The number of young people commencing apprenticeships and traineeships whilst at school, and monitored by their school, has grown considerably, encouraged by State and Federal governments, since the first participants began in 1997. There has as yet been little research into the nature of the training given to, and learning experienced by, such young people; most published literature has related to organisational issues. This paper reports on a research project funded by the National Research and Evaluation Committee [NREC] into learning and training in school-based new apprenticeships (SBNAs). A questionnaire was sent to a large sample of all SBNAs in three States: Queensland, Victoria and South Australia, using a survey instrument adapted from a previous NREC study, 'School students' learning from their paid and unpaid work' (report indexed at TD/TNC 68.01). The results present an overview of SBNA employment, training and learning practices which will provide an important basis for development of policy and practice in this area.

Steve Davis interviews a collection of presenters from two panel discussions at the 29th National Vocational Education and Training Research Conference 'No Frills', held on 7-10 July 2020. Topics covered in the lively discussion include new directions in skills planning, digital technology and the role it plays in aged and community care, insights from the Longitudinal Surveys of Australian Youth (LSAY), and the role of parental influence in taking on apprenticeships. In 2020, the National Centre for Vocational Education Research (NCVER) invited expert vocational voices from the vocational education and training (VET) sector to share their views, stories, experiences and insights on a range of hot topics. This podcast is a roundup of interesting snippets and research findings from across the eight podcast episodes released during the year. This paper chronicles and analyses the expansion and contraction of the Australian apprenticeship system from 1985 to 2020. The system expanded from a small number of occupations, mainly in craft and manufacturing areas, to include many other occupations, notably in the different types of service sectors. The expansion was achieved primarily through a new type of apprenticeship, known as a traineeship, to augment the existing more traditional apprenticeships. Since 2012, the system has contracted considerably, and the participation rate of women has been affected disproportionately. The period of expansion of the system was book-ended by two major government-instigated documents, in 1985 and 2011. In 1985 a Parliamentary Committee of Inquiry into Labour Market Programs [report available in VOCEDplus at TD/LMR 85.649] proposed the introduction of traineeships, and in 2011 an Expert Panel on Apprenticeships [report available in VOCEDplus at TD/TNC 103.740] sought to reduce numbers through the application of specific criteria for government support, which primarily affected the occupations served by traineeships. Two sources of evidence are used to examine the expansion and contraction of the apprenticeship system: data from the national apprenticeship statistics collection maintained by the National Centre for Vocational Education Research (NCVER) and key government reports over the 35 years. This paper examines responses to the trend for increasing participation in tertiary education, linking developments in higher education with those in apprenticeship systems, in Australia and the United Kingdom. In both sectors, expansion proceeded for several decades, but was robustly criticised in both countries. The expansion of access to these two forms of tertiary education, therefore, was contested and potentially precarious.

The paper finds, through analysis of official data, that participation in higher education and in apprenticeship was actually almost static, or fell, in both countries in the 2010s. Yet criticism of expansion continued in media commentary during this decade. The paper both explains and takes issue with the arguments against expansion, which have been influential in both sectors. It discusses some ways forward to understand the phenomenon better, and also the need to address the problems caused by the restriction of opportunities. Comparative analysis between the two sectors has not previously been undertaken. It is argued in the paper that such analysis enriches the theoretical lenses through which expansion of access may be viewed, and that it may suggest avenues for future research, and perhaps, for advocacy.

This article uses the findings from a qualitative study of Australian young people in their first year of full-time work to examine the nature and utility of off-the-job training in apprenticeships and traineeships. The findings confirm the conclusions of earlier studies about the importance of off-the-job training as a supplement for workplace learning. It was found that, while initially not attaching much value to off-the-job training, the young people gained more of an appreciation, during the course of the year, of what off-the-job training had to offer. Other findings about off-the-job training included: the superiority of face-to-face training as opposed to other forms of delivery; the importance of young people’s relationship with their off-the-job trainers; the ‘implicit contract’ of expectations of the parties to the training contract; the different viewpoints of the parties; and the dissatisfaction of those in traineeships with the lack of intellectual challenge in their competency-based curriculum.

This paper reports on aspects of a recent project carried out for the International Labour Organization (ILO) and the World Bank, which was designed to feed into the process of updating and expanding India's apprenticeship system. The apprenticeship system in India is extremely small for the country's population, even taking into account the high proportion of jobs that are in the informal economy, and is subject to very rigid regulation. Expansion of the system has been seen as vital in order to improve the supply of skills to the rapidly expanding economy, and also to address issues of disparity in labour market participation and equity for certain groups in Indian society. The paper firstly explains how findings about apprenticeship systems from 10 other countries, together with analysis of the Indian situation, were used to present options for consideration by the Indian government. It then analyses these options for their social justice and equity implications.

In 2012, the G20 Labor and Employment Ministers gave significant attention to apprenticeships and called for sharing of experience in the design and implementation of apprenticeship programs. This high level international interest was also reflected in discussions of tripartite constituents at the 2012 International Labour Conference's committee on youth employment, which called for the promotion of quality apprenticeships, including in developing countries. In this context, the ILO and World Bank in 2012 jointly conducted a study to review international experience in apprenticeships and identify good practice principles based on the cross-country analysis. Apprenticeships can be seen as the ultimate in cooperation between [technical and vocational education and training] TVET providers and industry as they are based on a combination of work and study. They provide appropriate skills for companies and also all-round occupational and generic skills, as well as providing a tried and tested means of moving young people into the full-time labour market. However there are many different actual and potential models of apprenticeship, which can be confusing for countries looking to begin or re-develop an apprenticeship system. This paper uses part of the work undertaken for a project funded by the International Labour Organization and the World Bank to compare and contrast apprenticeship systems in 11 countries, for the purpose of drawing out some principles of good practice. The project was undertaken to provide suggestions for the process of reform of the Indian apprenticeship system (Planning Commission 2009). Experiences of other countries, both in the developed and the developing world, indicate that apprenticeship systems cannot be transplanted among countries; however, key features of countries’ systems can be identified and sensitively developed in other countries.

The paper explains how an international comparative study arrived at principles for good practice. In the project, 11 individual country case studies, based on reports, literature and stakeholder comment, were produced by a team of national experts, and subjected to a cross-case analysis to extract these principles. The use of national experts was judged to be more effective than having people write on other countries’ systems. The latter method has proved in many instances to result in inaccurate reports, susceptibility to the influence of limited numbers of stakeholders and a lack of sophistication in analysing trends. The country case studies took into account agreed international benchmarks for describing, analysing and evaluating apprenticeships, based on the framework described in the recently-released memorandum by INAP, the International Network on Innovative Apprenticeship (INAP Commission 2012) and the framework developed by one of the authors in the International Encyclopedia of Education (Smith 2010). The countries were selected to cover a range of variables. A cross-case analysis was undertaken which drew together data from the countries using a thematic approach and simple data display techniques (Miles and Huberman 1994). The analysis covered both systemic issues and ‘the life cycle of the apprentice’. The data were then further reduced to develop an identified set of principles of good practice in apprenticeship systems. These principles of good practice were then contextualised within a consideration of issues of ‘quality’, expansion and simplification strategies for apprenticeships and incentives for employers and apprentices.
