OECD’s Education Committee, together with its Employment, Labour and Social Affairs Committee, endorsed a new activity on policies for information, guidance and counselling services in 2000. The main aim of the activity is to understand how the organisation, management and delivery of these services can help to promote key policy activities such as lifelong learning for all and active labour market policies. Fourteen OECD countries were involved in this activity: Australia; Austria; Canada; the Czech Republic; Denmark; Finland; Germany; Ireland; Korea; Luxembourg; the Netherlands; Norway; Spain; and the United Kingdom. Information was gathered using a national questionnaire, country visits, commissioned papers and meetings of national experts and policy makers.
This document is Germany’s response to the national questionnaire. In Germany, a statutory mandate for education and career information, guidance and counselling exists and numerous private and public institutions offer counselling services. The document contains the following 12 sections: Overview; Key goals, influences, issues and initiatives; Policy instruments for steering services; The roles of the stakeholders; Targeting and access; Staffing; Delivery settings; Delivery methods; Career information; Financing; Assuring quality; The evidence base. Also includes six appendices.

An unprecedented number of people sought shelter in OECD countries in recent years. Many countries have been taking impressive steps to facilitate the effective labour market integration of refugees. The OECD together with the German Federal Minister of Labour and Social Affairs organised the conference Working Together: Labour Market Integration of Refugees in Germany and other OECD Countries in Berlin, Germany on 14 March 2017. This conference was an opportunity to reaffirm the importance of successful labour market integration as well as to share knowledge and good practices.
As a background to the conference, the OECD released a fast-track review of the German labour market integration system for refugees. As part of this review, a survey of 2200 German employers regarding their views and experiences with refugees and asylum seekers was conducted jointly with the German Association of Chambers of Commerce and Trade (DIHK) and the German Ministry of Labour and Social Affairs. This report of the review provides a brief overview of the characteristics of recently arrived asylum seekers and discusses current labour market conditions and the outlook for integration. Recent policy initiatives are assessed against good practices from other OECD countries.

The governance of skills systems has always raised a number of challenges for governments. Being at the intersection of education, labour market, industrial and other policy domains, managing skills policies is inherently complex. Addressing these challenges is more than ever crucial as globalisation, technological progress and demographic change are putting daunting pressures on skills systems to ensure that all members of society are equipped with the skills necessary to thrive in a rapidly changing world. This report provides advice on how to make the governance of skills systems effective. Building on the OECD Skills Strategy 2019 [available in VOCEDplus at TD/TNC 136.771], which identified four main challenges of skills systems governance, the report presents examples of how six different countries (Estonia, Germany, Korea, Norway, Portugal and the United States) have responded to one or several of these challenges. It also outlines concrete policy recommendations together with a self-assessment tool which provides guidance to policy makers and stakeholders for designing better skills systems that deliver better skills outcomes.

The OECD annual report on jobs and employment in OECD countries reviews recent trends, policy developments, and prospects. The 2021 edition of the OECD Employment Outlook [available in VOCEDplus at TD/TNC 145.163] focusses on the labour market implications of the [Coronavirus Disease 2019] COVID-19 crisis. Country notes are available for Australia, Canada, France, Germany, Italy, Japan, Korea, Mexico, Spain, the United Kingdom, and the United States.
In some countries, employers used job retention programmes to cut hours while allowing workers to keep their pay and jobs; there, it is likely that the full impact of the pandemic is yet to be felt. In others, there have been unprecedented increases in unemployment, but many workers will return to their jobs (or to new ones) as economies re-open and activity picks up.
The German job retention scheme (Kurzarbeit) has supported many jobs across the economy, generally providing high levels of income protection for workers, also thanks to collective agreements that have increased replacement rates in specific sectors. During the first pandemic wave in April/May 2020, 15.5 per cent of dependent workers in Germany were on Kurzarbeit. One year into the pandemic, in February/March 2021, the number had shrunk to 8.4 per cent of workers. The scheme is a good example of how job retention support can be coupled with measures to preserve and enhance workers' skills. Workers on Kurzarbeit are allowed to temporarily work in a different firm, to undergo training, and they are supported by the public employment service if they wish to change jobs.

This joint OECD-ILO publication provides guidance on how local and regional governments can foster business-education partnerships in apprenticeship programmes and other types of work-based learning, drawing on case studies across nine countries. There has been increasing interest in apprenticeships which combine on the job training with classroom-based study, providing a smooth transition from school to work. There are benefits to both individuals and employers from participating in apprenticeships, including increased productivity and job quality. Successful implementation is contingent on having a high level of employer engagement at the local level, notably in the design, development and delivery of programmes.
