This comparative report brings together the work of the OECD thematic review of adult learning undertaken between December 1999 and November 2001 to analyse policy options in different national contexts for improving access to, and participation in, adult learning and to enhance its quality and effectiveness. The report draws on the experiences of the nine participating OECD countries (Canada, Denmark, Finland, Norway, Portugal, Spain, Sweden, Switzerland, and England) to identify the successful elements of adult learning policy and practice. The report seeks to analyse the nature of, and reasons for, similarities and difference in policy approaches across the nine countries and to identify some of the possible implications for policy makers. Chapter two provides the definitions and framework for the review, the rationale for the focus on adult learning and a list of key issues to be addressed in subsequent chapters. Chapter three identifies patterns of participation in adult learning and assesses the needs and gaps in provision. Chapter four provides a summary of the general policies and priorities currently operating in adult learning in the nine countries. Chapter five analyses the barriers to participation and the various practices and incentives that can improve motivation for learning in the labour market and other areas. Chapter six looks at measures that can improve the quality of learning and outcomes through the use of appropriate pedagogy and modes of learning provision, teacher preparation and quality control. Chapter seven analyses policy options to address problems of disjointed provision of services and the weaknesses of delivery infrastructures. Chapter eight provides a general overview of findings, key elements and features of a desirable adult learning system.
Individual countries prepared descriptive background reports on the adult learning practices in their own countries. Available analytical country notes, prepared by the OECD multinational review team and based on the background reports and discussions with national stakeholders, are indexed from TD/TNC 73.70 to TD/TNC 73.75. The OECD thematic review of adult learning was undertaken between December 1999 and November 2001 to analyse policy options in different national contexts for improving access to, and participation in, adult learning and to enhance its quality and effectiveness. OECD countries taking part in the review prepared a descriptive background report on the adult learning practices in their own countries. These reports were used to provide an OECD expert review team with the information required to conduct an effective direct analysis. This document represents the background report for Denmark. The report explores and describes the rationale of the Danish adult education and training system and trends in adult learning. Policy initiatives are described in detail and trends in pedagogical approach to meet the needs of enterprises, individuals and society are outlined. The chapters are: Context and background; Adult learning - providers, participants and returns; Issues, problems and good practices; Summary and conclusions. Appendix one contains an overview of the Danish system of councils on adult education; Appendix two contains a table illustrating the Danish education and continuing vocational training system; and Appendix three contains a brief description of the Danish adult education and training leading to a qualification.

More mothers with young children are in paid work than in the past. There is a long-running debate on possible negative effects of maternal employment on child development. For the first time, this paper presents an initial comparative analysis of longitudinal data on maternal employment patterns after birth on child cognitive and behavioural development. The paper examines data of five OECD countries with different types and intensity of support provided to families to reconcile work and family life. The evidence suggests that a return to paid work by mothers within six months after childbirth may have negative effects on child outcomes, particularly on cognitive development, but the effects are small and not universally observed. Other factors such as family income, parental education and quality of interaction with children have greater influences on child development than early maternal employment per se.

The Organisation for Economic Co-operation and Development (OECD) Education Committee launched a thematic review of the transition from initial education to working life in 1996. The review investigated how the transition from initial education to working life for young people had changed during the 1990s and which social, education, and employment policies and programs were most effective in terms of transition outcomes for young people. The review involved 14 OECD Member countries, representing a diverse sample in terms of institutional arrangements in support of transition, level of economic development, and culture. This revised edition of the thematic review describes the key trends and conclusions to emerge from the thematic review. Chapter 1 introduces the review and its methodology; Chapter 2 examines transition outcomes; Chapter 3 focuses on the transition process; Chapter 4 identifies some of the key features of effective transition systems; Chapter 5 discusses how the transition phase can promote lifelong learning and presents two complementary approaches: one focuses on educational institutions and structures, and the other concentrates on learner-centred approaches; and Chapter 6 presents some key policy challenges for the future.

This report arises from a visit by the Secretariat of the Organisation for Economic Co-operation and Development (OECD) to Denmark during which Danish officials from the Ministries of Education and Labour met to discuss the financing of lifelong learning. Developments in lifelong learning initiatives in Denmark are outlined. Financial arrangements which support lifelong learning practices are discussed. Denmark's 'taximeter' system of funding is outlined. It is concluded that Denmark's current system of lifelong learning and the associated costs are satisfactory. Over the past decades, almost all OECD countries have seen significant increases in the educational attainment of their populations. As the attainment level of the population increases from generation to generation, adults may attain a higher level of education than their parents. The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), found on average that 39 per cent of adults have achieved a higher level of education than their parents across 24 national and sub-national entities participating. Upward educational mobility may be falling among younger generations as the population has a higher educational level. Still, young people with tertiary educated parents are more likely to participate in tertiary education than those whose parents did not have a tertiary qualification.
