This third edition of a review and synthesis of research for trade and industrial (T&I) education concentrates primarily on studies reported from 1977 to 1982, including some significant work published since the second edition (1969). Relevant research was identified through searches of the Educational Resources Information Center, the National Technical Information Service, Defense Logistics Studies Information Exchange, and the Dissertation Abstracts International databases. A selective discussion of representative and exemplary studies in the field, the document covers these aspects of T&I: (1) philosophy and scope, (2) student characteristics and needs, (3) curriculum development (i.e., models and frameworks, content determination, affective and transferable skills, and competency-based education), (4) instruction and learning (i.e., systems development, technology, computer-assisted instruction, psychomotor skills, cognitive and affective learning, and youth groups), (5) teacher education, (6) administration, and (7) evaluation. Some relevant technical training research conducted by the U.S. armed forces is also included. A summary of the state of the art, areas for future research, and an extensive bibliography of the cited studies conclude the document.

High schools and community colleges in the United States of America (USA) are undergoing major changes in response to legislation such as the 1990 Perkins Amendments and the 1994 School-to-Work Opportunities Act. High schools and community colleges are being prompted to offer programs in which academic and vocational curriculum are combined to create pathways from secondary to postsecondary education, creating a demand for teachers with new capabilities. The authors suggest that meeting the need for such teachers will require significant redesigning of preservice teacher education so that new teachers are sufficiently prepared to teach combined academic and vocational curriculum. This publication describes a project which was one of two included in an overall National Center for Research in Vocational Education (NCRVE) project, focusing on the redesign of staff development for high schools and community colleges in response to demands for educational reform (the other project is indexed at TD/TNC 62.500). It describes how three universities in the NCRVE consortium redesigned their teacher education programs. Each university had a different purpose and implemented reform in different ways to reflect their own context, clients and processes. The programs described are: two preservice teacher education programs for high school teachers at University of California, Berkeley (UC Berkeley) and Virginia Polytechnic Institute and State University (Virginia Tech); and a teacher education program for community college instructors at the University of Illinois at Urbana-Champaign (UIUC). In this chapter, the author suggests that vocational teacher education that can continually adapt to the needs of teachers, students and the workplace, is still to be fully developed. He examines and critiques the field of vocational teacher education in terms of its traditional form, its current state, and its future potential. The discussion begins with a brief outline of the evolution of vocational education and vocational teacher education, and the effect of educational reform on this evolution, both past and future. Developments of the last decade that illustrate change in vocational teacher education are then presented and include: the impact of educational reform legislation; a rethinking of vocational teacher education program focus to address issues such as workplace change, international developments in vocational teacher education, and the professional development of beginning teachers; the delivery of vocational teacher education; and, vocational teacher supply-and-demand studies. In conclusion, the author briefly discusses a number of ongoing issues concerning vocational teacher preparation and continuing professional development, that will need to be considered for the future.

Successful school-to-work transition can demand a different set of teacher responsibilities than has been the case in traditional education. The assumption is that teachers engaged in school-to-work transition activities would have a wide range of new and different responsibilities. Research suggests that certain common policy presuppositions can be identified regarding teacher education programs in advanced knowledge-based economies, most notably the relationship between formal education (schooling) and economic production, and the role of teacher education in respect to this relationship. This article draws on the work of Basil Bernstein to engage theoretically and critique the nature of that evolving policy relationship within the context of Sweden. While the article concentrates on developments in one country, however, it is contended that the findings are symptomatic of a wider European or even global trend in which the scientific foundation of teacher education is under threat.

The improvement of education to prepare students more effectively for the workplace and the skill demands of industry leaders, has been a major focus of educational reform in the United States of America (USA) during the 1990s. Teachers play a central role in the effectiveness of education and any reform efforts must be accompanied by the preparation of teachers to meet future educational challenges. This issue of ‘Centerpoint’ describes three promising professional development approaches investigated by the National Center for Research in Vocational Education (NCRVE): work-based learning; the mini-sabbatical; and, the case study method. The author also examines new teacher roles in relation to the integration of academic and vocational curricula, and participation in school-to-work transition programs, and the professional development strategies that have been effective in preparing teachers for these roles.
