‘Training & employment’ is a quarterly English-language newsletter aimed at informing the international community about research and other activities undertaken by the Centre for Research on Education, Training and Employment (CEREQ) in France. The article in this issue compares the employment and career advancement possibilities in hotel and catering jobs in France and the US. France and the US have been exchanging expertise in this industry since the 1970s with France exporting its cooking expertise and the US establishing large hotel and catering chains in France and introducing new management methods and approaches to servicing large numbers of guests. Although the industry in France is still dominated mainly by self-run enterprises, the growth in American outlets in France will likely lead to an increase in the share of supervisory, management and marketing functions. In addition, French advances in the constitution of different occupations and hotel management training may also enhance employment prospects for the industry. The article takes a prospective look at employment possibilities, the characteristics of the French hotel and catering industry workforce, and the two training systems (French and American) for a single employment structure. Trades in the French construction sector seem to be heading towards a period of stability, if only because buildings are made to last for a long time and therefore require the use of methods which have proved their worth over the years and that of traditional renovation techniques. These trades have been changing increasingly fast, however, due to the industrialisation of the sector and the development of novel building materials and increasingly sophisticated technical equipment. Construction professionals’ sense of identity therefore sometimes seem to be torn between tradition and modernity. In order to avoid following trends which might lead to either the disappearance of valuable inherited knowhow or the inability to make use of the latest materials and technological developments, professionals therefore have to start looking ahead at what is to become of this sector’s trades. Because of the objectives now being assigned to the construction industry in terms of environmental control, it has become increasingly crucial to address this question.

‘Training & employment’ is a quarterly English-language newsletter aimed at informing the international community about research and other activities undertaken by the Centre for Research on Education, Training and Employment (CEREQ) in France. This article looks at the issue of workforce ageing in the quarries and building materials sector and how to solve workplace replacement requirements. To resolve this issue, a three-stage prospective survey was carried out by Cereq: the first phase analysed current trends in activities and jobs; phase two looked at human resource management practices of firms; and the third phase developed a model for the medium-term requirements, based on the results of the first two phases. This approach identified the most strategic and hard-to-fill positions and treated them as initial positions for young employees with initial vocational training as well as positions that could be filled through internal mobility or external recruitment methods. The various services provided in the framework of adult career guidance have been evolving during the last few years as the result of European employment policies. Despite the quantitative and qualitative differences in the information, advice and accompaniment provided by guidance services, they are always intended to actively mobilise individuals and thus to promote their transition to work. Job-seekers are the main population targeted. Although these resources can sometimes be consulted by the general public, it has become compulsory for job-seekers to undergo guidance.

Purpose - The purpose of this paper is to explore the employment trajectories, aspirations, work-life balance and career mobility of women working as part-time managers. Design/methodology/approach - In-depth, semi-structured interviews were conducted with 16 female part-time managers and four of their line managers in public and private-sector organizations. Interviews explored women’s career trajectories before and after the transition to part-time work and focused on career mobility, aspirations and work-life balance. Findings - The part-time managers in this sample held varied careers while working full-time but careers stalled once a transition to part-time work was made. The majority were career focused, worked intensively and felt frustrated with their lack of mobility and career progression while working part-time. The majority worked in excess of their contracted hours and did not experience an appropriate reallocation of work when they reduced hours. Practical implications - This paper is of value to both researchers and policy makers. Policy implications point to the limitations of the current UK legislation on the right to request flexible working. The paper states that further research would be beneficial on the ways in which managers employed on part-time and other flexible contracts, operate successfully in organizations, with the aim of championing alternative working patterns and breaking down traditional long hours cultures which act as a barrier to women and part-time workers. Originality/value - This paper explores the employment profiles and experiences of a little studied and rare group of female workers.

The majority of executives know what possibilities are available in terms of training and take part in career interviews, whatever their company’s training policy. Other employees have clearly more to gain from information provided, from the systematic implementation of professional interviews provided for by the 2004 training reform and from guarantees provided by collective supports. The deliberative area opened up by these instruments appears to reduce inequalities with regard to access to continuing training.

‘Training & employment’ is a quarterly English-language newsletter aimed at informing the international community about research and other activities undertaken by the Centre for Research on Education, Training and Employment (CEREQ) in France. The article featured in this issue reports on a 2001 survey entitled ‘Generation ‘98’, which surveyed 55,000 students or apprentices who left the education system in 1998 to enter the labour market. The results of this survey were compared with those of the earlier ‘Generation 92’ survey, and revealed that the young people of 1998 gained more rapid and lasting access to employment than their 1992 counterparts, and had fewer numbers facing persistent unemployment. The 1998 survey also focused on the paths taken by young people in their school to work transition, in terms of whether they gained immediate access to long-term employment or whether they experienced periods of unemployment or engaged in further training. Since the Treaty of Rome was signed in 1957, it has been generally agreed that harmonising the systems of certification used in the European member countries is liable to facilitate employees’ personal mobility. Various approaches have therefore been launched on these lines and re-activated by the Lisbon summit and the Bruges-Copenhagen process. The French system of vocational training was long regarded as an exception in this context. However, a closer look at how this system has evolved shows that it is in fact quite exemplary, since France has applied lifelong learning objectives and set up tools in line with European recommendations: development of a national qualifications framework, outcome-based definition of qualifications, application of the concept of competence and validation of previously acquired experience.

One might imagine that after seven years on the labour market, young people have finished with school-to-work transition and started forging a career, taking advantage of the opportunities for advancement available at their firms or gaining promotion by moving from one employer to another. However, the passage between school-to-work transition and starting a career can follow many different patterns. At one end of the scale, young people with no diplomas are highly exposed to economic downturns and many of them are still looking for steady jobs after seven years on the labour market. At the other end, higher educational graduates settle down more quickly into permanent employment, as well as achieving more favourable situations in terms of their positions and wage levels.

One proven way of protecting oneself from ‘precarity’ and unemployment is to obtain a university degree. However, some PhDs are experiencing increasing difficulties in finding stable employment. Traditionally destined for careers in academic and other publicly funded research, they have increasingly had to look to the private sector in order to widen their employment prospects. However, it is proving difficult for both PhDs and firms to make the necessary adjustments.
