[This paper] reports research findings on the [UK] government's proposal for adults aged 24 and above, who study for qualifications at level 3 and above, to make greater contributions to the costs of their learning. The government proposes to remove grant funding for these further education learners and courses. This will allow the government to focus investment on younger and lower-qualified learners who are less likely to invest in themselves. Instead, the government will provide income-contingent loans to cover the resulting upfront costs, in line with its principles of promoting fairness and personal responsibility. These 24+ Advanced Learning Loans will be made available to new learners from the 2013 to 2014 academic year, with the first full year expected to be the 2014/15 academic year. [Department for Business, Innovation and Skills] BIS carried out an impact assessment to show the economic costs and benefits of this proposal, and an equality impact assessment to look at how the proposal will affect different types of learners. This research provides a greater understanding of four specific learner groups: those aged 40+, and particularly those out of work; those with mental or physical disabilities or learning difficulties that have particular needs regarding communication and information; those seeking to take up Advanced/Higher Apprentices; and Muslim learners. This research indicated that most learner groups are unlikely to be put off by the loans proposition, provided it is communicated effectively. It also highlighted groups which are likely to face specific issues and challenges.

This report presents the findings of research into the prior qualification levels of adults undertaking apprenticeships in 2010/2011. The research was undertaken to understand the background of those deciding to undertake apprenticeships as adults, and the extent to which investment in apprenticeships has been directed towards up-skilling individuals with lower skill levels, especially those without prior attainment at Full Level 2 (equivalent to five [General Certificate of Secondary Education] GCSEs at grades A-C or [National Vocational Qualification] NVQ Level 2). The research sought to provide insight into the profile of apprentices, in terms of demographics, employment status and income, and to uncover motivations for engaging with apprenticeships. The research, commissioned by the Department for Business, Innovation and Skills (BIS) and undertaken by IFF Research, looked specifically at the highest prior qualifications of adults (aged 19 plus) who were undertaking apprenticeships and advanced apprenticeships in November 2010.

We evaluate the effect of education policies, welfare programmes, technology and demographics on the differential evolution of the skill premium and on the rise in education investment in France and the US. We use a computable general equilibrium model with overlapping generations of individuals and endogenous education decisions. Human capital has two substitutable components - experience and education - both of which evolve endogenously over time. We use an original method to calibrate our model properly on the post-war period and run counterfactual experiments to assess the relative contributions of the different exogenous variables. The expansionary French education policy boosted the supply of skills and kept the skill premium low. In contrast, increasing education costs in the US contributed to increased wage differentials by reducing the rise in educational attainment. Skill-biased technical change is key to understanding rising school attendance and skill premiums in the US. It has a less important role and appears to be delayed in France.

The Skills for Life 2011 Survey (SfL2011) was commissioned by the Department for Business, Innovation and Skills and designed to measure basic skills amongst people aged between 16 and 65 (inclusive) in England. In a large part, the survey replicated the Skills for Life 2003 Survey (SfL2003), using the same literacy and numeracy tools to assess people's skills. The aim of SfL2011 was to provide an evidence base upon which the government could judge what progress has been made on literacy and numeracy amongst adults of working age in England since 2003, while providing robust evidence on the standard of [information and communication technology] ICT skills in the population. This was achieved by administering 25-minute-long, computerised assessments in literacy, numeracy and ICT topics to respondents during their interviews. Additional information was collected from respondents during the face-to-face interviews to help understand the demographic, social and motivational factors related to basic skills. In all, 7,230 interviews were conducted between May 2010 and February 2011. Literacy levels were established for 5,824 individuals, and numeracy levels for 5,823 individuals. Over 2,220 people were rated on one or more of their ICT skills: specifically, 2,253 on their word processing abilities, 2,247 on their email skills, 2,228 on their skills in using spreadsheets, and 2,274 on their general ICT knowledge (based on answers given to a multiple choice questionnaire). This report presents the main findings from SfL2011.

This report presents the findings of a survey of over 12,000 apprentices in England, Wales and Northern Ireland who were asked about their: (1) pay; (2) working hours; and (3) amount of training they received as part of their apprenticeship. The results are given for the various apprenticeship frameworks: (1) subjects and industrial sectors; (2) level and the age; and (3) gender and ethnicity of apprentices. Comparisons are also shown between these results and those collected in a similar survey in 2011.

This paper analyzes the factors underlying the evolution of the worldwide distribution of skills and their implications for global inequality. We develop and parameterize a two-sector, two-class, world economy model that endogenizes education and mobility decisions, population growth, and income disparities across and within countries. First, our static experiments reveal that the geography of skills matters for global inequality. Low access to education and sectoral misallocation of skills substantially impact income in poor countries. Second, we produce unified projections of population and income for the 21st century. Assuming the continuation of recent education and migration policies, we predict stable disparities in the world distribution of skills, slow-growing urbanization in developing countries and a rebound in income inequality. These prospects are sensitive to future education costs and to internal mobility frictions, which suggests that policies targeting access to all levels of education and sustainable urban development are vital to reduce demographic pressures and global inequality in the long term.

The research looks at adult learners (aged 19 plus) undertaking full level two and full level three courses classified as Adult Learner Responsive (ALR) provision by the Skills Funding Agency. These courses are largely classroom-based. All of the learners in this research were undertaking courses with a vocational focus. The research looked specifically at the highest prior qualifications of adult learners (aged 19 plus) who were undertaking full level two or full level three classroom-based ALR courses in further education (FE) in November 2011. It examined how far investment in this stream of learning has been directed towards up-skilling individuals with lower skill levels, especially those without prior attainment at full level two (equivalent to five [General Certificates of Secondary Education] GCSEs at grades A to C or [National Vocational Qualification] NVQ level two). The research looked at the demographics, employment status and income of learners undertaking such courses and those undertaking their first level two learning.
