) and Maastricht Communique (2004) sets the priorities and strategies for the European cooperation in vocational education and training [VET] for the next two years. The Communique is based on the Council Conclusions adopted on 14 November 2006 and the background document prepared by the Finnish Presidency. Its aim is to communicate European policy strategies in the area to all stakeholders, including VET providers/institutions, teachers, trainers and learners.
The Communique has four parts: (1) Europe needs investments in VET - this part addresses the challenges for the European VET policies; (2) Making it happen - The Copenhagen process delivering reforms - this part describes the role of the Copenhagen process in responding to the European challenges and outlines the main strategies for continuations of the process; (3) Reviewed priorities - this part describes the four priorities for the next period; and (4) Implementation and reporting - guidelines for the implementation.

Currently, more than five million young people in the European Union (EU) are unemployed. It is becoming harder for young people to find work and some are deciding to either prolong their studies or going back to study. This could be a positive move for the future if the right skills are acquired. However, a large number of young people are neither working nor studying. The European Commission is proposing a Youth Opportunities Initiative to target those young people not in employment, education or training. Although most of the work will need to be done by the Member States, the EU can provide a supporting role through review of policies and performance and by providing financial support to national and cross-border initiatives. This report outlines the initiative's first steps in supporting skills development and school-to-work transitions. Show less
