This review looks at the framework for determining employment status and provides a snapshot of the UK labour market in 2015. In order to gain a greater understanding of some of the issues being faced, officials were asked to consider what the UK labour market looks like and suggest ways in which government could deliver a framework that strikes the correct balance between the rights of the individual and the needs of business, supporting growth and prosperity in the 21st century. The review involved discussions with a number of stakeholders and this report represents the findings of that review.

This paper builds on the analysis set out in ‘New industry, new jobs’ in April 2009 [report indexed at TD/TNC 97.225] and sets out the wide ranging work program that has flowed from that analysis over the last year. To maximise Britain’s potential, the role of public institutions and public policy alongside the powerful dynamics of the market in supporting the development of a diverse economy based on knowledge, innovation and productive investment needs to be well understood and fully exploited. This paper identifies those basic capabilities and sets out how the government has invested in them over the last six months. It also makes it clear how the commitment to continued investment in Britain’s industrial competitiveness will be taken forward. Seven core capabilities in the British economy will underpin the government’s drive to restore strong, sustainable, long-term growth: (1) supporting enterprise and entrepreneurial activity, including the access to finance required for starting and growing firms; (2) fostering knowledge creation and its application; (3) helping people develop the skills and capabilities to find work and build the businesses and industries of the future; (4) investing in the infrastructure required to support a modern low carbon economy; (5) ensuring open and competitive markets to drive innovation and rising productivity; (6) building on our industrial strengths where we have particular expertise or might gain a comparative advantage, and where government action can have an impact; and (7) recognising and employing the right strategic role for government in markets that allows us as a nation to capitalise on new opportunities.

The next decade will be critical in Europe's economic history. Across Europe we will need to rebuild confidence in financial markets and recreate millions of jobs that have been destroyed by the recession. The demand that drives those jobs will have to be low carbon and built on a sustainable balance of exports and domestic spending. And all this will need to be done at a time when pressure on public and private finances will be huge. We have the unique asset of the Single Market, worth over 12 trillion Euros and the largest in the world. We also have world-class manufacturing and services companies with highly skilled workforces. This paper sets out ideas on how we can build on this existing capacity and succeed in the long-term. Open and dynamic global markets will drive growth, jobs and innovation across Europe into the future, especially if they are supported by intelligent public policy that improves the underlying capacity of the economy. For the European Union [EU] the challenge of a global economy is a race to the top rather than a race to the bottom. We need to invest heavily in a confident, entrepreneurial, adaptable and highly skilled workforce. We need to ensure that growing firms have access to finance, world class innovation, science and research, and the material and digital infrastructure that are the backbone of a modern economy. Markets alone will not provide these things to a sufficient standard.
Chapter two makes the case for a renewed commitment to strengthening and deepening the Single Market to equip it to meet new challenges and build our competitive capacity. It argues for a more targeted approach, alongside a stronger focus from the European Commission on enforcement of Single Market commitments. This includes ensuring that temporary flexibilities in state aid rules to address the unique problems of the banking crisis are removed by December 2010 and making sure that the regulatory burden, especially on Europe's small and medium sized businesses, is appropriate and conducive to growth, recovery and job creation. Chapter three assesses the basic elements of the competitiveness of European firms and workers and finds continued scope for improvement. It then asks what role the EU can play in helping Europe to produce firms and people capable of prospering in a global economy. It argues that this will take a combination of the dynamic power of the market and strategic government policies on skills, innovation, access to finance and infrastructure and identifies a set of priorities for action at the EU level. Chapter four identifies and proposes how these elements can be developed together as targeted strategies for five areas that will be central to the EU's comparative advantage: low carbon technologies, services, advanced manufacturing, life sciences and the digital economy. Based on this analysis, chapter five proposes some basic principles for the work of Member States and the renewed European Commission and Parliament for the next five years and beyond. This paper is intended as an initial contribution to the debate on the future of the real economy in the context of broader questions such as the successor to the Lisbon Strategy and ongoing work on financial services.

This skills strategy sets out an active approach to equipping England for globalisation by ensuring supply of the skills that underwrite the industries of the future: skills for high-tech, low carbon driven growth. To tackle the gap in intermediate skills in England, for example, apprenticeship numbers are to be expanded to create a modern class of technicians. They will have transferable skills, gained as a result of both academic study and practical on-the-job experience. The goal of this strategy is a skills system defined not simply by targets based on achieved qualifications, but by 'real world' outcomes, a system that provides a higher level of vocational experience, promoting a greater mix of work and study and encouraging skills that are transferable from job to job. Skills must be taught expertly and carry genuine weight with employers. Opportunities must be broadened for students to progress through further education into higher education. Show less
