The ageing society has been attracting the attention of policy makers in Australia and in many other countries. This paper considers the labour market for the traditional trades in Australia over the next 40 years and investigates whether the ageing society will pose a workforce problem. The broad conclusion is that the ageing society will significantly impact on the size of the potential trades workforce, but that this is unlikely to result in shortages. Rather, any shortage is more likely to occur if the trades lose their attractiveness relative to other occupations. Moreover, the age distribution of the trades workforce will remain largely unaltered. Show less

In this conference paper, it is argued that workforce planning should be built on an understanding of how the labour market works, and the links between it and education and training. Workforce planning is particularly difficult for the resources and infrastructure industry because: (1) the demand for resources is difficult to forecast; and (2) the industry is made up of relatively small employers and draws workers from a wide range of occupations. The paper emphasises the importance of gaining an understanding of the way the training system works, the way the labour market works, and how the industry fits into the overall labour market. One of the most striking features of the modern world is its changing demographic profile. In almost any policy arena, the issue of demographic change (or ageing) sits alongside globalisation, climate change and the knowledge revolution as areas which are transforming societies, including the ways in which we organise and go about our work activities. While ageing has particular salience for developed countries, in fact, the phenomenon is actually more dramatic in developing countries. This significant and worldwide phenomenon motivated an international meeting of a number of technical and vocational education and training (TVET) research agencies, hosted by the National Centre for Vocational Education Research (NCVER) in October 2006. This publication is the result of this meeting and contains the presented papers and comments by discussants. What emerges from the papers is a picture of a worldwide trend that touches many aspects of TVET and the labour market, but one which needs to take into account the very different economies and societies of the world.

Using wage data from the Student Outcomes Survey and the national vocational education and training (VET) collection conducted annually by the National Centre for Vocational Education Research (NCVER), this study examines whether there is a benefit to actually completing a VET qualification, noting that many VET students do not complete full qualifications. It is important to acknowledge that VET is very varied in terms of motivation and educational background. Returns to study also vary, and analysis indicates that low-level qualifications (certificates I and II) appear to have little return. This report is useful to policy-makers in terms of defining performance indicators for the sector and also in terms of thinking about resourcing and fee models for the sector. Show less

This paper looks at the domestic demand for tertiary education, including both higher education and vocational education and training and excluding overseas students. It argues that the concept is problematic because of the dominant role of the government in provision, and discusses the factors that impinge on it: fees, returns to study and demographics. The paper looks at unmet demand and the factors that drive demand. It then discusses what has been happening to student demand over the last decade or so. It considers whether we can expect student demand to continue to increase or is the point being reached where the market is saturated. It also looks at the effect the ageing population will have on student demand, given that the biggest inflow of students comes from the school leaver population and looks at likely trends in coming years. While vocational subjects have always been part of the school curriculum, formal vocational education and training (VET) in the last two years of secondary education has been a policy focus for the last decade. In the Australian context, VET in schools is defined as courses that lead to industry recognised qualifications under the Australian Qualifications Framework while at the same time contributing to the standard Year 12 certificate. The number of students doing such courses has increased dramatically and is now close to one in two. The article looks at some history, the characteristics of the courses, the success of the policy in terms of school retention and labour market outcomes, and remaining challenges.

The vocational education and training (VET) sector is poorly understood, particularly in relation to the important role it plays in the education of young people. While apprenticeships are seen as a desirable pathway between school and work, and technical and further education (TAFE) is acknowledged as an alternative to university, the actual magnitude of its role is not appreciated. The main reason, in the view of the author, is that it does not fit neatly in a linear world; the ‘complete Year 12 and go to university’ is easy to understand, but for many young people pathways involving VET are a lot less straightforward. The purpose of this paper is to remedy this perception by spelling out the extent of participation in VET and the various pathways that this participation covers. The paper also looks at what is studied and the outcomes, in terms of completion rates, employment and further study, and satisfaction. What emerges is that participation is extremely high for young people, and there are many positive outcomes. But completion rates are variable, and relatively few young people emerge with a middle-level, or higher, qualification. Show less
