The purpose of industry skills reports is to engage industry around current issues and how these issues may or may not affect the future skills base for the industry. The reports include suggestions for addressing future skill needs. While they cover a broad range of issues, their focus is on training and they are designed to assist industry, training providers and training policy makers. It is expected that the reports will be updated annually to reflect contemporary developments.
This report covers skills issues associated with community services and health industries focussing on the following sectors: hospitals; medical and dental services; other health services; children's services; and community care. The following four drivers have an impact on the demand for skills of the community services and health workforce: consumer and customer service demands; market expansion; technological advancement; and competitiveness and productivity demands. Other drivers are: demography of the workforce; employment arrangements; worker attraction and retention; health and safety; regulatory compliance; and insurance. The contribution of vocational education and training (VET) to solving the skill needs of the community services and health industries include improvements in recognising competence of the large number of unqualified workers, upskilling unqualified workers and providing practical competencies to professionals through national competency benchmarks. The report includes recommendations for the Ministerial Council on the allocation of an estimated $3.61 billion expenditure (in accrual accounting terms) in Commonwealth, and State and Territory funds. It also highlights developments in the annual priorities related to national strategic directions, policy and performance measurement.
The report is divided into the following five sections: Introduction, providing an overview of the vocational education and training (VET) training process, the annual national priorities and key result areas, and the State and Territory annual VET training plans and plans for growth derived from efficiencies; Annual national priorities for VET, summarising State and Territory plans for 2000 and reporting the progress of 1999 activities against national priorities; Planned activity, outlining activities by State and Territory for 2000 and major funding initiatives; Funding arrangements, presenting ANTA's advice on funding for 2000; and Recommendations, presenting ANTA's recommendations to the Ministerial Council for endorsement. Some communities in rural and regional Australia have become known as ‘learning communities’ as they concentrate on learning to promote social cohesion, regeneration and economic development in the face of challenges, many of which are generated as the globalised knowledge economy emerges. In 2001, the Australian National Training Authority (ANTA) launched its learning communities pilot national project to encourage the development of learning communities and learn more about them. Ten rural and regional communities received funding to undertake a learning audit as the initial stage of becoming a learning community. As part of the project, each community completed an audit of their learning strategies and capacity to become a learning community. These audits consistently reveal a number of common themes that are seen as being essential for the sustainable development of learning communities. This is the story of Deniliquin in New South Wales (NSW). Show less
