Governments are seeking to channel research funds into universities and other institutions in ways that support high-quality research in strategically important areas and bolster effective knowledge diffusion. These issues of steering and funding have even more relevance in light of the current financial crisis and economic downturn which have seen severe fiscal pressures fall on many countries. This publication presents a collection of papers presented at an OECD workshop on performance-based funding for public research in tertiary education institutions in 2010, as well as a rapporteur's report and workshop summary. It takes stock of current thinking and practice around performance-based funding for public research in tertiary education institutions as a tool to help governments meet their research goals. These funding models are essentially systems of ex-post evaluation of research outputs and outcomes from universities and other tertiary institutions, and are generally based on peer review, bibliometrics or other quantitative indicators. Their results are used to inform government decisions about how much and which institutions to fund. An online annex provides additional detail of the performance-based funding systems in place in Australia, Austria, Belgium (Flemish Community), the Czech Republic, Denmark, Finland, Germany, New Zealand, Norway, Poland and the United Kingdom. This paper concentrates on the role of foreign students' tuition fees in funding tertiary institutions and on the international mobility of students. The number of students enrolled in tertiary education outside their country of citizenship has been steadily increasing over the last 15 years. Some countries attract foreign students on a revenue-generating or at least a cost-recovery basis, while others do not differentiate between the tuition fees paid by national and foreign students. The evidence from recent tuition-fee reforms suggests that tuition fees influence the choice of destination countries among international new entrants. However, higher tuition fees do not necessarily discourage international students, and can contribute substantially to the funding of tertiary education.

Twenty-two countries have helped to build up the OECD's knowledge base on recognition of non-formal and informal learning outcomes. This paper seeks to concentrate on the essentials of the various documents produced, including the 22 background reports drafted by the countries concerned. It is thus the internal perspective of countries which is considered here. This paper describes national circumstances as viewed by the countries themselves while also casting light on their practices. It is based largely on the country background reports and sets out the policy responses developed by each country. It thus focuses on the practices of countries and regions and, as far as possible, includes quantitative data or refers to pilot projects. The idea is to see how countries and regions relate recognition to ongoing challenges, whether of a societal nature or connected with the labour market. Indeed, in preparing their own policy responses many countries are looking beyond their borders and on occasions far afield, as in the case of Australia which is following the Bologna/Sorbonne Process, and striving for international excellence. In the European Union, for example, the many existent or emerging systems are already having a broad impact on the preferences of its member states and other countries. Herein lies the importance of a paper on national practices and the contexts in which they have been introduced. The examples provided draw on different country practices without claiming to be exhaustive. The paper consists of two sections. The first reviews contextual factors, at least in so far as they may influence in one way or another systems for the recognition of non-formal and informal learning outcomes, especially in terms of their potential role as catalysts or inhibiting factors in recognition procedures. It then offers a description of how systems are organised, with their legal frameworks, procedures, technical arrangements and possible pilot programmes. The sections are structured by topic. Depending on circumstances, the paper includes entries by country or by topic where viewpoints are similar.

This working paper aims to give an overview of the national policies that exist in the field of [information and communication technology] ICT and initial teacher education. Information on this topic was initially gathered via a survey, in the form of a country questionnaire, which was conducted as part of the analytical strand of the OECD study entitled ‘ICT and initial teacher education’. In addition, desk research was conducted for 31 OECD countries. All of this work has been carried out under the auspices of the New Millennium Learners project. Responses to the survey were received from the following countries: Austria, Australia, Belgium (Flanders), Chile, Denmark, Finland, Poland, Slovakia, Spain, and the United Kingdom. On the basis of these documents, three categories are proposed for understanding the extent to which countries have addressed the issue of ICT and initial teacher education: Category 1: Lack of relevant information concerning ICT and initial teacher education; Category 2: Developing awareness of the stakes of ICT and initial teacher education; Category 3: Inclusion of ICT in initial teacher education at several levels. The first part of this report presents a comparison of national policies by classifying each of them in one of these three categories. The second part of this report proposes a complementary analysis of these results by first discussing some limits to the initial broad classification of countries in these categories and then presenting key elements of comparison in order to estimate the level of coherence of these policies.

The OECD skills strategy provides countries with a framework to analyse their strengths and weaknesses as a basis for taking concrete actions according to three pillars that comprise a national skills system: (1) developing relevant skills from childhood to adulthood; (2) activating the supply of skills on the labour market; and (3) using skills effectively in the economy and society. An effective skills strategy ensures policy coherence across the three pillars while strengthening the enabling conditions of effective governance and financing, which underpin the skills system as a whole. The OECD is working with countries to support the development of effective skills strategies at the national and local level. Putting the OECD skills strategy's integrated paradigm into practice requires whole-of-government collaboration across ministries and government levels, as well as co-operation with and among stakeholders, such as education institutions, social partners and civil society. This diagnostic report identifies 14 skills challenges for Austria. They are: (1) expanding access and improving quality of early childhood education and care (ECEC); (2) improving quality and equity in compulsory education; (3) strengthening foundation skills and labour market links in vocational education and training; (4) meeting economic demand for high-level skills; (5) expanding adult education, especially for low-skilled people; (6) improving people's ability to navigate the skills system through effective guidance and flexibility; (7) enabling women to fully participate in the labour market by improving the work-family balance; (8) retaining older people and people with moderate health problems in the labour market; (9) activating the skills of migrants; (10) encouraging employers to make better use of skills; (11) creating a skills system that supports innovation; (12) financing a more equitable and efficient skills system; (13) improving governance and responsibility structures; and (14) improving the evidence base for the development of the skills system. The report provides cases illustrating how other countries have tackled similar challenges, which can be used as input to potential policy options on how to tackle these challenges.

In April 2012, ZSI (the Centre for Social Innovation) as part of the OECD Local Economic and Employment Development (LEED) Forum on Partnership and Local Governance held a study visit in the Austrian province of Upper Austria to learn about specific local youth integration policies and partnership strategies for youth employment, developed and delivered within the framework of provincial and local partnerships. There was a specific focus on the apprenticeship model - recognised as being highly successful in international comparisons. The group met with representatives from local employment offices, employer organisations, [non-government organisations] NGOs, schools, and guidance and training centres. This short thematic paper summarises the key findings of the study visit. It gives an overview of some of the latest youth-related policies and initiatives in the province to keep youth joblessness low, to better meet employers' skill demands, and to work with disadvantaged young people to make sure they do not fall through the cracks between education and work.

The 'OECD thematic review on migrant education' will focus on the education outcomes of children of immigrants, with an emphasis on 'schools' (pre-school, primary school, and secondary school), while noting that the process of integration is multi-directional, interactive, and non-linear. The main overarching policy question of the project is: What policies will promote successful education outcomes for first and second generation migrants? The analytical approach is designed to respond to the question. The objectives and the resulting outputs are based on criteria for the assessment of the successful integration into the education system, which is threefold: (1) access - do immigrant students have the same opportunities to access quality education as their native peers?; (2) participation - do immigrant students participate (enrol and complete) as much as their native peers?; and (3) learning outcomes - do immigrant students perform as well as their native peers? Each country participating in the activity has prepared a country background report based on common OECD guidelines. Background reports outline national approaches to migrant education, providing information on school policies and practices, government policies and approaches, the role of the community and recent national data and research evidence. This is the country report for Austria. Some information on general immigration and integration policies and approaches is provided in order to place education policies in overall national policy contexts. There are two major aims: (1) descriptive, to present the current picture of what is happening in terms of immigrant children's access to, participation in and performance at school, and what interventions are working and not working; and (2) analytical, to present why certain interventions are working and others are not working (e.g. evaluative information done by research).

Social protection systems are often still designed for the archetypical full-time dependent employee. Work patterns deviating from this model - be it self-employment or online 'gig work' - can lead to gaps in social protection coverage. Globalisation and digitalisation are likely to exacerbate this discrepancy as new technologies make it easier and cheaper to offer and find work online, and online work platforms have experienced spectacular growth in recent years. While new technologies and the new forms of work they create bring the incomplete social protection of non-standard workers to the forefront of the international policy debate, non-standard work and policies to address such workers' situation are not new: across the OECD on average, one in six workers is self-employed, and a further one in eight employees is on a temporary contract. Thus, there are lessons to be learned from country experiences of providing social protection to non-standard workers. This report presents seven policy examples from OECD countries, including the 'artists' insurance system' in Germany or voluntary unemployment insurance for self-employed workers in Sweden. It draws on these studies to suggest policy options for providing social protection for non-standard workers, and for increasing the income security of on-call workers and those on flexible hours contracts.
