Qualifications frameworks across Europe are coming of age: following a period of initial development and formal adoption they are now becoming increasingly operational. Promoting the principle of learning outcomes, qualifications frameworks are, in some countries, evolving from a tool to describe qualifications systems into a means to reform and modernise them. With the exception of the Irish, French and UK frameworks, European [National Qualifications Frameworks] NQFs are still young, having been developed over the past decade, spurred by the [European Qualifications Framework] EQF recommendation of 2008. The future impact of these young frameworks depends on their ability to make a difference to end-users, be these learners, parents, education and training providers, employers or others. Developments during 2015 give some initial indications on the possible future role frameworks may play.

Quality in education and training has been given new impetus in the past few decades. This is mainly due to expansion of the education and training offer and rising demand for it, which have brought up the issues of transparency and effectiveness. In addition, over the past 10 years, European Union policies on education and training, particularly in higher education with the Bologna process and vocational education and training (VET) with the Copenhagen process, have raised public awareness of the importance of quality for modern, relevant, attractive and permeable learning paths. Despite implementation by Member States being voluntary, European political priorities certainly provide a common area and foster cooperation on quality in education and training. The present glossary of terms on quality in education and training is meant to promote communication and understanding. It is intended for researchers, experts and all those involved in improving the quality of learning curricula, learning providers and education and training systems. It does not represent an exhaustive inventory of the terminology used by specialists.

This publication has been prepared by the interagency technical vocational education and training (TVET) group on skill mismatch in digitised labour markets, to support experts and policy-makers who wish to engage in discussion on the potential of web-based big data for skills policy. It outlines how such data can be used to mitigate labour market challenges, reduce skills mismatches and strengthen the links between the labour market and education and training.
The focus is on overcoming conceptual and practical challenges and limitations, system development and using big data for skills policy in practice. Examples of big data initiatives from around the globe illustrate its potential and provide insight into how big data are already supporting policy-makers in shaping the futures of work and education.

This paper reports on a project which set out to develop a set of indicators which would enable an improvement in the understanding of the effectiveness of vocational education and training (VET). Specifically, it set out to develop a new set of indicators that are concerned with the effectiveness of training. The paper is structured as follows: the first section contains a brief introduction; section two outlines the European Union (EU) policy on training; section three covers the methodology; sections four to six present UK indicators for initial vocational education and training (IVT) using the British Household Panel Survey (BHPS), vocational education and training for the unemployed (UVT) and continuing vocational education and training (CVT) from the BHPS, and indicators from the European Community Household Panel (ECHP) survey, respectively; and section seven outlines the proposals for new indicators of training effectiveness.

Validation of non-formal and informal learning is defined as 'a process of confirmation by an authorised body that an individual has acquired learning outcomes measured against a relevant standard'. It aims to make non-formal and informal learning visible socially, in the labour market and in the education and training system, based on the identification, documentation, assessment and certification of such learning. Validation has the potential to contribute to achieving the goals set by the Europe 2020 strategy, as it can contribute to matching skills supply and demand, supporting mobility across sectors and countries and fighting social exclusion. The European inventory on validation of non-formal and informal learning is a regularly updated overview of validation practices and arrangements across Europe. It is compiled in cooperation with the European Commission and ETF. The inventory was endorsed by the Council recommendation of 2012 on validation and works together with the European guidelines as a tool to support countries in developing and implementing validation arrangements.
The inventory informs dialogue and learning between countries and stakeholders developing and implementing validation in Europe. Our key objective is to support Member States so that more learners and workers can acquire and make visible new skills, which will support their career and further learning and improve their quality of life. The 2018 update of the inventory is a unique record of how validation is being used nationally, regionally and locally across Europe. It contains the state of play and an overview of developments for 39 countries, illustrated by good practice examples. You will also find thematic reports on key issues in designing and implementing validation initiatives, plus three international case studies. The inventory is the result of a three-year process based on the work of a large network of national experts, extensive review of documents, and interviews with key stakeholders.

This publication reports on a study which examined existing environmental education and agricultural practices that were environmentally friendly with the aim of defining new knowledge, skills and qualifications related to environmental issues in organic farming, and how these qualifications can best be acquired. The report is structured as follows: the first chapter outlines the background, objectives and design of the study; chapter two contains the European policy on agriculture and employment; chapter three describes the European agricultural sector, including the European organic farming sector, and the organic farming and certification systems in the five countries (Germany, Greece, Portugal, Spain, and the Netherlands); chapter four discusses education, training and innovation transfer in these five countries; chapter five describes the processing and distribution of organic products and presents the types of information dissemination among the consumers of organically produced products; chapter six provides national case studies; chapter seven contains conclusions and suggestions; chapter eight provides a summary of the main results (that regardless of education level, education, training, innovation transfer, and information on the production of certified organic products as well as on their distribution in the market, are important for all bodies involved in the chain); and the final chapter contains a bibliography.
