The National Adult Learning Survey (NALS) involved 5 653 interviews undertaken with a representative sample of adults aged 16-69 in England and Wales in 1997. It collected information from respondents about taught learning and self-directed learning over the previous three years or since leaving continuous full-time education, whichever was the most recent. This report details the findings of the survey, including a profile of the respondents, analysis of key characteristics used in predicting participation in learning, information about the taught and non-taught learning, and a comparison of the attitudes of the learners and non-learners. A technical report on the methodology and development of the survey instruments, and the questionnaires used in the survey, are given in the appendices.

Training and Enterprise Councils (TECs) have come a long way. Since 1995 a number of TECs and Chambers of Commerce have undergone voluntary merger to form bodies called Chambers of Commerce, Training and Enterprise (CCTE). The findings of this report describe a growth in TEC/CCTE expertise in conducting labour market assessments and a greater diversity of approach in responding to different local circumstances and characteristics. In some respects, progress has not been positive. A range of issues that influence TEC/CCTE success in terms of labour market relevance and responsiveness are raised. A series of pre-vocational pilots (PVPs) were introduced in the United Kingdom (UK) by the Department for Education and Employment (DfEE) in April 1996. The pilots tested a number of models of pre-vocational training in order to identify whether there are training methods which can help prepare unemployed people, who have learning needs not being effectively met through mainstream training, to take up vocational training or to gain employment. This document is a summary of a report on the findings from a case study evaluation of nine PVPs. A key aim of the report is to identify examples of good practice and factors which are associated with success in order to facilitate the delivery of effective pre-vocational training. The case studies: (a) assessed the appropriateness of the provision of training to participants; (b) described the operation of the pilots in practice; (c) provided early feedback on the outcomes and achievements of participants; and (d) assessed the relative effectiveness of different approaches and models. Factors contributing to the success of the pilots are: the demand for this type of supported program; the provision of ongoing assessment, vocational training and work experience, advice and guidance, and personal support; flexibility within the model to respond to individual client needs; and the support of effective partnerships and networking between all organisations involved. While there are a number of approaches to assessing the impact of Training and Enterprise Councils (TECs) on their local areas, no single method exists that will satisfactorily encompass the differing roles TECs can take in their local economies. The National Skills Task Force has been established by the Secretary of State for Education and Employment to assist him in developing a National Skills Agenda. The Task Force was asked to provide advice on the nature, extent and pattern of skill needs and shortages, including associated recruitment difficulties, how these are likely to change and what can be done to ease such problems. This paper is one of a series that has been commissioned to review and evaluate existing literature in a number of skills-related areas.
This paper examines how economists forecast skill needs, how the economy responds to a lack of skills and the economic consequences of not anticipating skills needs. Following an introduction and summary, the authors first of all examine skills shortages and why we need to anticipate skill needs. They identify the results of skill shortages such as lower quality, lower productivity and higher wages and note the impact of the measures taken by firms to adjust to these shortages. They then discuss the difficulties implicit in leaving it to market mechanisms to address the problems. Finally, they analyse how economists attempt to forecast skills. They discuss occupational forecasting and whether it can be a useful indicator for predicting skill change, question the links between occupations and skills and present some case study examples of skill changes, particularly multi-skilling, in large organisations.

This report is intended to highlight policy issues to do with the delivery of Youth Training (YT) programs. It has three main aims. They are: (1) to test the feasibility of using existing data sources on the former YT to improve estimates of early leaving from YT and other work based training; (2) to identify common characteristics of early leavers; and (3) to compare characteristics of YT early leavers with those who complete their period of YT but do not achieve their planned outcome. The research raises a number of questions in the areas of the quality of data and internal factors relating to the programs. These policy issues are briefly discussed. Show less

This paper is one of a series that has been commissioned to review and evaluate existing literature in a number of skills-related areas.
This paper considers issues relating to the measurement of skill for national statistical purposes, drawing on research leading to the revision of the national occupational classification for the United Kingdom (UK), SOC90. (Note: the revised classification will be referred to as SOC2000.) It aims to provide advice on the measurement of skill and the monitoring of change and to explain how the revised classification will affect the analysis of skill change and lead to a re-examination of forecasting of occupational structure. During the two-year revision process, perceived inadequacies were identified and the paper notes the major problems of definition that arose. Following the introduction, Section 2 presents a brief history of occupational classification in the UK. Section 3 describes the conceptual basis of the Standard Occupational Classification (SOC). Section 4 looks at problems with SOC90 and the constraints placed on the process. Section 5 briefly discusses the major processes of labour market change which shaped the revision. Section 6 identifies the sources and methods that were used in investigating occupational change. Section 7 presents an outline of the major changes to be introduced within SOC2000. Section 8 presents the authors' conclusions, in which they point out the difficulties caused by the speed of change in both skill areas and work organisation, but also maintain that this will be a better tool for the measurement of skill and for job-matching purposes.

Subsidised skills training has an important role among the battery of measures that comprise the British government's policies to help long-term unemployed adults to find jobs. This study evaluates the effectiveness of such training for the individual who receives it. Does it help unemployed people to find jobs more quickly, and if so, what kinds of jobs does it lead to? Which elements in training programs are the most effective? How long-lasting are the benefits that training gives unemployed people and does it increase their potential earnings? The present evaluation focuses on a program formerly known as Training for Work (TfW). Although this program no longer exists under that name, most of the features of TfW have been retained in what is now termed 'work-based learning for unemployed adults' and such training is one of the options available to unemployed people under the New Deal. Thus the findings of the study remain highly relevant to current policy. Show less

The Department for Education and Employment (DFEE) has supported a number of Industry Training Organisations (ITOs) to encourage lifetime learning amongst employees in their respective sectors. Seqal Qunice Wicksteed Limited (SQW) was commissioned in November 1995 to review the effectiveness of a sectoral approach to lifetime learning through studying how six ITOs (covering agriculture, glass, hairdressing, information technology, local government and retail) had designed and implemented their strategies. In January 1997, the remit was extended to three ITOs (covering bus and coach, hospitality and plumbing). This report outlines the role of each sector and then discusses some of the lessons learned from the study of the sectoral strategies to encourage lifetime learning. Show less

The aim of this study was to provide a detailed assessment of the economic costs and benefits to employers of training to National Vocational Qualification (NVQ) level 2, or an equivalent standard, for young people aged 16 to 24 in selected occupations. Forty case studies from selected occupations in five industrial sectors were chosen. Four areas have been assessed. They are: (1) the total gross and net costs of training for the full training period; (2) the contribution of Youth Training (YT) to the costs of training; (3) the effect of YT funding on the volumes of young people being trained by employers; and (4) the structure of training offered by employers. Chapters one to three of this report provide detailed information about the methods and definitions employed in the study, measuring the costs and benefits of training and assessing the employers' net costs of training. Details of the costs and benefits from the electronics sector, the construction sector, the food retail sector, the hotel and catering sector and the financial services sector are provided in chapters 4 to 8.
