The need to look into the management of behaviour within skills provision for unemployed adults was highlighted by a finding within the NIACE survey of providers delivering skills provision for unemployed adults (NIACE, 2011), which revealed that eight in 10 of the providers surveyed found it challenging to support learners exhibiting challenging behaviour. In response to this finding, the Department for Business, Innovation and Skills (BIS) commissioned NIACE to undertake research into the support and management of learners exhibiting challenging behaviour within skills provision for adults. This guide is the result of this research undertaken by NIACE between October 2011 and February 2012. The guide begins by describing the range of people participating in skills provision for unemployed adults and their skills needs. It then describes the nature of challenging behaviour exhibited by unemployed adults and reveals some of the underlying causes of this behaviour. The guide then describes approaches that can be taken prior to delivery to lower the risk of challenging behaviour. This is followed by a section on managing challenging behaviour during delivery. The guide finishes with a consideration of the potential of motivational approaches to avert challenging behaviour.

This article begins by looking at the adult education situation in Finland. Adult education is available for both mature students and young people at over a thousand institutions, including universities, polytechnics, public and private vocational institutions, adult education centres and summer universities, adult upper secondary schools, study centres, sports institutes, music institutes and residential folk high schools. As well, a significant part of adult education takes place outside institutions, being provided by employers as work based learning or in service training, including labour market training. The adult education sector is comprised of general adult education (formal adult education) and liberal adult education (non formal adult education). The author concludes that the challenge ahead for adult educators in Finland is to make sure that the existing high levels of quality and quantity are maintained over the short and long term future. Learning matters in later life. It enables older workers to sustain their productiveness in the workplace and adapt their experience and skills to changing contexts. Older workers matter: the age of retirement is increasing, and moving away from paid work is becoming more of a prolonged process, less of an abrupt transformation. People who carry on learning lead healthier lives: learning reduces morbidity, and delays the effects of Alzheimer's on learners' social interactions. Older people are civically active: more likely to vote, usually the mainstay of voluntary organisations.
This is a report of an authoritative scientific study of older learners, part of NIACE's series of annual surveys on adult participation in learning. It examines their subjects of study, motivations to learn, ways of finding out about, and getting to, learning; it reports on the benefits they perceive, the ways they learn, and their views on qualifications and fees; it identifies the key barriers to learning, the effects of illness and disability and access to technology. Practitioners and managers in adult learning, and educational researchers in general, will find this full and detailed review of crucial information about an increasingly important group of learners invaluable as a source of information and insight.

The stories featured in this publication are based on in-depth interviews with 10 adult apprentices (aged 19+) nominated in the Apprentice of the Year category of the 2012 Adult Learners' Week awards. Each case study is a story of what being an apprentice can mean. As well as supporting people to be more productive and effective in their jobs, the overwhelming benefit of being an apprentice is seen to be the improvements in their self-esteem, confidence and sense of being able to contribute at work, to their family and their communities. NIACE believes that the most powerful advocates for effective learning and support in an apprenticeship are the apprentices themselves; the stories included here demonstrate this.

The series looks critically at how emerging and published research can inform the development of teaching and learning strategies for adults. It is designed to support practitioners working in a variety of settings. Each guide in the series aims to update teachers on research and to encourage them to reflect on their practice. They are intended to inspire teachers to try ideas and approaches which research suggests are effective. Principles of good practice are illustrated by clear and relevant case studies from current research.
ESOL contains sections on opening up spaces for learners to talk; about speaking at Entry level 1; about standard western narratives (probably useful for people teaching classes at Entry level 3 and above); and argumentation (which will be appropriate for levels 1 and 2). Readers are encouraged to challenge the concept of 'level' and to experiment. Each section describes the action research cycle as experienced by one of the teachers, and each one provides a set of suggestions to follow if you want to try something similar yourself. The sections all end with a list of further reading for those who wish to find out more.

This document reports on research, commissioned by the Australian National Training Authority (ANTA), to investigate the implications for registered training organisations (RTOs) of recognition of prior learning (RPL) in the Australian Quality Training Framework (AQTF) standards for RTOs. It identifies and analyses what drives and what creates barriers to effective implementation of RPL. Issues explored in the report are: promotion, marketing and client awareness; process and client experience; industry perspectives; RPL uptake and benchmarks; equity considerations; resourcing and costing arrangements; and language and definition. The study found that industry indicated a desire to offer RPL to identify skill gaps and to avoid unnecessary training through recognition of current skills gained via on-the-job training. Students applied for RPL because they did not want to repeat training, they wanted recognition of work experience and they wanted to fast-track through a qualification in order to enter the workforce. However, national data indicate that the uptake of RPL among equity groups is relatively low and that this is partly because the learning experience is valued over the benefits to be gained by RPL. The aim of this report is to assess adult learning within the European Commission's Education and Training 2010 program, by providing statistical and analytical support. There are available data on adult education providers in Europe, including information about financial turnover, the number of providers, students and hours of teaching, and finally, capacity to employ teachers, trainers and support staff. Although the report focuses on providers of formal and informal adult education in the public sector, there is a particular interest in the provision of non-vocational learning. Primary data was collected through the use of a questionnaire and secondary sources were consulted, in particular, national statistical office websites and national progress reports sourced from the Education and Training 2010 Work program. Desk research reveals that there is limited information about issues of concern; typically there is either no data or data that relates to only some aspects of the inquiry. Most data do not distinguish between those providers of vocational education and training (VET), non-vocational education or those organisations that deliver both vocational education and education for personal development. Comparisons and trends are therefore difficult to assess. Recommendations are: the creation of a provider register by national and regional Adult Education Associations; and collaboration by member states to refine statistical frameworks so that adequate comparisons between them can be made.
