This second edition (the first edition is indexed at TD/INT 58.387) updates the description of initial and continuing vocational education and training (VET) in Belgium. The report begins with a presentation of the administrative, demographic and economic background in which the training system operates. A brief historical outline of the development of the VET system is followed by a detailed description of arrangements for initial and continuing vocational training and the supportive legislative and financial framework. Qualitative aspects including qualifications and certification, the training of teachers and trainers, and the availability of educational and vocational counselling, are also outlined. The final section discusses a number of present trends and developments relating to employment, the relationship between education and the business community, and the resulting challenges for policy makers. Some 25 study visits held between 2010 and 2012 focused on helping vulnerable adults tackle the labour market. They covered, among other things: how to access guidance services; how to make full use of knowledge, skills and competences, and how to get them recognised; how to participate in training; and how to find rewarding employment. This publication collects findings from these study visits, and features 29 successful initiatives from all over Europe.

European policy-making in vocational education and training (VET) needs to be supported by sound quantitative information. Based on their policy relevance and importance to the Europe 2020 objectives, Cedefop has selected a set of 31 statistical indicators to quantify key aspects of VET and lifelong learning. The aim is to help describe, monitor and compare countries. The indicators do not claim to assess national systems or policies. Instead, they should be used as headline figures for reflecting on progress towards the strategic objectives set for Europe. The indicators take 2010 as the baseline year and present 'statistical overviews' for the 27 European Union Member States and Croatia, the former Yugoslav Republic of Macedonia, Iceland, Norway, Switzerland and Turkey.

This is the third review of joint work to modernise vocational education and training (VET) conducted by European countries, the European Commission (EC) and European social partners. Since 2006, work on common principles, guidelines and tools has significantly progressed. European and national agendas for VET are aligning. Countries have worked on quality, attractiveness and good governance to make VET more equitable and more relevant to labour market needs. This publication aims to contribute to better understanding of vocational education and training (VET) in Slovakia, providing an insight into its main features and highlighting recent VET policy developments. The Slovak economy is largely driven by manufacturing and could benefit from more diversification to make it less sensitive to economic shocks and more skill-intensive jobs, encouraging innovation. VET has traditionally played a strong role, responsible for around two-thirds of graduates at upper secondary level. But qualifications do not always match labour market needs. A 'dual' VET scheme was introduced in 2015-16 as one way to address mismatch. First results show greater involvement of employers in VET: it is now in their interest to attract learners and to deliver job-relevant training. The government also intends to promote VET at higher levels to make it more attractive.

Cedefop has long tracked the changing roles and professional development of teachers and trainers in vocational education and training. In this publication, it analyses 19 member state initiatives which aim to set out competence requirements for trainers in adult learning and continuing training. The analysis, which also covers validation of non-formal and informal learning, forms the basis of a proposed emerging competence profile for trainers. The publication contributes to the work of the thematic working group on the professional development of trainers in vocational education and training, which the European Commission set up in 2012 and jointly coordinates with Cedefop.
