This document is one of a series of industry training monographs designed to provide readers with an overview of occupational trends and the current training effort in each industry in Australia.
The finance and insurance industry is one of the smaller industries in terms of employment (3.6 per cent of total Australian employment). Despite declining employment levels, and the effects of rationalisation and deregulation, the industry’s business levels have grown very strongly over recent years though further reductions in the number of jobs are likely. The industry is concentrated in New South Wales and to a lesser extent Victoria, is one of only five of the 17 industry divisions in which females outnumber males, is made up of predominantly full-time workers, and was among those spending higher amounts on training for its employees.
This document is one of a series of 17 individual monographs which are entered into VOCED from TD/TNC 55.12 to TD/TNC 55.28. This report examines five case studies of workplace literacy initiatives. Workplace literacy is defined in this study as several sets of skills and attitudes believed to be necessary in order to function competently in the current workplace environment. The aim of the study was to develop a clearer understanding of what takes place within workplace literacy programs in order to evaluate whether vocational institutions have a comparative advantage over other providers of workplace literacy programs. Based on a literature review, the authors developed a series of hypotheses that supported the premise that vocational institutions have a comparative advantage. Each case study was tested against these hypotheses. The case study data was collected through formal and informal interviews, document examination, and on-site observation. The case studies revealed features of vocational institutional provision of workplace literacy training that supported the hypotheses and concluded that to claim a comparative advantage over other workplace literacy program providers, vocational institutions should capitalise on their strengths. Vocational student organizations (VSOs) are an integrated part of the overall curricula in most educational institutions, providing many educational and work experiences in the classroom, as well as benefits to faculties, school administrators, and communities. They are an important bridge between the real world and the world inside the classroom. By participating in VSOs, educators can observe what technological training is missing in their vocational programs and consequently can take steps to ensure that their local VSOs either remain or become part of a more futurist-oriented educational society by serving as a vehicle for student exposure to and experiences with recent advances in high technology. It includes information on apprentices, Australian Traineeship System trainees and other relevant forms of employer-based training. Data collection and analysis methodology is briefly explained, a national overview is given, and the data is broken down on a state and territory basis. The data provided was collected from State and Territory training authorities, and the four volumes cover the period 1 July 1994 to 30 June 1995. The four volumes are: vol. 1, no. 1: 1 July to 30 September 1994; vol. 1, no. 2: 1 October to 31 December 1994; vol. 1, no. 3: 1 January to 31 March 1995; and vol. 1, no. 4: 1 April to 30 June 1995. Low completion rates for apprentices and trainees have received considerable attention recently and it has been argued that NCVER seriously understates completion rates. In this paper, the author uses NCVER data on recommencements to estimate individual-based completion rates. It is estimated that around one-quarter of trade apprentices swap employers during their apprenticeship. Taking this into account, the author estimates completion rates for individuals, ranging from 39.2 per cent for the food trades to 64.2 per cent for electrotechnology and telecommunications trades workers. It is noted that employer churn is an issue, with the worst occupations being hairdressing and the food trades.
