This research paper is the second in a series produced as part of the Cedefop project 'The changing nature and role of VET (2016-18)'. It discusses national definitions and conceptions of vocational education and training (VET) in European Union Member States, Iceland and Norway and describes how these have changed over the past two decades. In autumn 2016, Cedefop invited national VET experts to respond to a questionnaire regarding the way national VET systems are understood (in the form of official definitions and overall conceptions). While the survey demonstrates significant diversity across Europe, VET is largely perceived as occupations-specific education and training geared towards securing supply of skilled labour and inferior to general or academic education. The survey also identifies two major trends: significant diversification of VET (in terms of providers, levels and target groups), and strengthening of VET (in the form of renewed emphasis on apprenticeships and increased work-based elements).

Over the period 2017-20, [European Centre for the Development of Vocational Training] Cedefop will continue to respond to changing needs. Policy developments bring new needs and Cedefop is adapting to meet them. Stakeholders want to know how labour market and vocational education and training (VET) developments interact. Various groups of Member States want support to implement aspects of European VET policy and opportunities to share experience. Reflecting these needs, Cedefop’s programming document 2017-20 outlines a medium-term plan on how to help the European Commission, Member States and social partners develop and implement policies to improve VET.

Unlike many other [European Union] EU Member States, unemployment in Malta is not a major labour market problem. Its dynamic economy developed fast and withstood the crisis well. New sectors are emerging and employment has been growing. In a context of low educational attainment, high early leaving and an ageing population, this has led to skills shortages in several key sectors of the economy. This first short description on [vocational education and training] VET in Malta aims to contribute to better understanding of the system and recent developments. It analyses trends, contextualises policy responses and highlights areas of recent progress. The report paints a picture of an expanding and dynamically renewing VET system shaped by reforms that have been at the heart of Malta's response to social and economic challenges.

More than 150 countries worldwide are now developing and implementing qualifications frameworks. The global inventory 2017 further strengthens the knowledge base on developments in national and regional qualifications frameworks, as implemented by countries and regions, by end of 2016. The result of collaborative work between Cedefop, ETF, UNESCO and the UNESCO Institute for Lifelong Learning, the inventory acts as an observatory of progress in establishing NQFs, as well as the challenges and success factors in implementation.
This is volume II of the inventory and provides information on regional development. Section one provides an inventory of national qualifications frameworks for over 100 countries. For each country, the inventory outlines: the national context; policy objectives; levels and use of learning outcomes; stakeholder involvement and institutional arrangements; recognition and validation of non-formal and informal learning; referencing to regional frameworks; and important lessons and future plans. The European Inventory on validation of non-formal and informal learning is a regularly updated overview of validation practises and arrangements across Europe. It is compiled in cooperation with the European Commission. The Inventory was endorsed by the Council Recommendation of 2012 on validation and works together with the European guidelines as a tool to support countries to develop and implement validation arrangements.
The inventory reports are a source of information to encourage more dialogue between the different stakeholders in developing and implementing validation in Europe. [The 'European inventory on validation of non-formal and informal learning: 2016 update: synthesis report'] is accompanied by 36 country reports and four thematic reports. [The authors'] key objective is to support Member States so that more learners and workers acquire and make visible new skills to support their career and further learning and to enhance their quality of life. The 2016 update of the Inventory provides a unique record on how validation is being used at national, regional and local level in Europe. It contains a state-of-play and overview of developments for 33 European countries since the 2014 update and is illustrated by good practise examples. [The] four thematic reports relating to key issues in the design and implementation of validation initiatives. The Inventory is the end result of a two-year process and is based on the work of a large network of national experts, extensive review of documents and interviews with key stakeholders.

[European Foundation for the Improvement of Living and Working Conditions] Eurofound examines working conditions for workers of all ages, related work sustainability outcomes and how the right policies can foster longer working lives. [European Centre for the Development of Vocational Training] Cedefop explores how vocational education and training can be used to support active ageing at work. [European Institute for Gender Equality] EIGE provides a gender perspective on the issue of the ageing workforce and discusses the different challenges that men and women face.
