This report updates our knowledge on the development and impact of massive open online courses [MOOCs] on learners and institutions at further education and higher education level. The study assessed available literature from various sources, including academic research articles and formal comprehensive reviews; blog posts; commentary and journalistic coverage. It concludes that massive open online courses are likely to become a standard element of university education with new teaching and learning methods that provide revenue and lower costs. A major challenge is finding suitable business models.

A highly skilled workforce is needed for the UK to compete successfully, but skills shortages remain. The skills system is confusing and often changes, with little employer engagement and an acceptance of poor provision. The UK government initiated the 2010 national skills strategy 'Investing in skills for sustainable growth' with the aim of improving the system. The next step is to make it more rigorous and responsive to need. Vocational qualifications must be rigorous so they qualify a worker to practise in their chosen role. The government aims to achieve this through a responsive system that ensures the flexibility for education and training providers to deliver what learners and employers really want. This publication explains how the government plans to: raise standards by making the system more professional and intervening in poor provision; create traineeships to prepare young people for work; reform and improve the quality of Apprenticeships; make qualifications relevant and valued; use funding to make provision more responsive; and give employers and individuals the information to make the right choices.

The research looks at adult learners (aged 19 plus) undertaking full level two and full level three courses classified as Adult Learner Responsive (ALR) provision by the Skills Funding Agency. These courses are largely classroom-based. All of the learners in this research were undertaking courses with a vocational focus. The research looked specifically at the highest prior qualifications of adult learners (aged 19 plus) who were undertaking full level two or full level three classroom-based ALR courses in further education (FE) in November 2011. It examined how far investment in this stream of learning has been directed towards up-skilling individuals with lower skill levels, especially those without prior attainment at full level two (equivalent to five [General Certificates of Secondary Education] GCSEs at grades A to C or [National Vocational Qualification] NVQ level two). The research looked at the demographics, employment status and income of learners undertaking such courses and those undertaking their first level two learning.

The OECD survey is based on tests of adult skills in literacy, numeracy and problem solving, conducted across 25 countries in 2012. This report highlights skill levels in England in comparison to other countries. It also examines: (1) relationships between skill levels and personal characteristics; (2) use of skills in work and in everyday life; and (3) characteristics related to having low skills and comparison with previous international surveys.

This paper presents a case study of the Virtual Campus (VC). Drawing upon secondary analysis of Test Beds evaluation data and recent interviews with the VC project team, this paper covers implementation, delivery and outcomes. The VC is an [information and communication technology] ICT platform that allows [education, training and employment] ETE providers and offender-learners’ access to training materials to support release and employment, including secure access to websites. The key benefits of the VC discussed by staff were its ability to link work in custody to ETE mainstream delivery systems and streamline and modernise ETE provision. In doing so, it was envisaged that offender-learners would engage better with their ETE journey. VC outcomes encompassed organisational, staff and offender-learner benefits. From an organisational perspective, there were clear economic advantages in streamlining ETE delivery. ETE staff talked about the VC improving their practice and performance. In turn this helped staff feel more fulfilled in the work place. Finally, offender-learners spoke of how working towards qualifications or looking for jobs using a computer and the Internet helped them to feel normal, despite being in custody. In addition, the VC levelled the playing field for offender-learners, in that custody was no longer a barrier to submitting an effective [curriculum vitae] CV or having access to live vacancies, offering the potential to improve the chance of employment.

The report set out what the UK government would financially support and the program of work to reform the further education (FE) and skills system for adults aged 19 and over in England. This evaluation assesses how far the reform program: (1) influenced the behaviour of FE and skills providers; and (2) changed the way that they work with government and its agencies. This document illustrates the benefits of higher education (HE) classified according to market and non-market benefit, and whether they relate to the individual or society [the four quadrants]. It builds on earlier work by BIS entitled 'Things we know and don't know about the wider benefits of higher education: a review of the recent literature'. A table showing the four quadrants provides links to relevant sources of evidence that have been identified on the specific benefits of HE.
The report covers only benefits from HE participation, so that benefits arising from research exploitation, spin-off companies, export earnings through international student fees and spending, and other aspects of HE are not included. A fuller exploration of direct and indirect benefits and the mechanism through which they (might) operate can be found in the 'Supporting analysis for the Higher Education White Paper' published by BIS in 2011.

The national strategy for access and student success in higher education has been developed at the request of the UK Secretary of State for Business, Innovation and Skills and the Minister for Universities and Science. The vision of this national strategy is: that all those with the potential to benefit from higher education have equal opportunity to participate and succeed, on a course and in an institution that best fit their potential, needs and ambitions for employment or further study. This final report to the Department for Business, Innovation and Skills sets out what the Office for Fair Access (OFFA) and the Higher Education Funding Council for England (HEFCE) will do to carry out the strategy.
Part one summarises the vision, overall approach and key actions that are proposed across the three broad stages of the student lifecycle: (1) access - preparing for and entering higher education; (2) retention and student success - staying on and achieving a qualification; and (3) progression to further study or to/within employment. Part two describes the strategy in detail and the evidence that it is based on. It brings together new and existing research on access and student success, including evidence gathered through commissioned research, a call for evidence and discussions with a wide range of stakeholders. The first three chapters discuss issues, evidence, and recommendations relating to the three broad stages of the student lifecycle. The concluding chapter describes in detail the proposed implementation of the strategy and outlines the types of indicators that will be developed to measure progress against the priorities it identifies.

It covers: investment with industry over 10 years in a new Advanced Propulsion Centre (APC) to support new technology and supply chains for low carbon vehicles; investment to set up the Automotive Investment Organisation to lead attracting investment in the UK, particularly supply chain companies ensuring the right skills through a collective road map for the skills and training needed to address skills gaps in the automotive sector (e.g. joint programs to attract school leavers, graduates and postgraduates into the automotive industry).
