The 2004-2010 National Strategy for VET was agreed to by State, Territory and Australian Government Ministers in November 2003. The Australian National Training Authority (ANTA) is working with its partners to develop an action plan for implementing the strategy. A roundtable discussion involving a cross-section of stakeholders was held on 25 November 2003 to identify national actions needed to achieve equality of participation and achievement in vocational education and training (VET). The focus of the roundtable was on identifying national actions that would encourage and support an integrated diversity management approach in the VET sector. This paper builds on those discussions. It details a number of possible actions to achieve equality of participation and achievement by an integrated diversity management approach to meeting the learning needs of people facing barriers. The paper invites comments which will be used to refine one or more national actions to form a part of the first of a series of rolling Action Plans for the National Strategy for VET: 2004-2010. In July 1992, the Commonwealth, State and Territory heads of governments agreed to establish a national system for vocational education and training (VET). This system came into full effect in January 1994, with the establishment of the Australian National Training Authority (ANTA). This is the first annual national report. It comprises two volumes: volume one provides an overview of the system and highlights the national achievements during 1994; and volume two contains chapters from each State and Territory and the Commonwealth that outline their achievements against the national priorities. The National Women's Vocational Education Strategy sits under the umbrella of the Australian National Strategy for Vocational Education and Training which establishes a framework for a quality vocational and education system that is responsive, accessible and efficient. The Strategy sets a direction for governments, industry and training providers to ensure that the needs of women are consistently addressed as a priority in policy making, planning, resourcing, implementing and monitoring vocational education and training.

'Shaping our future: Australia's national strategy for vocational education and training 2004-2010' (indexed at TD/LMR 85.685) is the Australian government and industry's collective strategy to ensure: 'industry will have a highly skilled workforce to support strong performance in the global economy; employers and individuals will be at the centre of VET; communities and regions will be strengthened economically and socially through learning and employment; and that Indigenous Australians will have skills for viable jobs and their learning culture will be shared'. As part of the process in developing this strategy, the Australian National Training Authority (ANTA) commissioned the National Centre for Vocational Education Research (NCVER) to undertake a series of meta-analyses of research on 12 different vocational education and training (VET) topics. This report is the meta-analysis concerned with expanding the national training effort. It looks at the increasing demand for VET in Australia, due both to our changing economy and employment habits, and the rapid ageing of our workforce. The current high demand for skills is outlined, as are the implications of this for the VET sector.

In 1996, the Performance Review Committee was established to examine performance reporting in vocational education and training (VET) and resolve some outstanding aspects of key performance measurement. The Performance Review Committee's original terms of reference were: to advise the Australian National Training Authority (ANTA) board on an appropriate set of key performance indicators for vocational education and training; to provide further analysis on the outcomes of performance information already available; and to commission work as needed to support its advice from the National Centre for Vocational Education and Research (NCVER) or other appropriate agencies. This publication is the final report of the Performance Review Committee to the ANTA Board on the development and implementation of eight key performance measures for vocational education and training. The recommended eight measures which complement the current National Strategy, are well on their way to full implementation and will be reviewed along with the National Strategy by 2003. Broadly defined, the eight key performance measures aim to gauge skills output, outcomes for the national skills pool, outcomes for employers, students and client groups, public funds per publicly funded skill output, public funds per total recognised skill output, and total expenditure on vocational education and training. This first action plan is a companion document to the Australian national vocational education and training (VET) strategy for 2004-2010 (indexed at TD/LMR 85.685). It identifies actions that the Australian, state and territory governments and the Australian National Training Authority (ANTA) will take, in partnership with industry, providers and other stakeholders, to turn strategy into action. Six national priority actions for 2004 and 2005 across the four objectives and 12 strategies of Shaping our Future have been identified by the Ministers. They are: generate strategies to enable VET to respond to emerging skill needs for the future world of work; implement agreed ANTA Ministerial Council recommendations from the high level review of training packages to improve training packages for industry, individuals and providers and strengthen teaching and learning outcomes; build a strong empirical and evidence base on which to develop options for Ministers on the future resourcing of VET; develop and implement a strategic plan to respond to emerging skill needs of the mature age workforce and Australia’s ageing population; conduct targeted research to complement and strengthen regional and community development initiatives occurring across Australia; and increase training opportunities leading to sustainable employment for Indigenous Australians. This action plan will be updated during the life of the national strategy to take account of progress and to maintain its currency and relevance. Show less

This publication sets out the national strategy for vocational education and training (VET) in Australia. It is the intended direction agreed by the governments, and the sum of a number of specific strategies designed to deliver responsive, quality, accessible and efficient VET. The strategy is designed as a framework which will evolve and be periodically reviewed. Implementation will be through existing mechanisms, including State and Territory training profiles, national industry VET plans and performance agreements. The strategy emphasises greater responsiveness, enhanced quality, improved accessibility and increased efficiency. Show less

The document outlines: the purpose of the key agreement; its key objectives; the roles and responsibilities of the ANTA Ministerial Council (MINCO), ANTA, State/Territory agencies and the Commonwealth agency responsible for VET; the planning and accountability arrangements; and the funding arrangements.
