This study examined how vocational education and training (VET) has changed since the mid-1990s, and how this may influence future opportunities and challenges. This synthesis report summarises three years of research involving researchers and VET experts across Europe, with discussion of findings on the content and delivery of VET, assessment practices, and the link between initial and continuing VET. In addition to connecting and synthesising the series of research papers and case studies already published, it features an analysis by country.
The study provides important insights into how VET in Europe has developed over the past three decades, illustrating observed trends and developments, as well as tendencies of convergence between countries and systems. The research has also shown that the development of VET does not necessarily form an unbroken chain leading in one direction but can be interrupted by changes of course and even reversals in policy and practice. The future of VET is still unwritten. This report aims to provide a stimulus for developing future research in this area.

Cedefop's work on the thematic country reviews (TCRs) on upskilling pathways (UP) aims at supporting Member States in the development of systematic, coordinated and coherent approaches to upskilling pathways for low-skilled adults. The aim is to undertake in-depth reviews of countries' national approaches to the implementation of the upskilling pathways Recommendation, with the support of key national stakeholders. The European Council 2016 'Recommendation on upskilling pathways: new opportunities for adults' puts low-skilled adults into the spotlight of EU and national policies and encourages Member States to offer upskilling and reskilling opportunities for the low-skilled adult population. France and Italy were the first two countries that undertook this TCR exercise in 2021; implementation is expected to last until the end of 2023.
This report summarises the outcomes of the first (micro) phase of the TCRs on upskilling pathways in France, which reflect the points of view of both the beneficiaries of the outreach and guidance schemes and services under investigation, and the professionals involved in their implementation. The TCR on UP for France highlights outreach and guidance for low-skilled adults, and the crosscutting dimensions of governance and financial and non-financial support in relation to the two areas of focus.

This study examines the added value of microcredentials for end users. Current knowledge gaps in the perceived exchange value of microcredentials within the labour market raise the question of whether they can be sufficiently trusted by those acquiring them to become building blocks for lifelong learning, employment, improving professional status, and inclusiveness in education and training. Study results show that trust, which shapes potential engagement, is underpinned by socioeconomic factors and an individual's learning-work trajectory. Due to the different configurations of [vocational education and training] VET systems and how they are governed, extensive debate continues about the measures needed to support different groups of microcredential end users in varying labour market contexts.

Collecting data and information on labour market needs and skills trends is not sufficient to design and sustain responsive and efficient vocational education and training (VET) programmes and skills formation systems. Economies and societies need robust skill anticipation methods and trusted skills intelligence to translate data into actionable insights that support the skills revolution. This policy brief reviews trends in skills anticipation in Europe and explains how it contributes to more learning and better matching. It builds on Cedefop's monitoring of national skills anticipation systems and practices in the EU-27, Norway and Iceland and input from Cedefop's ReferNet partners.

These reports are part of the European inventory of national qualifications frameworks (NQFs). Since 2009, Cedefop has been carrying out a systematic mapping and analysis of NQF developments in countries participating in the European qualifications framework (EQF) process. These reviews, done in close cooperation with the EQF Advisory Group, the European Commission and the European Training Foundation (ETF), have directly supported the development of operational and sustainable NQFs. The reports offer a detailed description of the structure and scope of the NQFs, objectives, functions and institutional arrangements, along with data on the implementation and impact on broader policy areas of the frameworks.

This study compares the way the initial vocational education and training (IVET) and continuing vocational education and training (CVET) sub-systems interact to support the learning of adults, and thus facilitate lifelong and life-wide learning. By comparing the interaction between IVET and CVET sub-systems in the countries covered, the study analyses the extent to which IVET systems are opening up to adults, and questions whether national and regional policies and practices support or prevent a closer link between CVET and IVET. The study builds on concrete national case-studies, allowing for an in-depth, qualitative comparison and analysis of practices and policies. This allows for a better understanding of obstacles and opportunities in this complex area, directly supporting the stakeholders and policy-makers responsible for taking lifelong and life-wide learning in Europe forward.

The European Union policy for education and training attaches great importance to enabling learners to become familiar with international mobility. Acquiring such experience while in studies is seen as crucial to improving labour mobility later. This allows EU economies to address spatial imbalances in labour availability and transnational enterprise needs for mobile staff. A range of EU-level vocational education and training (VET) policy initiatives to support learner mobility has been undertaken since the 1960s. Major moves to ensure the quality of mobilities were made in 2006 (European Quality Charter for Mobility) and 2011 (Youth on the move recommendation).
This policy brief analyses country policies and practices for quality in transnational learning mobility in initial vocational education and training (IVET). The analysis covers the EU Members States, Iceland, and Norway. It shows that countries have made progress, although areas for improvement remain in terms of quality frameworks and policy governance.

As the European Union navigates an era of rapid digital transformation, the demand for digital skills has never been higher, and it will keep growing in the next decade. This policy brief sheds new light on the evolving landscape of digital skill requirements in the EU-27, using Cedefop analysis of online job advertisements. The evidence in this policy brief showcases the pivotal role of digital skills in economic development and global competitiveness. It also points towards the need to accelerate the implementation of digital policy and strategy. Up- and reskilling the workforce, investing in the skills of teachers and trainers and modernising education and training systems will help ensure the digital revolution will benefit all citizens.
